Sekarang saya sedang mencoba memetakan batas kecamatan (admin_level 6) untuk Kabupaten (level 5) Kepulauan Meranti, Provinsi Riau.

Sudah lama saya tidak ke sana, rasanya sekitar 2014 saat kabupaten yang masih baru ini membangun sangat pesat.

  • gunakan tombol P untuk memutuskan line

  • pastikan line terhubung (join J)

Emergenza clima: dall’ONU l’ultimo avvertimento prima dell’Apocalisse

Gli impegni di Parigi sulle emissioni di CO2 non bastano più, entro il 2050, 300 milioni di persone saranno sommerse dal mare


L’ONU ha calcolato che senza nuove restrizioni sulle emissioni, le temperature globali aumenterebbero mediamente di 3,2 gradi Celsius rispetto ai livelli preindustriali


Nel 2016, al termine dei lavori della COP21 a Parigi, tra una cena di gala, un evento folkloristico e una foto di gruppo, i leader mondiali promisero che avrebbero fatto di tutto per non far aumentare le temperature medie globali oltre 1,5 gradi Celsius. Non da subito, però, ma dopo molti anni: il tempo di permettere ai paesi meno sviluppati di colmare il gap che li separava dai paesi sviluppati (quelli che hanno fatto danni forse irreparabili al pianeta) in termini di industrializzazione. E di inquinare il pianeta in modo spaventoso.


Sin da subito a molti (e noi tra loro…) questo obiettivo apparve limitato, anzi quasi inutile. E certamente insufficiente per risolvere i problemi di cui si era parlato durante gli incontri a Parigi.


Poco dopo fu il turno di Trump che, in un colpo solo, cancellò le promesse di Obama e fece un gran regalo alle multinazionali rinnegando il rapporto di causa ed effetto (confermato da centinaia di scienziati in tutto il mondo) tra aumento delle emissioni di CO2 e effetti antropici.


Tra COP invero blande in termini di impegni e risultati, governi che rinunciano ad ospitare la COP del 2019 e “seconde scelte” impossibilitate a causa della crisi in Cile (paese “supplente” per realizzare la COP nel 2019), si è arrivati alla fine del 2019 senza sapere quali saranno concretamente gli impegni dei paesi più potenti per salvare il pianeta. Si perché è questo il problema. Come ricorda l’UNEP, il 78% di tutte le emissioni, è causato dai paesi che fanno parte del G20. Eppure, finora, solo cinque di questi ha adottato norme che potrebbero permettere di raggiungere l’obiettivo “zero emissioni” entro il 2050.



Ma il tempo per salvare il pianeta è sempre di meno. Anzi, pare che la situazione stia peggiorando molto più velocemente del previsto. A lanciare l’allarme è un rapporto delle Nazioni Unite appena pubblicato. Anche se i paesi dovessero rispettare gli impegni assunti a Parigi e ridurre le emissioni di CO2, le temperature globali aumenterebbero mediamente di 3,2 gradi Celsius rispetto ai livelli preindustriali. Più del doppio dell’aumento di 1,5 gradi promesso a Parigi (e mai mantenuto). Le conseguenze potrebbero essere devastanti. Secondo gli esperti che hanno scritto il rapporto, per ottenere qualche risultato le emissioni dovrebbero diminuire del 7,6 per cento ogni anno per i prossimi dieci anni.


Purtroppo pare che si stia andando in direzione opposta: secondo l’Organizzazione Meteorologica Mondiale, nel 2018, le emissioni di CO2 hanno raggiunto un nuovo record con 407,8 ppm (il cosiddetto “punto di non ritorno” era 400 ppm). E il tasso di crescita tra il 2017 e il 2018 è stato più alto della media degli ultimi dieci anni.



“La nostra incapacità collettiva di agire tempestivamente e duramente sui cambiamenti climatici significa che ora dobbiamo apportare profondi tagli alle emissioni”, ha detto Inger Andersen, direttore esecutivo dell’UNEP, che poi ha aggiunto:


“Abbiamo bisogno di risultati rapidi per ridurre il più possibile le emissioni nel 2020, quindi di contributi determinati a livello nazionale più forti per avviare le principali trasformazioni delle economie e delle società. Dobbiamo stare al passo con la tabella di marcia che ci eravamo dati”, ha aggiunto. “Se non lo facciamo, l’obiettivo di 1,5° C sarà fuori portata prima del 2030. Per contenere l’aumento della temperatura globale entro i 2 gradi, gli stati devono triplicare i livelli degli obiettivi climatici previsti. Se invece si punta a +1,5 gradi, gli sforzi devono essere quintuplicati”.


Anche in Italia il clima è già cambiato. A dimostrarlo non sono solo le inondazioni dei giorni scorsi a Venezia, Matera e Pisa, ma una lista lunghissima di eventi meteorologici estremi che colpiscono la penisola con sempre maggiore frequenza. Piogge, trombe d’aria e ondate di calore si verificano con frequenza e intensità sempre crescenti e destinate ad aumentare. E ogni volta i danni sono sempre maggiori. Dal 2010 ad oggi, sulla mappa del rischio climatico, sono stati registrati 563 eventi di questo tipo, che hanno avuto effetti rilevanti in 350 comuni. Solo nel 2018, in Italia sono stati registrati 148 eventi estremi, che hanno causato danni alle persone (oltre 4.500 sfollati) e danni incalcolabili. Tra il 2014 e il 2018, in Italia, sono morte 68 persone solo a causa di inondazioni. E, come confermano i dati dell’Osservatorio meteorologico Milano Duomo, le temperature presentano già oggi un aumento di 1,5 gradi Celsius (a Milano) e una media nazionale delle aree urbane di +0,8 gradi tra il 2001 e il 2018 rispetto alla media del periodo 1971-2000. Non nel 2050: oggi (anzi ieri).


A fronte di un aumento repentino delle temperature medie, si registra un altro fenomeno rilevante: la carenza di acqua potabile: è vero che piove sempre più forte, ma nei bacini c’è sempre meno acqua e l’accesso all’acqua rischia di diventare sempre più difficile da gestire. Al Sud, come situazione generale, ma anche nei quattro principali bacini idrografici italiani (Po, Adige, Arno e Tevere) dove le portate medie annue hanno registrato una riduzione media complessiva del 39,6% rispetto alla media del trentennio 1981-2010.


Per contro, in molte città italiane, preoccupa non poco l’innalzamento del livello dei mari. Non solo a Venezia: secondo le elaborazioni dell’Enea, sarebbero 40 le aree a maggior rischio in Italia. Oltre a Venezia anche città come Trieste, Ravenna, la foce del Pescara, il golfo di Taranto, La Spezia, Cagliari, Oristano, Trapani, Marsala, Gioia Tauro….


I ricercatori di Climate Central pubblicata (i risultati della loro ricerca sono stati pubblicati sulla rivista Nature), hanno detto che se i ghiacciai continueranno a sciogliersi al ritmo attuale, entro il 2050, 300 milioni di persone che vivono in aree costiere saranno sommerse dal mare almeno una volta l’anno. E le barriere fisiche costruite saranno inutili (anche se dovessero essere potenziate). E pensare che per costruire il MOSE che dovrebbe proteggere solo Venezia (e le altre città?) sono già stati spesi oltre 5 miliardi di Euro….


Dopo aver scorso questi dati che molti definirebbero apocalittici, la cosa più preoccupante è che molti paesi continuano a non volersi dotare di leggi e misure per fronteggiare questa situazione. In Italia, nel 2014, venne approvata la Strategia nazionale di adattamento ai cambiamenti climatici. Ma non si può fare molto dato che manca ancora il Piano nazionale di adattamento ai cambiamenti climatici, lo strumento che consentirebbe di passare dal campo degli studi a uno strumento reale, di passare dalle parole ai fatti (il Rapporto Ecosistema Rischio di Legambiente conferma, ad esempio, che in molti comuni si continuano a realizzare “tombamenti” di corsi d’acqua e a dare il via libera a edificazioni in aree a rischio. E secondo i dati ISPRA, in Italia, dal 1998 al 2018, sarebbero stati spesi circa 5,6 miliardi di euro per opere di prevenzione del rischio idrogeologico, a fronte di circa 20 miliardi di euro spesi per “riparare” i danni del dissesto secondo dati del CNR e della Protezione civile).


Nonostante le promesse, le conferenzele marce, gli scioperi (29 novembre è previsto il quarto Sciopero globale per il clim), le starlette di turno (sempre più giovani e sempre più accalorate nei loro discorsi) e gli appelli della comunità scientifica, la strada intrapresa sembra diretta verso un netto peggioramento. Anche la Cina, che in un primo momento sembrava voler prendere il posto degli USA come paladino delle politiche per il cambiamento climatico, in realtà adotta politiche che vanno nella direzione opposta. Secondo uno studio di Global Energy Monitor, tra l’inizio del 2018 e il mese di giugno del 2019, la capacità delle centrali nel paese sarebbe incrementata di 43 GW. Un dato che dovrebbe far riflettere se si pensa che nello stesso periodo, nel resto del pianeta, il cambiamento è stato di “soli” 8,1 GW. Ma non basta: una parte consistente di questa energia sarà realizzata dalle centrali a carbone la cui costruzione è iniziata nell’ultimo lustro (e che certo non verranno chiuse a breve).


I cambiamenti climatici hanno ormai raggiunto dimensioni che vanno oltre quanto si dice nei normali media che spesso sono “influenzati” dai giusti influencer a colpi di miliardi: a denunciarlo è stata  InfluenceMap che ha esaminato 15 organizzazioni collegate al settore petrolifero e del gas statunitense e ha scoperto che queste società avrebbero speso ben 17 milioni di dollari da maggio 2018 ad oggi per fornire informazioni poco attedibili sui cambiamenti climatici e sugli impatti che hanno i combustibili fossili sulla crisi climatica.


Cambiamenti climatici che ormai sono entrate a pieno titolo nella vita di tutti: al punto che il dizionario inglese Oxford ha attribuito a “emergenza climatica” il titolo di parola dell’anno 2019. La sua definizione sarebbe è “una situazione dove è necessaria un’azione urgente per ridurre i cambiamenti climatici ed evitare conseguenti danni ambientali potenzialmente irreversibili”. 


E mentre i leader mondiali stanno ancora pensando a cosa mangiare durante la COP del 2020 che si terrà a Glasgow in Scozia, gli effetti geopolitici dei cambiamenti climatici in atto sono già sotto gli occhi di tutti (anche di quelli che fingono di non vederli): piogge violente, alluvioni, siccità e desertificazione degradano il suolo e strappano fette sempre più ampie di terreno nelle regioni più povere dell’Africa, del Medio Oriente, dell’Asia e dell’America latina. La conseguenza è l’aumento delle migrazioni, sia all’interno che oltre le frontiere dei singoli stati. Ormai non si parla più di rifugiati e nemmeno di migranti economici. Presto non sarà più possibile fingere di non sapere che i migranti sono sempre più migranti climatici. Ma di questo, la COP del 2019 forse non parlerà….

EC 103/19: como fica a pensão por morte depois da reforma

A pensão por morte foi um dos benefícios mais afetados pela Reforma da Previdência (EC 103/19). Com a nova regra, este benefício caiu pela metade. Existe ainda a possibilidade de aumentar um pouco o valor caso existam filhos menores de 21 anos.

A pensão por morte, benefício que já foi vitalício, independentemente da idade do pensionista, e que já antes da reforma, com a Medida Provisória 664 de 2014, que posteriormente deu origem a Lei 13.135/15, passou a ter período de concessão, dependendo da idade do pensionista, vai continuar sendo atrelada aos seguintes critérios:
1) menos de 21 anos: duração máxima do benefício de 3 anos;
2) entre 21 e 26 anos: duração máxima do benefício de 6 anos;
3) entre 27 e 29 anos: duração máxima do benefício de 10 anos;
4) entre 30 e 40 anos: duração máxima do benefício de 15 anos;
5) entre 41 e 43 anos: duração máxima do benefício de 20 anos; e
6) acima de 44 anos: durante toda a vida.
Valor do benefício
Agora, com a aprovação da Reforma da Previdência, foi alterado. O valor do benefício, passou a ser 50% do valor da aposentadoria da pessoa que morreu.
Art. 23. A pensão por morte concedida a dependente de segurado do Regime Geral de Previdência Social (INSS) ou de servidor público federal (Regime Próprio) será equivalente a uma cota familiar de 50% (cinquenta por cento) do valor da aposentadoria recebida pelo segurado ou servidor ou daquela a que teria direito se fosse aposentado por incapacidade permanente na data do óbito, acrescida de cotas de 10 (dez) pontos percentuais por dependente, até o máximo de 100% (cem por cento).
Como ficou a regra para receber Pensão por Morte agora
Vejam, a esposa ou companheira, o esposo ou o companheiro receberá só a metade e, para cada dependente haverá acréscimo de 10%. Caso existam filhos menores de 21 anos, cada 1 receberá 10% a mais, no limite de 100% daquilo que era o valor da aposentadoria.
Então se a pessoa morreu e deixou 2 filhos menores de 21 anos, a pensão será de 80%. Mas quando os 2 filhos completarem 21 anos, a pensão fica só nos 50% + 10%, para a esposa ou marido que ficou de pensionista.
Contudo, caso exista 1 dependente inválido ou com deficiência intelectual, mental ou grave, a pensão será integral. É isto o que prevê o inciso I, do § 2º, do mesmo artigo 23 da Reforma, já citado acima.

How to tag rural-suburban residential areas in city edges?

In many Hungarian city edges and villages there are suburban landuses with large gardens and small family houses like these:

Rural-suburban areas

In Hungary these are usually tagged as landuse=allotments. That is wrong, since these are houses for permanent residence and many of them doesn't have actual gardens to grow fruits/vegetables. On the other hand, they can be really sparse, with small houses, and such a rural environment that they are closer to farmyards (without an actual farmland) so landuse=residental doesn't seems right either.

How should we tag these lands?


          

No thoroughfare to specific road

How can I specify that a certain road is not to be used as a thoroughfare to reach another specific road? In Norway there are signs prohibiting cars from using a road as a short-cut to another road(usually a small road through a residential area leading to a major road). I cannot use "access=designated" since the road can be used for all other destinations except that specific road. I have tried to illustrate this with a drawingalt text. A car from the bottom passes a sign indicating that it cannot not continue to the major road(in red) but is allowed to take any of the blue roads. People living in that area(past the sign) are allowed to drive onto the red road.


          

US roads and suitability for pedestrians

Hi,

I'm using GraphHopper in an application which helps suggest running routes for people.

I'm seeing cases where routes are being suggested that use unsuitable/unsafe roads. For example:

West Powell Road, Ohio

This road and bridge has no sidewalk and always has heavy traffic on it.

You definitely don't want to be walking over this!

I strongly suspect that this is just going to be down to poor OSM tag data for these roads. It seems quite common on many US roads.

My questions are:

  1. Is my assumption correct that this is just down to tagging?
  2. What would be the correct tag to apply to these roads? foot=no? sidewalk=none?
  3. Is there a reasonable heuristic I can use as a workaround? e.g. Avoid any primary/trunk/motorways for foot unless explicitly tagged with foot=<acceptable values=""> or sidewalk=<acceptablevalues>

Should I use highway=pedestrian for serviceable footways?

There seems to be some dispute about the correct use of highway=pedestrian.

For some people, the tag should be used for shopping streets, (town) squares, and roads that are signed as pedestrian zones (regardless of dimensions).

But for others, it can be any road that is designated pedestrians, but that is dimensioned to allow (emergency/service/delivery) vehicles. (On which the first group then can reply that such vehicles often use any kind of path.)

Some specific roads/paths I am struggling with:

I used to be in the second camp, but I've recently gotten several comments that I should only use highway=pedestrian for pedestrian zone kind of streets.

What are your thoughts? I think the relevant wiki page should be updated to avoid ambiguity, but what should we say there?


          

Having trouble finding the right tags for a location

I'm trying to put the right tags on a business so that it'll show up in OSM map data. The business is Go Strapped Firearms Training and they specialize in LTC licensing. I know I put it in, probably, last year. However, no matter how much tag information I try to put in, it never shows up in MAPS.ME. Is it me or is there just not enough tag options for it to be identified? Here's where it's located: https://www.openstreetmap.org/#map=19/32.71171/-97.15914


          

A prank district that doesn't exist

Someone has added a residental area including bus stops, a grocery store and a park in this location:

None of that exist. Not Isonperäntie nor any of the connecting streets from Auringonkukantie to Orkideantie, no Humalapuisto, no K-Market Humala (which literally would translate to "K-Market (being) drunk". To be fair, Humala is also Humulus Lupus, the plant).

I've checked from zoning plans and from city officials that nothing is being planned in this area either. It's partly protected heritage scenery area and also aircraft noise area.

I could (and will) delete all the nonexisting items, but I wanted to ask if this kind of pranks are common and if there is any interest (or even any non-existing possibility) in finding out who originally did this prank, if it matters at all.


          

Can I get current neighbourhood using lat and lon?

I'm new to the API, and am having a hard time going through the API documentation.

I am using browser JavaScript to get the geolocation (latitude and longitude), and would like to display the current neighbourhood/city based on the lat and long data. For example, having the lat and lon of 43.653225, -79.383186 would result in Toronto.

Is there a specific API GET request I can make? (i.e. https://api.openstreetmap.org/api/0.6/lat=${lat}&long=${lon}...

Any help would be deeply appreciated. Thank you.

This article will be difficult to read and was difficult to write. I hope that you can stomach the uncomfortable nature of this topic and read my thoughts in earnest. I usually focus on technology-related content, but at the end of the day, this is my personal blog and I feel that it would betray my personal principles to remain silent. I’ve made an effort to provide citations for all of my assertions.

The keyboard I’m typing these words into bears “Made in China” on the bottom. The same is true of the monitor I’m using to edit the article. It’s not true of all of my electronics — the graphics processing unit which is driving the monitor was made in Taiwan1 and my phone was made in Vietnam.2 Regardless, there’s no doubt that my life would be, to some degree, worse off if not for trade with China. Despite this, I am prepared to accept the consequences of severing economic relations with China.

How bad would being cut-off from China’s economy be? We’re a net importer from China, and by over 4 times the volume.3 Let’s assume, in the worst case, trade ties were completely severed. The United States would be unable to buy $155B worth of electronics, which we already have domestic manufacturing capabilities for4 and which have a productive life of several years. We could definitely stand to get used to repairing and reusing these instead of throwing them out. We’d lose $34B in mattresses and furniture — same story. The bulk of our imports from China are luxury goods that we can already make here at home5 — it’s just cheaper to buy them from China. But cheaper for whom?

This gets at the heart of the reason why we’re tied to China economically. It’s economically productive for the 1% to maintain a trade relationship with China. The financial incentives don’t help any Americans, and in fact, most of us are hurt by this relationship.6 Trade is what keeps us shackled to the Chinese Communist Party government, but it’s not beneficial to anyone but those who are already obscenely rich, and certainly not for our poorest — who, going into 2020, are as likely to be high school dropouts as they are to be doctors.7

So, we can cut off China. Why should we? Let’s lay out the facts: China is conducting human rights violations on the largest scale the world has seen since Nazi Germany. China executes political prisoners8 and harvests their organs for transplant to sick elites on an industrial scale, targeting and killing civilians based on not only political, but also ethnic and religious factors. This is commonly known as genocide. China denies using the organs of prisoners, but there’s credible doubt9 from the scientific community.

Recent evidence directly connecting executions to organ harvesting is somewhat unreliable, but I don’t think China deserves the benefit of the doubt. China is a world leader in executions, and is believed to conduct more executions than the rest of the world combined.10 Wait times for organ transplantation are extraordinarily low in China,11 on the order of weeks — in most of the developed world these timeframes are measured in terms of years,12 and China has been unable to explain the source for tens of thousands of transplants in the past13. And, looking past recent evidence, China directly admitted to using the organs of executed prisoners in 2005.14

These atrocities are being committed against cultural minorities to further China’s power. The UN published a statement in August 2018 stating that they have credible reports of over a million ethnic Uighurs being held in internment camps in Xinjiang,15 imprisoned with various other ethnic minorities from the region. Leaks in November 2019 reported by the New York Times showed that China admits the imprisoned have committed no crimes other than dissent,16 and that the camps were to be run with, quote, “absolutely no mercy”.

It’s nice to believe that we would have stood up to Nazi Germany if we had been there in the 1940’s. China is our generation’s chance to prove ourselves of that conviction. We talk a big game about fighting against white nationalists in our own country, and pride ourselves on standing up against “fascists”. It’s time we turned attention to the real fascists, on the world stage.

Instead, the staunch capitalism of America, and the West as a whole, has swooped in to leverage Chinese fascism for a profit. Marriott Hotels apologized for listing Hong Kong, Macau, and Taiwan as countries separate from China.17 Apple removed the Taiwanese flag from iOS in China and the territories it claims.18 Activision/Blizzard banned several players for making pro-Hong Kong statements in tournaments and online.19 These behaviors make me ashamed to be an American.

Fuck that.

A brief history lesson: Hong Kong was originally controlled by the United Kingdom at the end of the Opium Wars. It’s beyond the scope of this article, but it’ll suffice to say that the United Kingdom was brutal and out of line, and the end result is that Hong Kong became a British colony. Because of this, it was protected from direct Chinese influence during China’s turbulent years following, and they were insulated from the effects of the Great Leap Forward and the Cultural Revolution, which together claimed tens of millions of lives and secured the Communist Party of China’s power into the present.

On July 1st, 1997, the Sino-British Joint Declaration went into effect, and Hong Kong was turned over to China. The agreement stipulated that Hong Kong would remain effectively autonomous and self-governing for a period of 50 years — until 2047. China has been gradually and illegally eroding that autonomy ever since. Today, Hong Kong citizens have effectively no representation in their government. The Legislative Council of Hong Kong has been deliberately engineered by China to be pro-Beijing — a majority of the council is selected through processes with an inherent pro-Beijing bias, giving Hong Kong effectively no autonomous power to pass laws.20

Hong Kong’s executive branch is even worse. The Chief Executive of Hong Kong (Carrie Lam) is elected by a committee of 1,200 members largely controlled by pro-Beijing seats, from a pool of pro-Beijing candidates, and the people have effectively no representation in the election. The office has been held by pro-Beijing politicians since it was established.21

The ongoing protests in Hong Kong were sparked by a mainland attempt to rein in Hong Kong’s judicial system in a similar manner, with the introduction of the “Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill 2019”,22 which would have allowed the authorities to extradite suspects awaiting trial to mainland China. These protests inspired the Hong Kong people to stand up against all of the injustices they have faced from China’s illegal encroachments on their politics. The protesters have five demands:23

  1. Complete withdrawal of the extradition bill
  2. No prosecution of the protesters
  3. Retraction of the characterization of the protests as “riots”
  4. Establish an independent inquiry into police misconduct
  5. Resignation of Carrie Lam and the implementation of universal suffrage

Their first demand has been met, but the others are equally important and the protests show no signs of slowing. Unfortunately, China shows no signs of slowing their crackdown either, and have been consistently escalating the matter. The police are now threatening to use live rounds on the protesters,24 and people are already being shot in the streets.25 China is going to kill the protesters, again.

The third demand — the retraction of the characterization of the demonstrations as “riots” — and the government’s refusal to meet it, conveys a lot about China’s true intentions. Chinese law defines rioting as a capital offense,26 and we’ve already demonstrated their willingness to execute political prisoners on a massive scale. These protesters are going to be killed if their demands aren’t met.27

Hong Kong is the place where humanity makes its stand against oppressors. The people of Hong Kong have been constant allies to the West, and their liberty is at stake. If we want others to stand up for us when our liberties are on the line, then it’s our turn to pay it forward now. The founding document of the United States of America28 describes the rights they’re defending as “unalienable” — endowed upon all people by their Creator. The people of Hong Kong are our friends and we’re watching them get killed for rights that we hold dear in our own nation’s founding principles.

We have a legal basis for demanding these rights for Hong Kong’s people — China is blatantly violating their autonomy, which they agreed to uphold in 1984. The United Kingdom should feel obligated to step in, but they’ll need the support of the international community, which we need to be prepared to give them. We need to make an ultimatum: if China uses deadly force in Hong Kong, the international community will respond in kind.

China isn’t the only perpetrator of genocide today, but they are persecuting our friends. China has the second highest GDP29 in the world, and somehow this makes it okay. If we won’t stand up to them, then who will? I call for a worldwide boycott of Chinese products, and of companies who kowtow to their demands or accept investment from China. I call for international condemnation of the Communist Party of China’s behavior and premise for governance. And I call for an ultimatum to protect our allies from slaughter.

osmconvert - errors while merging maps in Windows 10 - unknown file format, could not open input file: .osm.pbf

I've donwloaded the following maps:

And I am using osmconvert to merge maps. I read this answer to merge maps. So my command of merging the above maps looks like this:

.\osmconvert andorra-latest.osm.pbf --out-o5m | .\osmconvert - azores-latest.osm.pbf | .\osmconvert - cyprus-latest.osm.pbf -o=all.osm.pbf

However, the osmconvert shows the following errors after running the above command:

osmconvert Error: unknown file format: standard input
osmconvert Error: could not open input file: .osm.pbf

Illinois set to approve insulin price cap of $100 for month supply

  • Some 30 million Americans have diabetes and must take insulin, but about 25 percent of them can't routinely afford the drug.
  • In recent decades, the cost of insulin has skyrocketed, partly because only three companies make insulin in the U.S.
  • There's some indication that recent efforts to make insulin more affordable are picking up steam.

Illinois is set to pass a measure to cap out-of-pocket insulin costs at $100 for a 30-day supply, a move that reflects a broader effort to lower costs of the hormone across the nation.

The bill is currently in the hands of Illinois Gov. J.B. Pritzker, who has expressed support for capping insulin prices, saying the rising costs are "an enormous burden for too many Illinois families," and that Illinois sees health care as "a right and not a privilege," according to the Chicago Tribune.

The cap applies only to commercial insurance plans, and it was modeled after a bill in Colorado, which became the first state to cap insulin prices earlier this year. If passed, the Illinois bill would take effect Jan. 1, 2021.

"For over a million Illinois residents, insulin is an absolute necessity," said State Sen. Andy Manar (D-Bunker Hill), who sponsored the bill. "Without it, they will die. Pharmaceutical companies are leveraging that fact in order to maximize profits. It's time we hold them accountable."

​"Insulin belongs to the world, not to me"


Insulin is an essential and naturally occurring hormone that regulates blood sugar. About 30 million Americans have diabetes and must take insulin because they either don't produce enough of the hormone or don't respond to its effects. Before the discovery of insulin in the 1920s, a diagnosis for Type 1 diabetes was often considered a death sentence.

In 1923, Frederick Banting, James Collip, and Charles Best sold the first insulin patent to the University of Toronto for $1 each. They believed the drug — which meant Type 1 diabetes was no longer a death sentence — shouldn't be kept from the public for the sake of profit.

"Insulin belongs to the world, not to me," Banting reportedly said at the time.

But a century after their discovery, insulin is one of the most expensive liquids in the world, and it remains prohibitively expensive for millions of diabetes patients worldwide, many of whom risk facing blindness, strokes, foot amputations or premature death without access to the drug.

"You don't know if you will have enough of a freaking liquid that your whole life depends on," Marina Tsaplina, who has diabetes, told Business Insider. "You don't know if you have enough life. That's what being not sure if you can afford your insulin means."


​The insulin crisis


The soaring prices of insulin have sparked outrage. In 2016, the average monthly cost of insulin was about $450, but nearly 25 percent of Americans with diabetes are unable to routinely afford these prices, and so they resort to rationing, skipping doses or even obtaining insulin illegally.

What's driving up prices? One explanation lies in the fact that there are only three major insulin makers in the U.S.: Eli Lilly, Novo Nordisk and Sanofi, each of which is able to negotiate drug prices with private insurers. These "big three" insulin makers have also been accused of price fixing in several lawsuits.

Typically, competing drug companies would be able to make generic versions of insulin, which would help lower prices. But no such generic insulin currently exists. That's in part because insulin makers have made incremental changes to insulin drugs over the decades, which allow them to keep their designs protected by patent laws. Some of these changes have resulted in improved diabetes care. But others seem designed to extend patent protection.

The result is that it's hardly profitable for alternative manufacturers to produce older versions of insulin.

"Older insulins have been successively replaced with newer, incrementally improved products covered by numerous additional patents," states a 2017 Lancet paper on insulin price increases.

What's more, navigating the patent laws is difficult and potentially dangerous for competing companies, as David Gaugh, senior vice president of sciences and regulatory affairs for the Association for Accessible Medicines, told STAT.

"There's all types of patents that are involved," Gaugh said. "Whether it be process patents, manufacturing patents, device patents É packaging patents, labeling patents and trademarks, all those are different methods used to prevent [competition]."

Patents aren't the only factor preventing a generic insulin from entering the market. In fact, a true generic — or even biosimilar — insulin is impossible to create, according to U.S. law. That's because generic drugs are derived from chemical-based medications, whereas insulin is a biologic-based drug. As such, any "generic" insulin is more complicated to manufacture and more difficult to get approved by the Food and Drug Administration.

More affordable insulin


In 2018, the American Diabetes Association recommended several steps U.S. lawmakers can take to make insulin more affordable:

  • Streamlining the biosimilar process
  • Increasing pricing transparency throughout the insulin supply chain
  • Lowering or removing patient cost-sharing for insulin
  • Increasing access to healthcare coverage

Earlier this year, members of Congress pressured the "big three" insulin makers, along with pharmacy benefit managers, to start lowering the costs of insulin. In November, the World Health Organization announced it would begin testing and approving generic versions of insulin, a process designed to make it easier for United Nations agencies and organizations like Doctors Without Borders to bring the drug to developing countries where it's in short supply.

"Four hundred million people are living with diabetes, the amount of insulin available is too low and the price is too high, so we really need to do something," Emer Cooke, the W.H.O.'s head of regulation of medicines and health technologies, said.

The director of the Affordable Insulin Now campaign, Rosemary Enobakhare, said in November that the W.H.O. move is "a good first step toward affordable insulin for all around the world," but that it wouldn't help diabetes patients in the U.S. To make a difference in the U.S., she said, would require "Congress to grant Medicare the power to negotiate drug prices" instead of leaving it up to insulin makers.

18 ill in _E. coli_ outbreak linked to dairy products: pasteurization problem cited

A dairy in an English town has been linked to an outbreak of _Escherichia coli_, with 18 people sick. Darwin's Dairy has been advised to recall all whole, skimmed and semi-skimmed milk and cream products currently in circulation. Barnsley Council and Public Health England (PHE) informed residents across South Yorkshire of the recall. They did not mention the strain of _E. coli_ involved.

PHE Yorkshire and the Humber noted an increase in _E. coli_ cases in South Yorkshire but the dairy has not yet been confirmed as the source of the outbreak. A total of 9 of the 18 ill people consumed Darwin's Dairy products before becoming sick. In a joint statement, Julia Burrows, director of public health at Barnsley Council, and Dr Nachi Arunachalam, consultant in communicable disease control at PHE Yorkshire and the Humber, said it advised the dairy to take recall action.

This became necessary after a potential processing problem was identified with the pasteurization process that could have affected some milk and cream products that could still be stored in people's fridges. Products can be identified by a Darwin's logo on the container either "Darwin's Dairy" or "NP & DJ Darwin Ltd", wording saying: "produced at Whitefield Farm, Oxspring, Barnsley" or an oval mark with "UK YB006 EC" inside it.

Burrows and Arunachalam said the dairy was cooperating with the recall. "If you have bought these products, do not eat or drink them but dispose of them. Environmental health officers visited the dairy after PHE Yorkshire and the Humber became aware of an increase in _E. coli_ cases in South Yorkshire, though it is important to be aware that the dairy has not been confirmed as the source of the outbreak at this stage.

"A total of 18 confirmed or probable cases have been identified in people with links to Barnsley, Doncaster or Sheffield in November 2019. Of these cases, 9 are known to have consumed Darwin's Dairy products before becoming unwell. Those affected are recovering at home and in hospital."

In a post on the firm's Facebook page, Darwin's Dairy operators said the link between the illnesses and their products was "pure speculation". "I would like to clarify that there is no confirmed link or evidence with the health issues highlighted in the councils statement, it's pure speculation and I am deeply upset and frustrated that such a statement can be released without sufficient evidence. We strive to supply our loyal customers with a quality local product that is regularly tested to the highest standards required," a statement on the Facebook page says.

Darwin's Dairy has sourced milk from a neighbor to continue doing doorstep deliveries and is waiting for the local authority to give the go ahead for the firm to start bottling milk again.

Anyone who has consumed any of the implicated products and developed symptoms of _E. coli_ infection should seek medical attention and tell their doctor about their possible exposure to the bacteria. Specific tests are required to diagnose the infections, which can mimic other illnesses. The symptoms of _E. coli_ infections vary for each person but often include severe stomach cramps and diarrhea, which is often bloody. Some patients may also have a fever. Most patients recover within 5 to 7 days. Others can develop severe or life-threatening symptoms and complications, according to the Centers for Disease Control and Prevention (CDC).

About 5 to 10% of those diagnosed with [certain] _E. coli_ infections develop a potentially life-threatening kidney failure complication, known as a hemolytic uremic syndrome (HUS). Symptoms of HUS include fever, abdominal pain, feeling very tired, decreased frequency of urination, small unexplained bruises or bleeding, and pallor. Many people with HUS recover within a few weeks, but some suffer permanent injuries or death. This condition can occur among people of any age but is most common in children younger than 5 years old because of their immature immune systems, older adults because of deteriorating immune systems, and people with compromised immune systems such as cancer patients. People who experience HUS symptoms should immediately seek emergency medical care. People with HUS will likely be hospitalized because the condition can cause other serious and ongoing problems such as hypertension, chronic kidney disease, brain damage, and neurologic problems.

[Although the strain involved is not specifically mentioned, the association with dairy products and a discussion regarding complications certainly implicate an enterohemorrhagic serotype that produces Shiga toxin.

In the March 2012 issue of Emerging Infectious Diseases (Langer AJ, Ayers T, Grass J, et al. Nonpasteurized dairy products, disease outbreaks, and state laws -- United States, 1993-2006. Emerg Infect Dis. 2012; 18(3): 385-91; ), the authors report on 121 foodborne outbreaks (with 4413 cases of reported illness) caused by contaminated dairy products, and 73 (60%) were involved with unpasteurized dairy products; 65 (54%) involved cheese (42% made from unpasteurized milk) and 56 (46%) involved fluid milk (82% involved unpasteurized milk). In these outbreaks, _Campylobacter_ spp were responsible for 54% of the outbreaks, followed by _Salmonella_ spp (22%), enterohemorrhagic _E. coli_ (13%), _Brucella_ spp (4%), _Listeria_ (4%), and _Shigella_ spp (3%).

Clearly, pasteurized milk can also transmit disease, and 48 outbreaks were reported. The source of contamination was reported in only 7 (14%), of which at least 4 resulted from post-pasteurization contamination by an infected food handler.

Health officials are investigating a local _Escherichia coli_ outbreak potentially tied to 4 Seattle-area restaurants that is separate from a national outbreak linked to romaine lettuce from Salinas, California. At least 7 people have been infected in the local outbreak, and 6 of them reported eating raw vegetables or leafy greens at 4 different Evergreens restaurants in King County.

All 7 of the victims were affected by the same strain of _E. coli_, which is different from the strain in the national outbreak. One ill person was hospitalized locally, and all have since recovered. The 4 Evergreen restaurants where the victims ate all have excellent food safety ratings, and health officials say it's possible that the local outbreak could be the result of a contaminated product delivered to and served at Evergreens.

"We are still investigating and do not yet have conclusive results about what caused the outbreak," said Public Health Seattle-King County in a prepared statement.

Illness onsets occurred between 10-15 Nov 2019. Meal dates were between 5-11 Nov 2019. _E. coli_ symptoms include bloody diarrhea, stomach cramps, and nausea. An investigation determined that all 4 Evergreens restaurants practise proper sanitizing practices to help prevent the spread of _E. coli_. Evergreens restaurants also discarded all romaine lettuce products from their stores, including romaine on the line and in coolers.

The public health department is working with the state Department of Agriculture and US Department of Agriculture on tracing back the distributors and sources for ingredients the ill people consumed in their meals.

Illnesses started on dates ranging from 24 Sep 2019 to 14 Nov 2019. Ill people range in age from 3 to 89 years, with a median age of 25. 67 per cent of ill people are female. Of 50 ill people with information available, 39 hospitalizations have been reported, including 6 people who developed hemolytic uremic syndrome (HUS), a type of kidney failure. No deaths have been reported.

Investigation of the outbreak

Epidemiologic, laboratory, and traceback evidence indicate that romaine lettuce from the Salinas, California growing region is the likely source of this outbreak. FDA and states continue to trace the source of the romaine lettuce eaten by ill people. Preliminary information indicates that some of the ill people ate lettuce grown in Salinas, California. No common grower, supplier, distributor, or brand of romaine lettuce has been identified.

CDC continues to advise that consumers not eat, and retailers not sell, any romaine lettuce grown in Salinas, California. The investigation is ongoing to determine the source of contamination and whether additional products are linked to illness.

This outbreak is caused by the same strain of _E. coli_ O157:H7 that caused outbreaks linked to leafy greens in 2017 and to romaine lettuce in 2018.

Over the past 5 days, our health care facility in northwest Wisconsin, USA, has seen 3 women hospitalized with _E coli_ O157 infection. All presented with significant abdominal pain without fever and watery diarrhea which in 2 progressed to bloody diarrhea. None of the 3 have manifested any evidence of hemolytic-uremic syndrome. Both of the women seen by the Infectious Diseases service stated that their diet contains a lot of salads.

We would appreciate any reports of upswings in the number of cases of this process in the upper Midwest USA or elsewhere.

A total of 40 people in 16 states have fallen ill due to an _E. coli_ outbreak in romaine lettuce, according to a report from the CDC and US FDA.

The agencies warn consumers, retailers and restaurants not to purchase or sell romaine lettuce harvested in Salinas, California, about 59 miles south of San Jose. The warning includes all types of romaine lettuce, according to a CDC tweet. So far, 28 people were hospitalized, though no deaths were reported, according to the FDA. Wisconsin has had 10 cases, the most reported from the 16 states, the CDC said.

"If romaine lettuce does not have labeling information for its growing area or the source cannot be confirmed, consumers should not eat or use the romaine," said Frank Yiannas, FDA's deputy commissioner for food policy and response. "Restaurants and retailers should not serve or sell romaine lettuce if they cannot confirm it is from outside Salinas."

This outbreak was caused by the same _E. coli_ strain that caused outbreaks in 2017 and 2018, according to Yiannas and the CDC.

"Heading into the Thanksgiving holiday, it is critically important to avoid buying or eating romaine lettuce from the Salinas growing area so you can protect yourself and your family," said Robert Tauxe, CDC's director of the division of foodborne, waterborne and environmental diseases.

This strain is known as the Shiga toxin-producing _E. coli_, which can cause 3-4 days of sickness after swallowing the germ, the CDC says. Most people who swallow this strain experience possible bloody diarrhea, severe stomach cramps and vomiting, the CDC says.

Recovery usually takes about a week, but the CDC says the strain can lead to longer and more severe illness.

Since the initial investigation notice, 23 additional ill people have been reported. As of 21 Nov 2019, a total of 40 people infected with the outbreak strain of _E. coli_ O157:H7 have been reported from 16 states.

Illnesses started on dates ranging from 24 Sep 2019, to 10 Nov 2019. Ill people range in age from 3 to 89 years, with a median age of 22. Six* percent of ill people are female. Of 39 ill people with information available, 28 hospitalizations have been reported, including 5 people who developed hemolytic uremic syndrome (HUS), a type of kidney failure. No deaths have been reported.

Epidemiologic, laboratory, and traceback evidence indicate that romaine lettuce from the Salinas, California growing region is a likely source of this outbreak.

In interviews, ill people answered questions about the foods they ate and other exposures in the week before they became ill. Eight (80%) of 10 people interviewed reported eating romaine lettuce. This percentage is significantly higher than results from a survey of healthy people in which 47% reported eating romaine lettuce in the week before they were interviewed. Ill people in Maryland reported eating Ready Pac Foods Bistro Chicken Caesar Salad. To date, ill people in other states have not reported eating this particular salad, which contained romaine lettuce from the Salinas, California growing region.

As reported on 20 Nov 2019, the Maryland Department of Health external icon identified _E. coli_ O157 in romaine lettuce from an unopened package of Ready Pac Foods Bistro Chicken Caesar Salad collected from a sick person's home in Maryland. Whole genome sequencing has been completed and shows that the _E. coli_ strain in the romaine lettuce is closely related genetically to the _E. coli_ found in sick people in this outbreak. This provides additional evidence that people in this outbreak got sick from eating romaine lettuce.

FDA and states are tracing the source of the romaine lettuce eaten by ill people. Preliminary information indicates that some of the ill people ate lettuce grown in Salinas, California. No common grower, supplier, distributor, or brand of romaine lettuce has been identified.

CDC is advising that consumers not eat, and retailers not sell, any romaine lettuce harvested from Salinas, California until more information is available. The investigation is ongoing to determine the source of contamination and whether additional products are linked to illness.

This outbreak is caused by the same strain of _E. coli_ O157:H7 that caused outbreaks linked to leafy greens in 2017 and to romaine lettuce in 2018.

Nel novembre scorso, all’Università di Durham, nel Nord dell’Inghilterra…

Durham. Nel novembre scorso, all’Università di Durham, nel Nord dell’Inghilterra, si è tenuta una conferenza internazionale nella ricorrenza dell’ottavo centenario dell’incontro di San Francesco con il Sultano.

Alla conferenza, intitolata "L'eredità francescana: dal 13° al 21° secolo”, hanno partecipato quasi 200 persone provenienti da tutto il mondo. Il Center for Catholic Studies dell'Università di Durham ha ospitato questo evento su iniziativa di Fr. James Boner OFMCap, Ministro provinciale dei Frati Cappuccini della Gran Bretagna.

Questa conferenza accademica ha visto la partecipazione di frati e suore francescani della tradizione cattolica e anglicana; inoltre, i laici di varie confessioni cristiane e quelli di fede musulmana si sono incontrati per ascoltare gli oratori che hanno parlato dell'importanza dell'eredità francescana, alla luce della celebrazione di questo storico anniversario.

Tra i relatori principali c'erano, fra gli altri, la prof.ssa Richard Cross, la sig.ra Ilia Delio OSF, la prof.ssa Mary Heimann, il prof. John McCafferty, il Fr. William Short OFM, la prof.ssa Mona Siddiqui, il prof. John V. Tolan, il cardinale Fitzgerald, la dott.ssa Kristen Suenens e Fr. Jason Wells OFM.

La nutrita presenza dei Frati Cappuccini, provenienti da varie parti del mondo, ha evidenziato il forte desiderio dei frati di impegnare seriamente il mondo d’oggi con le ricche risorse contenute nella nostra eredità. C'erano cappuccini provenienti dall’Inghilterra, dall’Irlanda, dagli Stati Uniti e dall’Australia. I frati cappuccini Ed Foley, John Celichowski, sono venuti dalla provincia di St. Joseph negli Stati Uniti per consegnare le loro riflessioni, mentre fra Thomas Piolata e Benjamin Johnson sono venuti dal nostro Collegio Internazionale di Roma per tenere le loro conferenze.

Tra I partecipanti era chiaramente presente lo spirito di Francesco e la sua eredità spirituale lasciata alla Chiesa.

L'importanza attuale di impegnarsi ulteriormente in questa tradizione spirituale e teologica è stata evidenziata in particolare dal desiderio della Durham University, con la sua grande tradizione accademica, di ospitare l'anniversario dell’importante evento dell'incontro di San Francesco con il Sultano.

05 logoL'Istituto Storico dei Cappuccini, è un'istituzione di ricerca scientifica impegnata nell'investigazione storica e nello studio del francescanesimo, in modo particolare della riforma dei Cappuccini (sec. XVI), nelle sue diverse espressioni, approfondendone la dimensione storica, dottrinale, spirituale e iconografica.

Ogni anno sotto la cura dell’Istituto sono pubblicati alcuni libri che riguardano proprio la nostra spiritualità e documentano la nostra storia.

Con i titoli che seguono vogliano incominciare a informare regolarmente ogni anno i nostri confratelli sparsi nel mondo sulle novità pubblicate dall’Istituto.

Gabriele Della BaldaGabriele Della Balda, Una carezza di Dio. Vita del Beato Solanus Casey, cappuccino statunitense (Bibliotheca ascetico-mystica, 15). Roma, Istituto Storico dei Cappuccini, 2019.

Padre Solanus Francis Casey (1870-1957) per quarant'anni svolse l’umile ufficio di portinaio nei conventi in cui visse. Tuttavia fu capace di trasformare tale incarico in un caloroso ministero di accoglienza per tutti i bisognosi. Alla sua porta, i sofferenti trovavano sempre un amorevole padre spirituale pronto ad ascoltare e condividere il peso delle loro afflizioni. Tutti desideravano incontrarlo, perché egli faceva ritrovare la speranza anche nelle situazioni più disperate. Non mancarono perfino numerose guarigioni fisiche e molti, già in vita, lo ricercavano come intercessore. Sempre umile e semplice sacerdote cappuccino, in ogni stagione della sua vita cercò solo la gloria di Dio. Solanus Casey è stato beatificato il 18 novembre 2017 a Detroit. Ora è per l'intera Chiesa un modello di santità feriale ed eroica allo stesso tempo. La sua testimonianza rivela come la grandezza di Dio, operante nei suoi santi, ci sia a fianco ogni giorno.

Sidney Damasio MachadoSidney Damasio Machado, L’“Altissimo” e il “Santissimo”. Studio semantico simbolico di due termini chiave degli “Scritti” di san Francesco d’Assisi (Bibliotheca seraphico-capuccina, 107), Roma 2018.

Personaggio carismatico, evangelizzatore efficace, cantore della bontà del Signore, Francesco di Assisi continua a sedurre uomini e donne di tutto il mondo, superando le barriere cronologiche, culturali, religiose e politiche. Personalità poliedrica, desta meraviglia e ispira molti a intraprendere la strada della riconciliazione con la natura, con gli altri, con Dio e con se stessi. Come spiegare l’attualità e la persistente rilevanza del suo discorso? La domanda richiede risposte diverse, ma tutte orientano verso la potenza di un linguaggio fatto di preghiera, di poesia, di gesti e di simboli. Scrutando l’immaginario di Francesco con rigore metodologico, questo volume evidenzia la simbolica spaziale, presente nel suo discorso, permettendo al lettore di penetrare in qualche modo nell’esperienza mistica di un uomo che si è fatto povero, umile e fraterno, e di mettersi con lui alla presenza del Dio altissimo e santissimo che per noi si è fatto povero e infimo.

Doctor ApostolicusDoctor Apostolicus. San Lorenzo da Brindisi e lo Studio Teologico Laurentianum di Venezia. Atti della giornata di studio a 50 anni dall'Affilazione alla PUA (Venezia, 15 ottobre 2018), a cura di Alessandro Carollo (Varia, 31), Roma 2019.

Sono raccolti in questo volume gli interventi della giornata di studi su san Lorenzo da Brindisi (Venezia, SS.mo Redentore, 15 ottobre 2018), organizzata dallo Studio Teologico Interprovinciale Laurentianum. Tale iniziativa si inserisce nel più ampio quadro delle celebrazioni che i Cappuccini veneti stanno organizzando in occasione dell’Anno laurenziano (21 luglio 2018 - 21 luglio 2019) indetto dal Ministro generale dell’Ordine, fr. Mauro Jöhri, per ricordare i 400 anni dalla morte di san Lorenzo da Brindisi (1559-1619), che assieme a sant’Antonio di Padova e san Bonaventura da Bagnoregio fa parte del gruppo ristrettissimo dei francescani dichiarati “Dottori della Chiesa”. Questo volume viene pubblicato a ridosso del Convegno internazionale sul santo cappuccino che si è tenuto nel convento dei Cappuccini di Venezia nei giorni 17-19 ottobre 2019.

Franciscus Rubeus de ApponianoFranciscus Rubeus de Apponiano, Quaestiones praeambulae et Liber primus Sententiarum ex codice Chig. B.VII.113 Bibliothecae Apostolicae Vaticanae, critice edita a Nazareno Mariani OFM (Varia, 30), Roma 2019.

Francesco Rossi nacque in Appignano (Ascoli Piceno) verso il 1290, fu attivo fino alla metà del Trecento ed è noto anche con il nome di Francesco della Marca. Appartenne all’Ordine dei Frati Minori ed ebbe come maestro il beato Giovanni Duns Scoto. Insegnò come magister all’Università di Parigi e lasciò alcuni scritti di filosofia (Quaestiones super Metaphysicam; Sententia et compilatio super libros Physicorum Aristotelis) e di teologia. Nonostante egli avesse appoggiato il ministro generale Michele da Cesena, scrivendo contro il papa Giovanni XXII la Improbatio contra libellum domini Iohannis (Grotafferrata 1993), e avesse dovuto subire il processo e ritrattare alcune posizioni, fu riabilitato nell’insegnamento. La tradizione scolastica gli attribuì il titolo onorifico di Dottore Succinto.

Francesco da Appignano più di una volta commentò i libri delle Sentenze di Pietro Lombardo: la presente edizione critica ne propone il testo redatto prima del 1328 e trasmesso da uno dei suoi discepoli, frate Guglielmo da Rubiò, prendendo come base il manoscritto B.VII.113 del fondo Chigiano della Biblioteca Apostolica Vaticana.

Primo Corso Internazionale di Formazione per Assistenti OFS-GiFra
È da tempo che il bisogno di una formazione...

È da tempo che il bisogno di una formazione per gli assistenti OFS-GiFra si fa sentire. Diverse iniziative sono state promosse in alcune parti del mondo. Finalmente, per la prima volta, è stato organizzato un corso a livello mondiale.

Questo primo corso internazionale è stato tenuto a Roma dal 10 al 15 novembre 2019 con la partecipazione di 63 frati del Primo Ordine Francescano e del TOR, provenienti da 37 paesi diversi. Tra questi, 22 Frati Cappuccini, rappresentanti di 22 nazioni diverse.

Il corso è stato organizzato dalla Conferenza degli Assistenti Spirituali Generali (CAS), con l’approvazione della Conferenza dei Ministri Generali del Primo Ordine Francescano e del TOR. L’obiettivo principale era quello di stimolare i frati nel servizio affidataci dal Signore e dalla Chiesa, di aggiornare gli assistenti OFS sul nuovo modo di accompagnare i fratelli e le sorelle dell’OFS e della GiFra.

L’iniziativa ha ricevuto la benedizione dei Ministri Generali che l’hanno sponsorizzata al 90%. È stata ben accolta dai Ministri Provinciali nonché dai frati assistenti in tutto il mondo. I partecipanti hanno seguito conferenze su temi quali: la storia, l’identità e la spiritualità dell’OFS, la rilevanza del Carisma Francescano oggi, i documenti ufficiali dell’OFS, l’assistenza spirituale all’OFS-GiFra, l’OFS presenza attiva nella chiesa e nel mondo, promuovere la GiFra, ecc.

Fra Carlos Trovarelli, OFMConv., Ministro Generale, invitato un giorno a presiedere la Messa ha detto ai partecipanti, tra le altre cose, nella sua omelia: “Amate, vivete e diffondete il carisma!”. Fra Amando Trujillo Cano, TOR, Ministro Generale, ha dato una conferenza, e ha presieduto la Messa di chiusura, venerdì 15. Tibor Kauser, OFS, Ministro Generale e Ana Fruk, OFS hanno dato il loro contributo. Il Corso, organizzato in inglese e spagnolo, è stato un momento particolare d’incontro fraterno e di condivisione tra frati del Primo Ordine Francescano e TOR, uniti dal servizio all’OFS e alla GiFra. La formazione dei Frati sull’assistenza all’OFS e alla GiFra dovrebbe continuare a tutti i livelli.

La visita pastorale per l’Ordine Francescano Secolare...

La visita pastorale per l’Ordine Francescano Secolare “è un momento privilegiato di comunione con il Primo Ordine e il TOR” (Costituzioni Generali OFS, Art. 95,1). Questa volta, è toccato al Ministro Generale, Fra Roberto Genuin, OFMCap, effettuare la visita pastorale al Consiglio di Presidenza dell’OFS (28 ottobre – 2 novembre 2019) a nome della Conferenza dei Ministri Generali del Primo Ordine Francescano e TOR. Questa visita avviene 6 anni dopo la precedente, fatta da Michael Higgins, TOR, nel 2012. È stata chiesta dal Ministro Generale dell’OFS, Tibor Kauser, secondo la Regola e le Costituzioni Generali OFS, “per favorire la fedeltà al carisma e la osservanza della Regola e per aver maggiori aiuti nella vita di fraternità” (Regola OFS). Nella prima parte, svoltasi al Collegio Seraphicum, fra Roberto ha ascoltato individualmente i membri della Presidenza, e ha condiviso momenti di lavoro con tutto il Consiglio. Infine, ha dedicato un giorno alla visita del Segretariato CIOFS, in Via Vittorio Putti, 4. Secondo le Costituzioni Generali OFS, la visita è fatta anche a nome della Chiesa e “serve a garantire e promuovere l’osservanza della Regola e delle Costituzioni e la fedeltà al carisma francescano” (Costituzioni Generali OFS, 95.1). Quindi, è un momento particolarmente significativo per l’Ordine Francescano Secolare.

Ohio State Moves Up To No. 6 In Associated Press Top 25 Poll

Ohio State is set for its first top-10 matchup of the season this week.

The Buckeyes moved up from No. 10 to No. 6 in the Associated Press top-25 poll to remain in the top 10 for the third week in a row. The ranking sets up a high-profile road test for them when they head to Chapel Hill, North Carolina, to face the seventh-ranked Tar Heels on Wednesday night.

Due to Michigan's wins against North Carolina, Gonzaga and Iowa State in the past week, the Big Ten now has four teams in the rankings. The Wolverines leapt into the top 25 for the first time this season, appearing at No. 4. Maryland, at No. 3, and No. 11 Michigan State also remain remain in the rankings, representing the conference.

Villanova, which the Buckeyes beat earlier this year, is ranked No. 23. Ohio State also topped Louisville in a closed exhibition before the season began. The Cardinals are ranked No. 2.

Ohio State will face North Carolina on the road Wednesday night and Penn State at home Saturday afternoon this week.

What You Need To Know From The Recent Findings Of 7 Big Climate Reports

The world is rapidly accelerating toward climate catastrophe, our financial institutions have their foot on the gas and pinning our hopes on Chinese leadership to desperately wrench the steering wheel away from the guardrail looks increasingly foolish.

But, hey! At least a growing percentage of Americans recognize that the federal government should do more about climate change. 

Those are just a few findings contained in seven reports published in the past week examining the climate emergency ahead of next week’s United Nations summit in Madrid.

 The 25th Conference of the Parties was intended to be a forum for countries to up the ante from the 2015 Paris Agreement. They were supposed to come with new, more ambitious pledges to meet the targets and build on the momentum of the four years since the agreement was reached. Instead, the reports out since Nov. 20 illustrate the extent to which the world’s most powerful institutions are still engaged in a game of lethal procrastination that threatens to speed up global ecological collapse and sow chaos throughout human civilization in the decades to come. 

Here’s a quick breakdown of what the reports found: 

1. Global temperatures are on pace to rise as much as 3.2 degrees Celsius by the end of the century ― more than double what scientists project to be a safe range that remotely resembles our world today. 

That came from the United Nations’ latest grim assessment of the so-called emissions gap between the amount of planet-heating gases countries agreed to cut and where the current projections are headed. The Paris Agreement aimed to cap average temperatures at 2 degrees Celsius above pre-industrial levels; a U.N. report last year determined that the pact’s more ambitious goal of 1.5 degrees Celsius of warming would likely cost hundreds of millions of lives and about $54 trillion in today’s dollars. Global temperatures are already a little over 1 degree Celsius compared with the period before the advent of industrial fossil-fuel use.

To keep warming within 1.5 degrees (about 2.7 degrees Fahrenheit), the world will need to cut emission 7.6% every year from 2020 to 2030, the report published Monday found. 

“The summary findings are bleak,” the assessment stated. 

2. The top 10 fossil-fuel-producing countries are on track to extract 120% more oil, gas and coal than would be consistent with 1.5 degrees of warming.

There isn’t just an emissions gap. There’s a production gap, too. That’s what this first-of-its-kind analysis by scientists at six organizations, including the United Nations Environment Programme, found last week. Projections to extract new fossil fuel reserves in China, the United States, Russia, India, Australia, Indonesia, Canada, Germany, Norway and the United Kingdom exceed the limits to keep warming within 2 degrees Celsius by 50%. That figure surges to 120% when modeled for 1.5 degrees Celsius. 

3. The world’s biggest asset managers remain heavily invested in climate-polluting industries ― and do little if anything to convince those companies to change. 

That’s the finding of a sweeping survey by the British think tank InfluenceMap of the 15 largest asset managers that control a combined $37 trillion. Only three big firms ― UBS Asset Management, Allianz and Legal & General ― “strongly and consistently engage with the companies they invest in to align their business models with Paris targets.” The report found $8.2 trillion invested in four top-polluting industries: oil and gas, coal mining, automobiles and electric power.

“Forceful engagement with the companies in these sectors to hasten their transition to low carbon technologies must occur if the finance sector wishes to align its portfolios with climate goals,” the report stated. “The majority of companies in these sectors are very far from aligning their business models to meet the goals of Paris.”

4. The insurance industry looks stunningly unprepared for the “extremely high” risks of climate change. 

A third of the regulators surveyed did not know how prepared insurers were to respond to potential effects of climate change on their financial stability.

So say insurance regulators in a survey released Monday by the professional services giant Deloitte. As the costs of extreme weather have soared over the past decade, with the number of disasters causing $1 billion or more spiking dramatically since 2010, the 27 regulators surveyed from the National Association of Insurance Commissioners painted a picture of an industry stumbling largely in the dark. One-third of regulators said they did not know how well insurers are prepared to deal with the effects of climate-linked financial instability. Among those who said they were prepared, no more than four respondents in the weighted survey said insurers were “largely or fully prepared.” 

Similarly, one-third of regulators said they did not know whether current insurer risk models were up to the task of capturing and testing climate-related risks. Among those who knew, only two said the models were “very good” and none rated them as excellent.

5. New investments in wind, solar and other renewable energy projects dropped sharply in the developing world last year. Coal, meanwhile, hit a record high.

From 2017 to 2018, investments in new clean-energy infrastructure in 104 emerging markets fell from $169 billion to $133 billion, according to a report published Monday by the research firm Bloomberg New Energy Finance. China ― the world’s No. 1 emitter of greenhouse gases ― led the decline, investing $86 billion in renewable energy projects in 2018 compared with $122 billion in 2017. 

Coal surged. The volume of coal-fired power generated and consumed in developing countries climbed to 6,900 terawatt-hours in 2018, up from 6,400 in 2017. 

6. China is building more new coal plants than exist in all of the European Union. 

From January 2018 to June 2019, countries outside of China decreased their total coal power capacity by 8.1 gigawatts, while China increased its coal capacity by 42.9 gigawatts.

In 2017, China earned worldwide acclaim for canceling plans to build 103 new coal plants. It was a convenient political narrative that drew a stark contrast with the United States, where newly inaugurated President Donald Trump was preparing to withdraw the world’s second-largest greenhouse gas emitter from the Paris climate pact. 

But a Global Energy Monitor report published Nov. 20 found that China has close to 147.7 gigawatts of coal power capacity under construction or likely to be resumed after being suspended. That nearly amounts to the European Union’s entire 150 gigawatts of coal capacity.

7. The vast majority of Americans want the federal government to do more to curb climate change and protect the environment. 

New polling from Pew Research Center found majorities of U.S. adults think the federal government is doing too little to curb climate change.

The numbers released Monday by the Pew Research Center illustrate why the issues are taking on such a big role in this election cycle. At 67%, the vast majority of American adults said “the federal government is doing too little to reduce the effects of global climate change.” Another 67% said the same of protecting air quality, and 68% said officials in Washington should do more to “protect water quality of lakes, rivers, and streams.” 

Yet the climate question broke down along partisan lines. Among Democrats and voters who lean Democratic, 90% said the federal government needed to do more to curb the climate crisis. Among Republicans and those who lean Republican, that figure fell to 39%.
