Fantasy Football Captain Picks Gameweek 14 Welcome to Fantasy Football Captain Picks Gameweek 14. Buckle up folks as we’re going for a hell of a ride. Between this next deadline (November 30) and January 2, 2020 we are having 7 gameweeks spread over 34 days, 19 of which will have at least one Premier League game and FPL points to be accrued. In general footy terms it’s even busier with one more Champions League / Europa League gameweek (that’s without counting this mid week’s one) and the Milk Cup quarter finals. Only Liverpool will have a break from this with a trip to Qatar in mid-December for sun and cocktails. And two games in two days on different continents! And where does that leave us in FPL terms? Well, put simply, with so many games in such a short period we just know there will be rotation, so nailing our captain is what will make or break many a gameweek from here to the end of the year. Unlike this past gameweek, GW14 shows a plethora of great captain options. Let’s see what’s on the menu. 1. Jamie Vardy There’s only one statistic that you need to research when assessing this guy: goals scored. If he’s scoring them, he’s a good pick, regardless of whatever other stats you may find. If not, stay away. Well, guess what, this season he already has 12 in 13 gameweeks, 7 of which came in his last 5. So, he’s definitely scoring. If you need convincing, he’s on 4 assists already too which is half his career best of 8 (if you discount the odd season that was 2015-16 in which he had more assists (12) than goals). He has 5 double digit scores, a league high. He’s averaging 10 points per game in his last 6. Need I go on? The haters out there will tell you that on the other hand he has blanked in 4 of his 5 games versus last season’s top 6. Well, guess what? He’s not playing a top 6 side this gameweek. Leicester, currently on a club record of 8 wins in their first 12 matches, host Everton here and unless they sack Marco Silva between now and then I sense that the Mourinho-wanabee will be looking for a job come Monday. We all have the impression that they are getting Shouthamptoned here… so do yourself a favour, don’t be a hipster, stop reading this article and give this man the armband. 2. Alli/Son/Kane Why are you still reading this? Go back to the last paragraph and stay there. No? You really, really, really need to go a different route? Ok, I don’t know what kind of game you are playing but if you really want to challenge the logic you could do worse than one of these boys. Spurs did very well on Mourinho’s debut and given the morale boost that he’s known for when he starts coaching a team you have to think that they’ll replicate in the next games what they did to West Ham in the first 50’’ minutes. Fixtures are a bit of a mixed bag with games versus ex-Mou teams Man Utd and Chelsea in their next five but other than that they should score well. If any, you are likely to have Son already in your team and rightly so as the South Korean has two goals and three assists in his last four games. Alli doesn’t really have great stats to highlight here but he has been injured most of the time this season. Still, he has two goals and one assist since coming back to life in gameweek 9 and if you take out the Liverpool and the Sheffield Utd – who were joint best for goals conceded at the time – games in that patch he has delivered in all matches since then. He has received praise from the new manager who said “he’s too good not to be one of the best players in the world” and you can see him playing in advanced rolls from here on end. He may take a while to recover some of his explosiveness and double-digit hauls kind of performances but, if Son is out of reach, Alli, who is 1.3 cheaper at the time of writing, could be the answer. The same could be said about Kane in terms of not having the greatest stats out there but also in being possibly near a few hauls. He’ll definitely not be passing or receiving balls in the middle of the park as we’ve seen this season. Mourinho plays with a lone striker and that’s not about to change as we’ve just witnessed versus West Ham and when Harry is given play time in the area, he tends to do what he does best, which is score goals. He seems to be having a bad season – and he is, by his standards – but the truth is he has 7 goals in 13 matches. Not setting the world alight of course, but perhaps in time to challenge for the golden boot? With big hitters such as Salah, Sterling and Aguero injured or out of form this could be the time to jump on him and ride the new manager boost wave while it lasts. 3. Sadio Mane Salah, Sterling and Aguero may be out of sorts but not our man Sadio Mane. He’s taken the responsibility and has responded to Salah’s absence/bump in form, with four crucial goals and three assists in his last 6 games, including a last gasp winner at Villa showing a man in form but, most importantly, a man on a mission to not let down the Liverpool supporters. And he has done extremely well in my opinion. There’s no reason for that not to continue this gameweek with Brighton, the third bottom team for away goals conceded, coming to town. 4. Abraham, Pulisic Finally, the players from the team playing against West Ham. Pellegrini’s men have only one away victory and that was back in August when no one was yet looking. And it was against Watford, when no one was yet looking. They haven’t been able to keep a clean sheet since gameweek 6 and that was against Utd, a team they seem to enjoy performing well against. But that’s not the most worryingly stat. It’s that they have been shipping goals for fun since Fabianski got injured in GW 7 with an average of 2.3 goals conceded which turns into 3 (!) if we look just at the last 3 games. Now, I know Roberto is rubbish and should never be near a football field let alone be playing in goal for a professional team. But the fact is that despite his antics and awful defending he has 31 saves in 6 full games which is the best in the league in such period. That suggests that the team as a whole has lost something bigger than just their best keeper. Old Manuel may be joining Marco in the morning… Which leads us to Tammy Abraham and Pulisic. The former impressed early in the season with 7 goals between gameweeks 3 and 5 and then failed miserably with only 1 in the following 5 gameweeks. Gameweeks 11 and 12 saw him amass 20 pts and he then blanked at City, which is bearable, so expect Tammy to score. Before the City game, in which he blanked, Pulisic had started a total of six games and returned something in all of them, scoring five and assisting two in the process including a famous hat-trick away at Burnley. That’s very impressive, even more so coming from someone playing as a winger and one who seemed a bit out of favour at the beginning of the season. Callum Hudson-Odoi is a great talent and one that will surely tell a few tails this season but he’s now injured and with the American’s form it’s his place to lose so expect him to start more often than not and most importantly expect him to score. While he’s not a goal machine he is a man in form facing a team in shambles. 5. The best of the rest: Man Utd assets We’ve been here before. It has hurt. It also has paid off a few times. Rashford is averaging 6.8 PPG in his last six whereas Martial is on 5.0 in his last four. His numbers are slightly better at Old Trafford and Aston Villa are the visitors this time round. Their next two are tough so if you have them and want to have a go please read section one … errh I mean then by all means go ahead; just don’t go buying them for now. CRA keeps pace with global trends of the frequency allocation at WRC-19


The Communications Regulatory Authority (CRA) participated as part of a Qatari delegation, in the World Radiocommunication Conference 2019 (WRC-19), which was held in Sharm El-Sheikh, Egypt from October 28 - November 22, 2019. This conference is one of the most important conferences on the International Telecommunication Union (ITU) calendar.

The agenda of the conference considered several important items, which have been included based on the proposals that were submitted by the administrations, the results of WRC-15, the report of the Conference Preparatory Meeting (CPM) and what needs to be taken into consideration for the existing and future services. The CRA has submitted a number of contributions to the conference that are related to several topics of interest to Qatar, where the CRA contributed with 29 documents as part of the Arab Regional Group, in addition to 8 separate documents submitted on behalf of Qatar related to some vital services of interest to Qatar.

The CRA's contributions were welcomed by a large number of European and American administrations, especially that the contributions were in line with the global trends of frequency allocation that support number of modern technologiesand applications and contribute to the digital transformation and achieving one of the Sustainable Development goals; industry, innovation and infrastructure. The topics that were supported by the CRA during the conference included, identification of frequency bands for the future development of international mobile telecommunications (5G technology), including the possibility of allocating additional frequencies to the mobile service on a primary basis, High-altitude platform stations (HAPS), and issues related to Wireless Access Systems (WAS) including Radio Local Area Networks (RLANs).

The CRA also supported the use of certain frequency bands of earth stations on mobile platforms communicating with geostationary space stations in the fixed-satellite service, topics related to the meteorological-satellite service and the Earth exploration-satellite service, as well as supporting the consideration of spectrum requirements for tracking, controlling and telemetry in the space operations service for non-geostationary satellites with short duration missions.

The CRA also supported global trends towards considering the spectrum requirements and regulatory provisions related to the introduction and use of the Global Aeronautical Distress and Safety System (GADSS), and to take appropriate actions to facilitate global or regional harmonized frequency bands to support railway radiocommunication systems between train and trackside (RSTT) within existing mobile service allocations, in addition to considering possible global or regional harmonized frequency bands, to the maximum extent possible, for the implementation of evolving Intelligent Transport Systems (ITS) under existing mobile-service allocations.

“The CRA participation in WRC-19 was extraordinary, and the CRA contributions were welcomed by many administrations, especially that CRA’s contributions all in all were converged with the global trends on many sensitive topics that were considered in the Conference. The CRA in coordination with a number of administrations has been able to fulfil the objectives that it has looking for to achieve in the Conference. All ITU Member States rely on WRC outputs to develop their National Frequency Plans in their respective countries for the coming three to four years till the next Conference,” said His Excellency Mohammed Ali Al-Mannai, President of CRA.

“The Conference has accomplished several achievements on a global level, which are important pillars that support and develop the telecommunications sector of Qatar and encourages introducing advanced and innovative technologies to meet the needs of people of Qatar. The WRC-19 resolutions included the identification of 17.5 GHz bandwidth for the deployment of 5G technology on several mobile frequency bands and 2 GHz bandwidth to be used by international airlines to provide broadband services to passengers while travelling. Also, the resolutions included the identifications of appropriate frequency bands for Nano-Satellite that contribute to academic fields and scientific research. In addition to the issuance of a resolution that provides adequate frequency bands for HAPS, which supports broadband applications that allow for faster commercial deployment of these systems at a reasonable economic cost,” he added.

It is worth to mention that the general scope of the WRC agenda is set five to six years in advance, while the ITU council set the final agenda two years before the Conference, with the concurrence of a majority of the Member States. Under the provisions of the ITU Constitution, the Conference may revise the Radio Regulations (RR), the International Treaty Governing the use of Radio-Frequency spectrum, the geostationary-satellite and non-geostationary-satellite orbits and any associated plan that is related to allocating and assigning frequencies and addressing any global issue related to radiocommunications; Radio and Radiocommunication Bureau and review their activities.



Three Qatari students to represent nation in Huawei ICT Competition regional final


Huawei, a leading global provider of information and communications technology (ICT) infrastructure and smart devices, has announced the winners of the Qatar edition of the Huawei Middle East ICT Competition 2019, held recently in collaboration with the Ministry ofEducation and Higher Education.

The longstanding competition, which falls under Huawei’s strategy to develop the global ICT talent ecosystem, aims to nurture local talent in the ICT field with a vision to bring digital to every person, home and organization for a fully-connected and intelligent world.

This year’s winning team, comprising three students and their professor, was chosen from a field of 253 finalists, who competed following the preliminary round involving entries from 4 universities. This year’s finalists from Qatar represent Qatar University and Community College of Qatar. In addition to competing against other winners from the Middle East, the regional winners will be invited back to China to take part in a competition with global Huawei ICT Competition winners.

The competition promotes innovation and creativity while serving as a bridge between the classroom and the workplace. By nurturing university students’ talent in Qatar, it also contributes to increasing national ICT competitiveness while supporting Qatar National Vision 2030. Having already received certificates and prizes as Qatar’snational winners, the local teams havenowearned a trip to China this November, where they will compete with their fellow finalists from around the Middle Eastregion to win the ICT Competition’s grand prize – US$30,000.

Their visit will include the once-in-a-lifetime chance to work amongst some of the world’s most renowned technology pioneers in Huawei’s facilities. Participants will conduct field experiments at Huawei's specialized labs and research centers in its headquarters in Shenzhen, helping equip students with the tools needed to tackle complex challenges in areas such as cloud computing, IoT, and network security. The technical program will be complemented by anumber of cultural experiences and knowledge-exchangeopportunities while in China.

In addition, students and their mentors will have the opportunity to meet their country’s ambassador to China during the Huawei-organized Ambassadors Summit Discussions event. This will provide the participants with the chance to discuss with respected leaders and cultural envoys their future ambitions and anticipations for their national ICT sector.

Eritrea accuses Qatar of ‘subversion’


As it will be recalled, the GOE had issued several statements in the past that elucidated Qatar’s deplorable schemes of subversion using the Sudan as a springboard. In this particular year in which the prospects of using the Sudan as a suitable venue for launching terrorist activities has become increasingly slimmer, the desperation of Qatar, its sponsors and minions has accordingly become higher.

In the event, the 10-point scheme of subversion that Qatar has mapped out consists of: (the scheme also includes fueling ethnic clashes in Port Sudan)*

1. To regroup Eritrean opposition political leaders; unify their associations and extend requisite support to the latter;

2. To give special focus to Eritrean youth; unify their associations and incite them to engage in acts of rebellion against the Eritrean government;

3. To instill religious extremism on Eritrean Islamist opposition elements and thereby induce an uprising of Eritrean Muslims against their compatriots;

4. To sow the seeds of ethnic cleavage and hatred among the Eritrean people;

5. To launch efforts to induce protests and demonstrations in Eritrean cities against the Government;

6. To give military training (in the Sudan) to “Muslim Brotherhood” opposition elements in the planting of landmines, ambushes and assassination of prominent government officials; to facilitate their infiltration into Eritrea to conduct these operations;

7. To assassinate influential Eritrean leaders;

8. To conduct acts of economic sabotage in Eritrea;

9. To intensify hostile propaganda;

10. To publicize human rights violations in Eritrea in international organizations and foreign countries; to disseminate documents and videos to that effect.

The above constitutes, in brief and skeletal form, Qatar’s nefarious, even if inconsequential, agenda.

Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis represented the Prime Minister at the 8th Arab-Hellenic Economic Forum, which took place on Wednesday, 28 November 2019. Referring to the Arab-Hellenic Chamber of Commerce, which turns 40 this year, Mr. Varvitsiotis stressed that “it remains a milestone in Arab-Greek cooperation” that has significant mutual benefits for all business sectors. In this context, he said, we are super-charging economic cooperation with the Arab world, emphasising the favourable environment the new government’s policy is creating to attract investments. A relationship that respects the values, traditions and unique characteristics of each side, contributing towards a future of cooperation and understanding”. Mr. Varvitsiotis also referred to the challenges in the Southeastern Mediterranean, where Greece has proven itself to be a pillar of stability, security and development, dealing responsibly and calmly with escalating provocations. It continues to act in accordance with International Law and the Law of the Sea, unlike its restless neighbour, whose actions are disruptive in the region, he underscored. In the same context, and jointly with Cyprus, Greece has developed trilateral cooperation mechanisms with partners in the Eastern Mediterranean, such as Egypt, Lebanon, Jordan, Palestine and, recently, the United Arab Emirates. He called these cooperation mechanisms very successful, as they are an innovative way to systematically promote political and economic cooperation throughout the region.Finally, Mr. Varvitsiotis thanked Qatar for its support of the Mati wildfire victims.

Авторитарное упорядочивание, которое характеризует отношения между политическим и военным эшелонами власти турецкого государства со времени неудавшегося переворота 2016 года, теперь оказывает влияние и на процесс выработки национальной оборонно-промышленной политики. Как следствие, близкие к Эрдогану бизнесмены, – группа, которую я называю «вся президентская рать», – стараются наперегонки урвать свой кусок пирога. И все же пока вряд ли можно говорить о том, что окружение Эрдогана взяло под свой полный контроль капитал оборонной промышленности и процесс принятия политических решений.

Оборонная промышленность Турции состоит главным образом из трех секторов, каждый из которых конкурирует за большую долю рынка и стремится к монопольному доминированию в своей отрасли как на внутреннем, так и на внешнем рынках.

Первый сектор – это контролируемый военными Фонд турецких вооруженных сил (Türk Silahlı Kuvvetlerini Güçlendirme Vakfı'nın, TSKGV). Заместитель генерального директора фонда отставной генерал Садык Пияде (Sadık Piyade) в своем сентябрьском (текущего года) интервью заявил, что в структуре продаж оборонной промышленности Турции на долю фонда приходится около 40% всех поставок на внутреннем рынке (около 2,3 млрд долл. США) и 38% на экспорт (около 840 млн долл. США). Кроме того, компании фонда играют ключевую роль в оборонных исследованиях и разработках, занимая 62% этого сегмента рынка.

В декабре 2017 года Эрдоган издал указ о передаче Фонд турецких вооруженных сил (TSKGV) под свое покровительство. Однако с той поры Эрдогану так и не удалось установить полный контроль над организацией, которая по-прежнему остается главным образом под влиянием отставных генералов. Среди них компании Nurol Defense Industry (входит в состав холдинга Nurol), Turkish Aerospace Industries (TAI, является еще одной компанией, подконтрольной Фонду турецких вооруженных сил), MİKES (72% капитала принадлежат фирме ASELSAN) и Otokar (входит в холдинг Koç).

BMC является ведущим производителем автобусов, грузовиков, железнодорожного подвижного состава, защищенных автомобилей Kirpi и бронеавтомобилей с усиленной противоминной защитой (MRAP) Amazon. Амбициозное совместное предприятие стремится к монопольному в турецкой промышленности положению в области производства дизельных двигателей для наземных транспортных средств и реактивных двигателей для летательных аппаратов. Этем Санджак владеет 25% акций предприятия, семья Озтюрк – 25,1%, а остальные 49,9% принадлежат военно-промышленному комитету вооруженных сил Катара (Qatar Armed Forces Industry Committee).

В 2018 году BMC стала первой турецкой частной оборонно-промышленной компанией, вошедшей в рэнкинг Top 100 List американского издания Defense News, заняв в нем 85-ю позицию с выручкой от продажи продукции военного назначения в сумме 554,18 млн долл. США.

В начале 2019 года Эрдоган предложил BMC щедрые стимулы, как то: возможность арендовать крупнейший в Турции танкоремонтный завод в провинции Сакарья (Sakarya) для организации производства отечественного основного танка Altay в рамках 25-летнего контракта с оплатой всего 50 млн долл. США. В Турции до сего дня не утихают споры вокруг этой неоднозначно трактуемой сделки, и ведущая оппозиционная партия критикует ее на общенациональных митингах в связи с непрозрачностью и неподотчетностью. Трудовой коллектив завода также организовал ряд акций протеста, направленных против этого решения.

Несмотря на продолжающуюся в обществ дискуссию, турецкие военные уже озвучили свои планы по закупке в предстоящие два десятилетия 1 тыс. танков Altay; Катар планирует приобрести еще 100 машин.

Сделка с Катаром знаменует собой первую экспортную поставку танка турецкой разработки и производства, при том сам Катар вряд ли нуждается в сотне боевых бронированных машин подобного класса с учетом его геостратегического местоположения и единственной сухопутной границы с Саудовской Аравией протяженностью около 40 миль (свыше 64 км). Тем не менее, столь масштабная сделка в области оборонной промышленности способствует укреплению двусторонних связей Катара и Турции, гарантирует стране и в будущем военно-политический щит Турции в противостоянии возглавляемому саудитами региональному блоку государств и блокаде со стороны Саудовской Аравии, а также способствует диверсификации Дохой своих источников поставок вооружения и военной техники.

BMC учредила совместное предприятие с катарским холдингом Barzan по производству силовой установки и трансмиссии для танка Altay. Сотрудничество может стать проблемным, если компания не выполнит взятое ей на себя обязательство разработать 100-процентно отечественную силовую установку для указанного танка.

Еще одно совместное предприятие было образовано в апреле 2017 года компанией Savunma Sanayi Teknolojileri A.S. Diezani’s Dominican Republic diplomatic passport protecting her from prosecution


Towards the end of former President Goodluck Jonathan’s administration, former Minister of Petroleum Resources, Mrs Diezani Alison-Madueke, was appointed Commissioner for Trade and Investment by Prime Minister Roosevelt Skerrit of the Commonwealth of Dominica and was handed a diplomatic passport.

This, perhaps, is why Diezani has been able to evade prosecution despite being in London for over four years.

According to Qatar-based network, Al Jazeera, the former minister may have purchased a $2.2m choice property near the United Nations in upscale Manhattan, New York, for the Dominican Prime Minister in order to obtain the passport.

In a documentary titled, ‘Diplomats for sale’, Al Jazeera reveals how politically exposed persons, including leaders of international drug cartels, purchase diplomatic passports from Caribbean countries for a fee which ranges between $250,000 and $2m depending on the personality involved.

The bribe is usually paid to the leader of that country who then appoints the buyer as an ambassador or a diplomat. The buyer is subsequently issued with a diplomatic passport which gives him or her immunity from prosecution based on the Vienna Convention of 1961.

According to the news agency, shortly before Diezani left office, there were already reports that she had allegedly stolen billions of dollars.

Worried that the incoming President Muhammadu Buhari’s administration might probe her, the former minister allegedly fled to London and obtained a diplomatic passport from the Prime Minister of Dominican Republic himself.

The report stated, “In London, she (Diezani) is personally handed a Dominican diplomatic passport by Prime Minister Skerrit; a passport which could shield her from criminal charges. We found documents showing a few days later that a shell company is formed in Delaware, an American state where laws mean the true owners of a company are kept secret.

“Four months later, that shell company buys a New York apartment for $2.2m with no mortgage. Property records confirm that the prime minister’s wife, Melissa, was a resident. Photos placed the Skerrit family there. Both Diezani and Skerrit deny any links to the company that bought the apartment.

“Skerrit said the family resided there due to a kind gesture by an unnamed friend of his wife. He strongly denies any wrongdoing and says he didn’t demand or receive any money from Madueke.”

The 53-minute documentary also shows how countries like St. Lucia, Antigua and Grenada all in the Caribbean carry out such “diplomatic passport for cash” scam.

The Economic and Financial Crimes Commission had in March lamented the slow pace at which the United Kingdom was handling Diezani’s case.

The EFCC in a statement said it was baffling that after four years, Diezani had still not had her day in court.

The statement read in part, “We are intent on bringing Diezani to justice and despite the spirited efforts of the commission in ensuring that she returns to Nigeria and face trial, she has been held back in the UK by an investigation that has spanned almost four years without any signal about when she will be available in Nigeria for prosecution.

“The EFCC has been frustrated over Diezani, a development that prompted it to seek her extradition to Nigeria, so that she can have her day in court.”

The former minister is alleged to have diverted billions of dollars and purchased choice properties in several parts of the world.

Diezani’s cash and properties as well as those linked to her, worth over $250m, including jewellery, have been forfeited permanently to the Federal Government by an order of court.

Qatar Airways Cargo announces massive expansion in South America in 2020 with four new destinations


Qatar Airways Cargo, one of the leading air cargo carriers is excited to announce major expansion of services in South America.  Scheduled services to Campinas, Brazil (VCP), Santiago, Chile (SCL), Lima, Peru (LIM) and Bogotá, Colombia (BOG) will join the airline’s global freighter network on 16 January 2020 and will be serviced by a Boeing 777 freighter.

The twice-weekly flights to Bogotá from Doha will operate via Luxembourg and Miami, while the service from Bogotá to Doha will operate via Liège, offering 200 tonnes on each leg. The twice-weekly flights to Campinas from Doha will operate via Luxembourg with the service from Campinas to Doha, operating via Santiago, Lima, Dallas and Luxembourg, also offering 200 tonnes on each leg. These new destinations will commence close on the heels of the recent arrival of the airline’s twenty-first brand new Boeing 777 freighter on 25 November 2019. The new freighter increased the airline’s freighter fleet to 28 aircraft. Qatar Airways Cargo also has an order for five additional Boeing 777 freighters, placed at the Paris Air Show 2019, with deliveries starting from April 2020 onwards.

QIB awarded best straight-through-processing in payments by Citibank


Qatar Islamic Bank (QIB) has been conferred the prestigious annual straight-through-processing (STP) Excellence Award presented by Citi Qatar for outstanding performance in Straight Through Processing (STP) and delivery of commercial and financial payments in USD. The Award was handed over at a meeting held at QIB Head Office, attended by senior officials from QIB and Citibank.

The award recognizes QIB’s state-of-the-art in-house funds transfer architecture and reflects the Bank’s consistent high SWIFT payment standards which facilitate automated processing resulting in beneficiary account credits in the fastest time.

The STP award recognizes quality in the field of payment transactions, reflecting the degree of full automation. Qatar Museums inaugurates Where Cultures Meet: A Photographic Encounter Between Qatar and India exhibition


Qatar Museums (QM) hosted the opening ceremony of “Where Cultures Meet: A Photographic Encounter Between Qatar and India” as part of its annual Year of Culture programme. The exhibition opened at Katara Cultural Village and will be on show until the 31st of December in Gallery 18.

As part of Qatar-India 2019, two Qatari photographers – Hamad Al Shamari and Aisha Al Sadah – travelled to the Himalayan Region of Ladakh, India for two weeks. The aim was to create an inspiring portfolio that will help foster mutual understanding and cultural relations between the two countries. Alongside it, two Qatar-based Indian photographers – Ajeesh Puthiyadath and Salim Abdulla – were selected as part of an open call to participate in the exhibition.

The exhibition presents common themes like architecture, landscape, portraits and street life both in Ladakh – a remote land tucked in the valleys among barren mountains and where communities known for their tolerant and generous manner live in peace – and in Doha, a bustling metropolis made up of century-old markets and futuristic buildings that line its waterfront. Commenting on the exhibition, Aisha Al Attiya, Head of Years of Culture at QM said: “The annual photography exhibition is an important milestone in the Years of Culture programme. It promotes an appreciation for our similarities with partner countries and celebrates the differences between our two cultures and perspectives. We hope that the trip to Ladakh will continue to inspire Hamad Al Shamari and Aisha Al Sadah for many years to come.”

Under the leadership of its Chairperson Her Excellency Sheikha Al Mayassa bint Hamad bin Khalifa Al Thani, QM developed the “Year of Culture” initiative — an annual international cultural exchange programme designed to deepen understanding between nations and their people. QF students show their pride in Qatar


With Qatar National Day just around the corner, students from universities at Qatar Foundation have come together to celebrate the country’s rich local traditions, values, and culture in a one-day festival at Education City.

EC United takes place every year, and is curated by Qatar Foundation (QF) university students for the wider community. This year, more than 300 people from across the country attended the festival. Ghalya Abdulla, Head of Media of Qatar Students Association (QSA) in Texas A&M University at Qatar (TAMUQ), one of QF’s partner universities, said: “The aim of the event is to manage a Qatar National Day celebration that raises the spirit of unity among the various universities of Education City. “It shows how students, regardless of the university they study at, stand together for Qatar, and demonstrates their appreciation for what the country has given them.”

This year, the main themes of the event – sport and sustainability – were at the heart of the festivities, with a number of engaging activities, workshops, performances, and exhibitions on offer that centered around these topics. HEC Paris in Qatar to run General Management-The Navigator Program Executive Short Program


HEC Paris,  ranked number 3 worldwide in Executive Education by the Financial Times in 2019, will run the ‘General Management – The Navigator Program’ Executive Short Program on December 10 and 11, 2019. This two-day program will give aspiring, current and future managers a solid, hands-on introduction to the challenges and key tasks of general management.

Over 5,000 visitors arrive in Qatar aboard MSC Bellissima


MSC Bellissima arrived at Doha Port on Thursday morning, bringing more than 5,000 visitors on its maiden call to the destination. During the 2019/20 cruise season, two ships from MSC Cruises - MSC Bellissima and MSC Lirica - will make a total of 24 visits to Qatar.

To welcome the ship at Doha Port, officials including H.E Mr. Jassim bin Saif Al Sulaiti, Minister of Transport and Communications, H.E. Mr. Akbar Al Baker, Secretary General of QNTC and GCEO of Qatar Airways, Captain Abdullah Al Khanji, CEO of Mwani Qatar, Eng. Badr Al-Meer, Chief Operating Officer Hamad International Airport, Mr. Pierfrancesco Vago, MSC Executive Chairman, Mrs. Carlotta Colli, Deputy Head of Mission at the Italian Embassy in Qatar, among others, were present. A crest exchange ceremony took place between Qatari Officials and the ship’s captain Giuseppe Maresca, upholding a maritime tradition that celebrates maiden voyages to a new port.

H.E emphasized the important role played by the National Tourism Council, Qatar Ports Company and the relevant authorities to make the tourism season 2019-2020 a success, which will achieve a significant growth in the number of tourists coming to Doha port. MSC Cruises has played a significant role in Qatar’s cruise tourism since December 2016 when MSC Fantasia made its maiden voyage to Qatar. It was the first mega ship to dock at the Doha Port, followed by 27 more calls by ships belonging to MSC Cruises during the 2016/17, 2017/18 and 2018/19 seasons. Featuring 19 decks, 12 international dining venues, an 80-metre-long LED dome and 2,217 cabins and suites equipped with the world’s first digital cruise assistant ‘Zoe’ – MSC Bellissima, launched in March this year, has the capacity of up to 5,686 guests. National creative achievements celebrated at Qatar National Library during December


Qatar National Library celebrates national pride and heritage this month, a chance to discover books, art and other creative achievements that are a source of individual and collective pride for the country. Qatar’s writers and artists will be able to share those achievements on the global stage when the Library hosts the country’s first international literature festival, JLF Doha, with a diverse line up of events featuring prominent international writers and thinkers.

The month’s busy program of events kicks off on 5 December when the Library hosts the launch of Qatari writer Jassim Al Mohannadi's first comic book, Primeval. Al Mohannadi will discuss his experience writing the comic book, including the process of drafting the plot.

“Qatar in My Eyes,” with Ahmed Al Maadeed on 6 December, is an exciting opportunity to meet the Qatari artist behind the iconic painting “Tamim the Glorious.” He will talk about his creative journey. The lecture “Scripts from Qatar’s History” on 15 December will highlight personal letters and signatures from famous Qatari historical figures, which reflect the country’s social and economic life. The lecture will also discuss Mus'haf Al Zubara, one of the oldest examples of calligraphic writing that has been found in Qatar. “My Dream in Qatar” on 17 December will celebrate Qatar National Day by giving young members ages 12 to 18 the chance to inscribe their dreams for their future in Qatar on helium balloons that will be released together outside the Library.

Abeer Al Kuwari, Director of Research and Learning Services at the Library, said: “Creativity is a wonderful channel to express one’s heritage and culture and the pride it instills, and Qatar National Day is a great time for us to celebrate the nation’s rich history. This December, through an exceptional program and an international literature festival, the Library presents countless opportunities for everyone to be inspired by the achievements of our Qatari writers and artists, as well as those from other countries who will join us throughout the month.” “Librarians in Qatar: Historical Effect on Information Literacy” on 26 December is a special event where our nation’s librarians can reflect on their intellectual heritage and the role of libraries on the development of information literacy in Qatar.

Several other themes are also explored throughout the month. From 1 to 2 December, UNESCO and the Library are organizing a regional conference, “Supporting Documentary Heritage Preservation in the Arab Region.” The conference aims to strengthen collaboration between memory institutions and conservation practitioners in the region and to present the findings of the Library and UNESCO survey on documentary heritage in the Arab region. The monthly Philharmonic at the Library concert series returns with Tchaikovsky’s Album for the Young (or Children's Album) on 5 December. The album consists of 24 short pieces composed in 1878; originally for the piano, they will be performed in this concert using Gennady Krutikov's string quintet arrangement.

Dr. James Onley, the Library's Director of Historical Research and Partnerships, tells the fascinating yet mostly forgotten story of Qatar and the British Indian Empire from 1916 to 1947 in a talk on 10 December. His talk will be followed by a guided tour of the “Qatar, India & the Gulf” exhibition at the Library. Not to be missed is the country’s first international literature festival of its kind, JLF Doha, hosted by the Library from 12 to 14 December. In partnership with Teamwork Arts, producer of the iconic annual Jaipur Literature Festival, JLF Doha will recreate the magnificent spirit of this annual literary carnival in Doha, a celebration of literature and the power of dialogue.

Younger readers are never forgotten, and they can look forward to the interactive Children’s Storytelling Workshop with renowned author Musharraf Ali Farooqi on 14 December.

Spy? Or Just Another Democrat?

It appears that Ilhan Omar (D-MN) may be on the payroll of Qatar and providing information to that government--which then ships it to Iran.  Or not.

Congresswoman Ilhan Omar (D-Minnesota-5th) was recruited by a foreign government, received funding from a foreign government, and passed sensitive information through intermediaries to Iran, a Florida court has been told.
The claims came during testimony by Kuwati-born Canadian businessman Alan Bender, who was giving evidence in the trial of Sheikh Khalid bin Hamad al-Thani....
Bender told the Florida District Court that he met with Qatar’s Secretary to the Emir for Security Affairs Mohammad bin Ahmed bin Abdullah al-Masnad and two other senior Qatari officials. 

According to his sworn deposition, the three officials told him: “If it wasn’t for our cash, Ilhan Omar would be just another black Somali refugee in America collecting welfare and serving tables on weekends.”

Or it could be that she's just another America-hating Democrat.

Meantime, the Daily Caller thinks this story is "dubious"

 ...The Daily Caller News Foundation reviewed the deposition and deemed it not credible. It even gets Omar’s job wrong, repeatedly calling her a senator.

But the Jerusalem Post published that a “Florida court has heard” that Omar was a secret foreign agent, and the story rapidly began making the rounds among American conservatives....
Apparently this Bender dude is employed by Saudi Arabia, which shares a bunch of mutual hatred with/against Qatar.  Who stole whose goat back in 855AD or whatever.....

Hempstead, NY Town Supervisor: On Thursday, Democratic incumbent Laura Gillen conceded defeat to Republican Donald Clavin. Gillen had been waiting for absentee and affidavit ballots to be counted from the Nov. 5 election, but they ended up increasing Clavin’s lead from 1,392 votes to 1,650. Gillen’s win two years ago gave Democrats control of Hempstead, a Long Island town with a population of 775,000, for the first time in over a century.

CA-25: Former Trump campaign adviser George Papadopoulos, who filed paperwork with the FEC late last month, kicked off his campaign for California's vacant 25th Congressional District on Monday—on Fox and Friends, of course. Papadopoulos, the son of Greek immigrants, declared his fealty to Donald Trump's racist worldview in announcing he'd pursue "an American First agenda," despite the fact that the district he's seeking to represent has moved sharply away from the GOP in the Trump era.

Aside from his questionable political instincts, Papadopoulous brings some serious baggage with him: He was sentenced to two weeks in prison last year after pleading guilty to lying to federal investigators about his contacts with the Russian government as part of special counsel Robert Mueller's probe. He also does not appear to live in the 25th District, as the address on his FEC forms lists a residence in the 28th District (which is represented by none other than Adam Schiff). In fact, in his Fox appearance, Papadopoulous, who hails from Illinois, said he'd only been living in California for a year and a half.

He'll also be joining two other Republicans in the race who have much deeper ties to the area, former Rep. Steve Knight and Navy veteran Mike Garcia. Two Democrats are also running, Assemblywoman Christy Smith and political commentator Cenk Uygur. All candidates will run together on a single ballot on March 3 (the same day as California's Super Tuesday presidential primary); if no one wins a majority of the vote, a runoff will take place on May 12.

WA-Gov: Conservative activist Tim Eyman said last week that he didn’t currently have a party affiliation for his run for governor, and on Monday, he filed to run as an independent. Eyman is competing in the August top-two primary to take on Democratic Gov. Jay Inslee.

Republicans are hoping to win this office for the first time since the 1980 election, and right now, one of their candidates has considerably more money available than any of his intra-party rivals. Developer Joshua Freed, who is a former mayor of the Seattle suburb of Bothell, raised $115,000 from donors from early September through the end of October and self-funded an additional $500,000, and he ended last month with $533,000 in the bank. Two other Republicans, state Sen. Phil Fortunato and Republic police chief Loren Culp, had $40,000 and $10,000 to spend, respectively.

Inslee, who is seeking a third term, had $821,000 to spend at the end of October.

IN-AG, IN-Gov: While former Evansville Mayor Jonathan Weinzapfel had been mentioned as a possible Democratic candidate for governor earlier this year, he recently told the Evansville Courier & Press that he was considering a 2020 bid for state attorney general instead.

Weinzapfel has often been named as a potential aspirant for higher office, but if he decides to go for it this time, he won’t face any opponents in a primary. Rather unusually, both parties in Indiana select nominees for attorney general at June conventions, and state Sen. Karen Tallian is already competing for the Democratic nod.

The picture for Republicans is also unsettled, though for far different reasons. That’s because the incumbent attorney general, Curtis Hill, is awaiting the outcome of disciplinary hearings that were held last month. In 2018, four women accused Hill of groping them at a party in March of that year, which prompted widespread calls from Hill’s fellow Republicans that he resign—calls he’s refused to heed.

That could change when former state Supreme Court Justice Myra Selby, who presided over Hill’s recent hearing, issues a report to the Indiana Supreme Court that could include a recommendation for his punishment. The court will eventually decide if the incumbent should face sanctions, which could lead to the loss of his law license—and thereby his job.

However, experts tell the Indianapolis Star they don’t think the court will disbar Hill, saying it’s much more likely that it will hand down some form of reprimand. It’s possible, though, that the court could issue a lengthy suspension that would force Hill to leave office since he’d be unable to perform his duties. It’s not clear when the Supreme Court will issue its ruling, though the paper says the process could take until the early spring.

Hill, however, is undeterred—and so are his critics. Earlier this month, Hill said that he’ll seek a second term, while a spokesperson for Republican Gov. Eric Holcomb quickly put out a statement saying, “The governor and lieutenant governor have been clear and consistent from the beginning: Curtis Hill should not be Attorney General of the State of Indiana.” Hill already faces a challenge for the nomination from attorney John Westercamp at the GOP’s convention next year.

FL-03: GOP Rep. Ted Yoho still hasn’t said if he’ll run for a fifth term despite his 2012 promise to only serve eight years, but a new poll says he wouldn’t have any trouble in a primary if he did.

The local firm Meer Research, which was assisted by the national GOP pollster Vox Populi, released a poll finding Yoho taking at least 71% of the vote in hypothetical matchups against 2018 opponent Judson Sapp, businesswoman Amy Pope Wells, and Clay County Commissioner Gavin Rollins. Meer tells us this survey was not done for a client.

Both Pope Wells and Sapp, who lost to Yoho 76-24 last year, are running, while Rollins says he would only consider if Yoho retired. Florida’s filing deadline isn’t until April, so Yoho can keep everyone guessing for a while longer. This North Florida seat, which includes Gainesville and Ocala, backed Donald Trump 56-40.

East Baton Rouge Parish, LA: An effort to form a new city in Baton Rouge's mostly white southeastern suburbs faces an uncertain future after opponents filed a lawsuit earlier this month challenging its creation. The move follows an October election where residents of the proposed city of St. George, which would be the fifth-largest in Louisiana, voted to establish their own municipality by a 54-46 margin.

The suit, led by East Baton Rouge Parish Mayor-President Sharon Weston Broome, charges that St. George’s backers have failed to explain how the new city, which is currently unincorporated and receives services from the parish government, would provide necessary services like sanitation and policing on its own.

It also argues that St. George's incorporation would have a "substantial adverse impact" on the city of Baton Rouge, as well as other unincorporated areas of East Baton Rouge Parish, by necessitating cuts to government operations. Though the initial filing doesn't delve into details, the St. George area is more affluent than Baton Rouge; if it became its own city, it would divert a sizable proportion of current sales tax revenues away from Baton Rouge's own operating budget.

In addition, the suit says the proposed incorporation would violate the parish's governing charter, which specifies, "No additional city, town or village shall be incorporated in East Baton Rouge Parish" beyond the four in existence when the charter was last amended in 2007. Opponents say a parishwide election to again amend the charter would therefore be necessary, though St. George supporters claim the provision in question runs afoul existing state law.

While the lawsuit's opening salvo covers a lot of ground, the issue at the heart of this incorporation drive goes unmentioned. St. George supporters have said their ultimate goal is to create their own school district, which opponents have slammed because it would effectively set up a segregated school system, since St. George's 86,000 residents are overwhelmingly white while Baton Rouge is more than half black. The suit does allude to this backdrop, though: It says that after an earlier effort to incorporate a larger version of St. George failed in 2015, organizers shrunk the city's proposed boundaries and, in so doing, reduced its "minority representation" from 23% to 12%.

For now, the establishment of St. George is on hold: The law under which plaintiffs have brought their challenge specifies that the courts must first sign off before a new municipality can be incorporated. Opponents are also encouraging residents who don't want to become a part of St. George to ask Baton Rouge to annex their property, a step several hundred have already reportedly taken.

TX-17: Three more Republicans have joined the March primary to succeed retiring GOP Rep. Bill Flores over the last few days. On Friday, Elianor Vessali announced that she would resign her seat on the College Station City Council to run here. Vessali was only elected last year, but she’s currently the only candidate in the race who has held local office in this district.

Another new GOP arrival is Todd Kent, who has worked for a number of universities. Kent has a doctorate from the local Texas A&M University, and he went on to serve as an assistant dean for their Qatar campus and recently finished a stint as head of the University of Utah’s Asia Campus. Real estate agent Kristen Alamo Rowin also kicked off her bid for the GOP nod in recent days.

On the Democratic side, Marine veteran David Anthony Jaramillo also joined the contest. Jaramillo served in Iraq and later became attached to the White House Military Office. Jaramillo joins 2018 nominee Rick Kennedy, who lost to Flores 57-41.

This seat, which includes College Station, Waco, and a slice of the Austin suburbs, supported Donald Trump by a wide 56-39 margin, but Republican Sen. Ted Cruz defeated Beto O'Rourke here last year by a narrower 54-45 spread. This district should remain in Republican hands, but it's possible the trends here could give Democrats an opening if they field a strong candidate.

NY-21: GOP Rep. Elise Stefanik said Friday that she’d raised $500,000 in the two hours following her Fox News appearance the previous evening. Her announcement came days after Democrat Tedra Cobb said that her own campaign had raised $1 million during the previous weekend. Cobb also challenged Stefanik last year in this 54-40 Trump seat and lost by a similar 56-42 spread.

Stefanik infuriated progressives and delighted Trump fans nationwide with her antics during an impeachment hearing earlier this month. Stefanik sought to violate House Intelligence Committee rules by asking questions during time reserved for the committee's chair, Democrat Adam Schiff, and its top-ranking Republican, Devin Nunes. She then hopped on Twitter to lie about why she'd been cut off, falsely claiming that Schiff "REFUSES to let duly elected Members of Congress ask questions to the witness, simply because we are Republicans."

CA-22: Republican Rep. Devin Nunes unsurprisingly became the latest Trump sycophant to find himself dragged into the impeachment story when CNN reported on Friday that Lev Parnas, an associate of Rudy Giuliani's, is prepared to tell Congress that that Nunes met with an ousted Ukrainian prosecutor last year in order to dredge up dirt on Joe Biden.

Parnas, along with another associate, Igor Fruman, had been sent to Ukraine late last year by Giuliani to unearth information that might damage Biden, a potential Trump opponent in next year’s elections. One of the people Parnas connected with was Ukraine's former top prosecutor, Viktor Shokin, who was dismissed by the country's parliament early in 2016 after an international pressure campaign to secure his ouster on the grounds that he'd thwarted efforts to fight corruption.

According to his attorney, Parnas says he also set up a meeting between Shokin and Nunes in Vienna last year, shortly after Republicans lost the midterm elections. Parnas’ attorney now says that Shokin told his client that Nunes had specifically sought the same thing Parnas had been looking for: muck that could be used to smear Biden.

Shokin has denied he met with Nunes, but in an appearance on Fox News on Sunday, Nunes refused to answer a direct question about whether such a meeting had taken place. Instead, he predictably called said CNN's reporting "fake news” and threatened to sue the network, as well as the Daily Beast, which published a related story.

Nunes also bizarrely claimed he'd pursue some sort of criminal complaint, saying "it is not okay to work with someone who has been indicted on serious federal crime to build a media narrative and dirty up a member of Congress," and arguing that the very normal reporting these media outlets have engaged in amounts to "likely conspiring to obstruct justice." (It doesn't, but this is the sort of legal analysis we can expect from a guy suing a cow.)

That bit about an indictment, by the way, is reference to the fact that Parnas was arrested last month (while attempting to leave the country with one-way plane ticket) on charges that he'd illegally sought "to funnel foreign money" to U.S. politicians in a bid to gain influence.

But while Parnas may have a newfound desire to cooperate with investigators as a prison sentence looms, Nunes could still face serious trouble. As the Washington Post's Amber Phillips put it, "If these allegations are true, it would mean a powerful member of Congress who is deciding whether to impeach Trump over pressuring Ukraine attempted to help Trump by working to further his political goals in Ukraine." At the very least, he could face an ethics investigation by the House, which one senior Democrat, Washington Rep. Adam Smith, called "quite likely."

Boxing action will pick up right after Thanksgiving and DAZN will have a live card in store on Saturday. Eddie Hearn’s Matchroom Boxing will host a card at the Casino de Monte Carlo Salle Medecin, in Monaco, Monte Carlo. The fight card will feature a pair of undefeated welterweights fighting for a vacant title. In addition, the world’s best female fighter Cecilia Braekhus is back, Hughie Fury returns, and other undefeated prospects will be featured.

The main event will be for the vacant WBA Welterweight title and it will be a battle of the undefeated Russians. Radzhab Butaev (12-0, 9 KO’s) will face off with Alexander Besputin (13-0, 9 KO’s). Radzhab “The Python” Butaev, who now fights out of Brooklyn, New York was an outstanding amateur with a reported record of 453-9. He started as a professional in 2016 and the 25 year old has climbed up the rankings rapidly. Within the last year, he has beaten fighters such as: Ramses Agaton, Lanardo Tyner, and Silverio Ortiz. Butaev has punching power and always looks for the knockout. His opponent, Alexander Besputin was an outstanding amateur as well with a reported record of 300-15. He started professional in 2015 and has been fighting out of Oxnard, California.

Besputin has climbed the rankings quick and has beaten fighters such as: Juan Carlos Abreu, Saul Corral, and Breidis Prescott. The 28 year old southpaw also has power and looks for the knockout. As you can see both fighters are nearly identical which makes for a good pick’em fight. Manny Pacquiao is the “Super” WBA World Welterweight Champion and the two Russians are fighting for the regular WBA Welterweight title. Yes the belt situation does not make any sense. However, we should look at the Butaev vs Besputin fight as an exciting fight between two upcoming stars in the welterweight division.

The co-feature will showcase the return of Cecilia “First Lady” Braekhus, who is considered the world’s best female fighter today. Why is she the best female fighter? Braekhus (35-0, 9 KO’s) of Norway, has been boxing professionally for twelve years and has been a world champion for ten of those years. She won the vacant WBC and WBA World Female Welterweight titles in 2009 by defeating Vinni Skovgaard. Then she won the WBO title in 2010 by defeating Victoria Cisneros. Later on she became the undisputed champion when she added the IBF title in 2014 by defeating Ivana Habazin. To sum it up, she has made 22 defenses of the WBA title, 23 defenses of the WBC title, 20 defenses of the WBO title, and 8 defenses of the IBF title. More than half of her pro fights were championship fights and she is not stopping yet. Braekhus is also considered one of the best technical fighters in women’s boxing. Braekhus has been off almost for a whole year since her last fight on HBO’s final telecast. The 38 year old will be taking on Victoria Noelia Bustos (19-5) of Argentina. Bustos will try to pull the upset but will be at a disadvantage as she is moving up from the super lightweight to the welterweight division. Bustos most recently lost to Katie Taylor last year but bounced back with a win back in December of 2018.
Also on the undercard will be undefeated Chinese heavyweight Zhilei “Big Bang” Zhang (20-0, 16 KO’s). Zhang has a good amateur background and was a silver medalist at the 2008 Beijing Olympic Games in the super heavyweight division. He also competed in the 2012 London Olympic Games. Zhang has been inactive and his last fight was in September of last year. He will be stepping up in competition as he faces late replacement Andriy Rudenko (32-4, 20 KO’s) of Ukraine. Zhang will need to be impressive if he wants to remain a force in the heavyweight division.

Also in the heavyweight division, Hughie Fury (23-3, 13 KO’s) of United Kingdom is back in action less than three months from his last fight. Like his cousin Tyson Fury, Hughie would like to make a name for himself in the heavyweight division. He has been a solid pro for six years but has come up short when stepping up in competition. In his last fight, he lost a unanimous decision against Alexander Povetkin. Fury will take on Pavel Sour (11-2, 6 KO’s) of the Czech Republic to stay busy and try to set himself up for another big fight.
Also on the card will be 2016 Olympian super featherweight Joe Cordina (10-0, 7 KO’s) of Wales. Since turning pro in 2017, Cordina has kept a busy schedule and will look to continue his winning ways. Cordina will face his biggest test up to date as he will face off with Mario Enrique Tinoco (18-5-4, 13 KO’s) of Mexico. Most notably, Tinoco stopped the British prospect Jordan Gill last year in an upset. They will battle for the vacant WBA Continental Super Featherweight title.

Also Olympian Thulasi “Tiger” Tharumalingam (6-0, 4 KO’s) of Germany, will be featured on the card. Thulasi was the first Qatari boxer to compete in the Olympic Games. The super welterweight fighter will look to shine and stay undefeated.

As part of the continuous efforts to implement the Qatar National Traffic Safety Action Plan (2018-2022), the Qatar Transportation and Traffic Safety Center (QTTSC), which is part of Qatar University’s College of Engineering (QU-CENG) in collaboration with the International Road Federation hosted a training workshop on Road Traffic Safety Management (RTSM).

The workshop aimed to provide information on the elements of the RTSM system, including institutional management, interventions and results. Furthermore, the workshop addressed the requirements of ISO 39001 standards and discussed the impact of RTSM on business and operational performance.

Participants learned about RTSM institutional processes, procedures to perform capacity review through practical examples and group exercises, management of fleet safety programs and the application of different tools to support RTSM related processes.

More than 35 participants from the National Traffic Safety Committee, senior engineers from General Directorate of Traffic, Ministry of Municipality and Environment, as well as from a variety of engineering consultation companies and contractors participated in the workshop. Mrs. Susanna Zammataro, the Director General of the International Road Federation and Mr. Martin Heath, Technical Director of RTSM Global Limited and member of the ISO 39001 British Standards Working Group RTS/1 delivered the workshop. Khatib & Alami Engineering Consultation Company co-sponsored this course as part of their commitment to support the efforts for improving traffic safety in Qatar.

Commenting on the workshop, QTTSC Director Prof Faris Tarlochan said, “Road Traffic Safety is one of the important challenges that confronts the local and international community, thus QTTSC is working actively to contribute in improving the traffic safety status in collaboration with local authorities and international partners. This workshop is one of a number of forums that aims to raise public awareness and responsibility in road safety.”

QTTSC workshop coordinator Assistant Professor Dr. Wael Alhajyaseen said that having an effective RTSM system in the institutional level is essential to ensure sustainable improvement in road safety levels through the continuous reduction in road fatalities & severe injuries. ISO 39001 can significantly help institutions or organizations in placing a comprehensive management system of road safety interventions.


QU signs agreement with Universiti Utara Malaysia to strengthen cooperation


Qatar University (QU) hosted yesterday a MoU signing ceremony with Universiti Utara Malaysia (UUM), which will strengthen cooperation between the two academic institutions, improve understanding and seeks to establish mutual beneficial collaborations to benefit the students.

The signing was attended by a number of dignitaries from Malaysia including His Highness Tengku Sarafudin Badlishah Ibni Al Aminul Karim Sultan Sallehuddin, Crown Prince of Kedah; Prof. Dato’ Dr. Ahmad Bashawir bin Hj. Abdul Ghani, UUM Vice-Chancellor and The Honourable Dato’ Seri Utama Haji Mukhriz Tun Mahathir, Chief Minister of Kedah.

QU President Dr. Hassan Al-Derham was on hand to sign the agreement and spoke on the occasion saying, “We are honored to host the Universiti Utara Malaysia and to sign this agreement between both universities. It is important for universities to work together to collaborate in terms of faculty and student exchange, as well as co-organizing symposiums and workshops. Our relationship with Malaysia is very strong, His Highness the Emir of Qatar Sheikh Tamim bin Hamad Al Thani visited Malaysia on a state visit two years ago, where he signed several MoUs with different institutions. It is essential for us to follow up with widening our collaboration with universities in Malaysia because Malaysia’s development is a model for us both economically, socially but also specifically in education and higher education. Therefore we are honored to have this collaboration and we look forward to working together.”

UUM Vice-Chancellor Prof. Dato’ Dr. Ahmad Bashawir bin Hj. Abdul Ghani also spoke on the occasion and expressed his appreciation saying it was a great opportunity to visit the QU campus and meet the community. He spoke about UUM and its areas of focus, listing the universities most recent achievements, and expressed enthusiasm on behalf of UUM in establishing a formal educational collaboration with QU.


QU’s Al-Bairaq program kicks off Symposium on Research and Innovation as part of the “I am a Researcher” track


A large number of students from different local secondary schools took part in the Symposium on Research and Innovation organized by Qatar University’s (QU) Al-Bairaq program. The symposium, which sees students form teams to present their projects in front of a panel of experts and judges, is part of Al-Bairaq’s “I am a Researcher” track, one of the most promising of four tracks by the program and now on its 17th cycle.

The cycle started in September 2019 and continued to November 2019, under the supervision of Al-Bairaq’s team and a group of prominent professors in QU’s advanced laboratories. The students competed in teams, with each team focusing on a separate scientific research. The work conducted as part of this symposium also helped students practice educational practices in scientific research, hone their problem solving and presentation skills as well as developed other academic and scientific skills.

President of Al Bairaq Program and Head of Communication and Outreach at QU, Dr. Noora Jabor Al-Thani chose the team names under the theme ‘Qatar stadiums for 2022 FIFA World Cup.’ She commented on the symposium saying, “Following the conclusion of this cycle, I see the fruitful outcomes and the success of the participating students who contribute to spreading a culture of creativity and excellence, achieving prosperity and driving development for the State of Qatar.”

One of the teams, called ‘Lusail Stadium’ representing Qatar School of Banking worked on a research that focused on the manufacturing of a new polymer filter to separate carbon dioxide from other air gases entitled "Manufacturing and Testing of the Efficiency of a Filter to Absorb Carbon Dioxide from the Air.” Another ambitious group called ‘Al Rayyan Stadium’ from Doha Independent Secondary School for Boys conducted a research called “Fabrication of a Coat of Nanocomposite Compounds to Protect Against Metal Corrosion,” expecting to benefit Qatar’s economy.

The ‘Al Wakrah Stadium’ team from Al-Arqam Academy for Girls worked to create a research that aims to preserve amounts of water used in agriculture and minimize the wastes called "Fabrication of Hydrogel Sensors for use in Agricultural Applications." Another group from the same academy called ‘Khalifa Stadium’ worked on "The Manufacture of an Envelope of Nanocomposite Materials to Separate Oil from Water,” targeting an important environmental issue which ensures the protection of the marine environment in Qatar from the mixing of factory oils with water.

The ‘Education City Stadium’ team from Al Maha Academy also participated with a research entitled “A New Application of Pyrovskite,” which is currently used in solar cells with the objective of using Pyrovskite in a different application to improve memory capacity and increase storage efficiency and speed.

Al-Bairaq helps high school students acquire research values, skills, and ethics; as well as develop self-reliance, self-confidence, and expanded visions of their own roles in the scientific community. The program transforms education by providing professional-level experiences for students and invests in their personal development, the economic development of Qatar, and global needs for new scientists and a scientifically literate population.


QU organizes the ‘4th Annual International Interdisciplinary Conference’ under the theme ‘Geopolitics of the Gulf Energy: Adjusting to New and Old Challenges’


The Gulf Studies Center (GSC) at Qatar University’s (QU) College of Arts and Sciences (CAS) holds its 4th Annual International Interdisciplinary Conference under the theme ‘Geopolitics of the Gulf Energy: Adjusting to New and Old Challenges.’ The two-day conference, which launched yesterday and continues to today, brings together scholars, policy makers, local stakeholders and students from a wide-range of disciplines to engage in distinct debates on a number of themes such as the influence of the main trends of the international oil and gas markets on Gulf countries.

Given the current Middle Eastern conflicts, tensions and insecurity, special attention will be given to the study of challenges for hydrocarbon export from the Gulf. The conference will also explore prospects for renewable energy, diversification, and energy sector reforms in the region as well as the future of Gulf hydrocarbons.

QU President Dr. Hassan Al-Derham said in a speech during the conference, “Qatar University is always proud to host such important international events that establish academic understanding, and which will develop mechanisms to help find solutions and create possible practices that serve the community. I am pleased that a group of experts, researchers and local and international stakeholders in the region will participate in the conference. QU’s SESRI conducts survey to gauge views on the 24th Arabian Gulf Cup


During November 19-22, 2019, the Social and Economic Survey Research Institute (SESRI) at Qatar University (QU) surveyed nationally representative samples of Qatari citizens (n = 695) and white-collar residents (n = 721) on the upcoming 24th Arabian Gulf Cup. Responses to a short telephone survey revealed that both Qataris and white-collar expatriates are quite aware of the forthcoming Gulf Cup and are positive about its potential impacts.

The vast majority of Qatar’s citizens and white-collar residents are aware of the participation of Bahrain, Saudi Arabia, and the United Arab Emirates in the 24th Arabian Gulf Cup to be held in Doha, Qatar.
Overall, the vast majority of Qatari nationals (92%) and white-collar expatriates (84%) reported being aware of the upcoming 24th Arabian Gulf Cup, which is being held in Doha, Qatar from November 26 to December 8, 2019. Moreover, 95% of Qatari nationals and 87% of white-collar expatriates are aware of the participation of Bahrain, Saudi Arabia, and the United Arab Emirates (UAE) in the games.

Qatari nationals (82%) and white-collar resident expatriates (94%) in large numbers said that they welcome the participation of Bahrain, Saudi Arabia, and the UAE in the 2019 Arabian Gulf Cup.

With regard to whether football fans from Bahrain, Saudi Arabia, and the UAE should be permitted to fly directly to Doha to attend these games, the results differ between Qatari nationals and expatriates. About one quarter (24%) of Qatari nationals think the fans should come directly to Doha, whereas nearly two-thirds (63%) want them to come to Doha indirectly via Kuwait or Oman. By contrast, among white-collar expatriates,a majority (58%) feel that the fans should travel directly to Doha and 25% indirectly through Kuwait or Oman. The remainder of both groups responded that they did not know.

The majority of white-collar expatriates and about half of Qataris think that the participation of Bahrain, Saudi Arabia, and the UAE in the 24th Arabian Gulf Cup in Doha is likely to lead to the end of the blockade of Qatar.

Nevertheless, the survey indicates that Qatari nationals and white-collar residents hope that the games will lead to an end of the blockade of Qatar. About half (48%) of Qatari nationals and slightly more than three-quarters (76%) of white-collar expatriates think the participation of Bahrain, Saudi Arabia, and the UAE is either very likely (12% of Qataris) or somewhat likely (36% of Qataris) to lead to the end of the blockade. These percentages are significantly higher among white-collar expatriates (at 34% and 42%, respectively). The remainder of both groups were neutral or said they did not know.

In terms of public awareness of the games, the Internet, social media, and the television were most commonly cited by Qataris and expats as their initial source of news about the Gulf Cup.

A total of 1,416 Qatari nationals (695) and white-collar expatriates (721) completed the survey, yielding a response rate of 48.6 percent and a maximum sampling error for a percentage at the 95% confidence level of +/- 3.02 percentage points. The calculation of this sampling error takes into account design effects. The final dataset was weighted to adjust for probability of selection and non-response. SESRI thanks everyone who participated to ensure that public opinion would be fairly represented.

Kenya retains seat at global maritime council


Kenya has retained its seat on the Council of the International Maritime Organisation, giving it a chance to continue playing a role in global shipping rule making. The vote on Friday evening in London saw 174 member states take part with Kenya retaining its seat under Category C of 20 countries usually reserved for those with special interest in maritime transport or navigation. In Africa, Morocco, South Africa, Liberia and Egypt are the other members of Category C. Kenya holds special interests in maritime transport and navigation as the coastal, port and flag state “whose strategic location along the Eastern Africa coast makes it a most important cog in the wheel of steering global shipping,” according to Maritime Principal Secretary Nancy Karigithu who led the delegation to the polls. “Our re-election to Council will ensure continued representation of a major geographic area in Eastern Africa and the Great Lakes region consisting of the countries Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda,” she said on Saturday. Kenya’s High Commissioner to the UK Manoah Esipisu, also the Permanent Representative to the IMO, said he was delighted by the vote result. “It confirms the world’s confidence on our leadership around maritime transport and safety, and our commitment to the Blue Economy,” he said. Kenya joined the IMO in 1973 and was first elected to the Council under Category “C” in 2001 and has been re-elected in subsequent elections to date, the last being in 2017. It is one seat at a UN agency where Kenya has dominated lately. But this election saw heavy lobbying. Some marine and shipping giants like Sweden, Nigeria and Liberia lost their bids. Qatar, a wealthy oil producer as well as Saudi Arabia also lost out. The IMO is the specialised agency that determines rules on shipping safety and environment. Eto'o aims to use studies to 'give back to Africa'


African football legend Samuel Eto'o says he wants to use his business management studies at Harvard Business School in the USA to give back to Africa.

The four-time African Player of the Year winner announced his retirement from football at the age of 38 in September.

Eto'o believes crossing the Atlantic Ocean to the United States for business education will help his quest to give back to the continent.

"I want to help and to make my positive contribution to the transformation of our continent," Eto'o told French news website Jeune Afrique.

"When you're a footballer, you pay people to take care of your career and things generally.

"But when it's up to you to manage people, and you want to develop them, you practically need to learn new skills.

The ex-Cameroon and Barcelona forward, who remains his country's record scorer with 56 goals in 118 games, confirmed his decision to study for life after football.

"In January I will start a business management studies at Harvard University after they kindly accepted me for a specialised training," he explained.

"I will live in Boston for almost a year for this. It won't be easy, but it's a nice challenge and you know I always love to challenge myself."

Eto'o had a trophy-laden professional career in Spain and Italy, but enjoyed much of his club success at Barcelona, where he played from 2004 to 2009.

His trophies with the Catalan club included three La Liga crowns and two European Champions League titles.

He also won the Champions League, under Jose Mourinho, at Inter Milan in 2010, and has an Olympic gold medal, which he won with Cameroon in 2000.

Eto'o whose career also include spells in Russia, Turkey and Qatar is the leading all-time scorer in the Nations Cup with 18 goals.

He appeared at four World Cup finals with the Indomitable Lions - 1998, 2002, 2010 and 2014 - playing in eight matches and scoring three goals.

The striker also won back-to-back Africa Cup of Nations titles with his country at the 2000 and 2002 editions.

Esrar Race 2019 set to be Qatar’s biggest obstacle course race ever


Esrar Race 2019, being held in Aspire Park on November 30th, is set to be the largest obstacle course racing event ever held in Qatar. With nearly 900 registered participants, this year’s race will be the biggest installment of Esrar, with 12 prizes being given in total. 

The racing categories are Female Individual, Male Individual, Masters (ages 45 years+), and Teams. The race, which spans 5K and includes 20 obstacles, will be held in Aspire Park, and the first batch of runners will begin at 8:00AM with the last heat starting at 10:30AM. The race will be an exciting fitness challenge testing endurance, strength, speed, and stamina. This year’s event will also feature Esrar Kids Race, open to children ages 5-12. Esrar Kids Race is a mini obstacle course nearly 1KM in length, with all finishers receiving medals.

Nasser Al-Attiyah and Toby Price score a podium finish in their first-ever Baja 1000


The biggest race in North American off-road racing finished early Sunday morning. Dakar champ and first-time Baja racer Nasser Al-Attiyah, paired with Dakar moto champ Toby Price, piloted the #76 trophy truck to a 2nd place podium finish!

Muddy, rocky Baja roads and hours of driving at night was a new challenge for Nasser Al-Attiyah and co-driver Mathieu Baumel – not to mention he only had about 30 kilometers of seat time in a trophy truck. But the Qatari Dakar champ proved up to the challenging as he and race partner Toby Price with co-driver Dustin Hellstrom hased down all but two other trophy trucks after starting from the back of the pack. "It's totally different from what we're used to. We had a lot to learn from this type of terrain and style of racing, but we enjoyed it a lot and learned a lot – and I am really impressed with this truck! I am sure next year we can come have a good fight with the top drivers!" - Nasser Al-Attiyah

The Baja 1000 is much different than rally raid – rather than a multi-day race, it's a one-shot, no-stop battle – meaning one truck does the whole racers, but drivers swap to stay fast, and stay safe. This year, Toby Price started the race, with a primary goal of not fighting to the front of the pack, but getting the truck to Nasser in good shape so he could work his magic to claim the number 2 position. Quite the accomplishment for Nasser's first race with Toby and first race in Baja! "I think we started 26th or 28th this morning, so to be the third trophy truck across the line – we dealt with a lot of people, a lot of passing, but I think the rookies, Nasser and Mathieu, did pretty good!" - Toby Price

The #31 trophy truck – piloted by Andy McMillin and Bryce Menzies – rolled early on in the race, doing significant damage. Support crews were able to get the truck moving again fairly quickly, but combined with more mechanical issues later in the race, they were out of contention for the podium. Despite finishing in 13th place in this race, Andy McMillin managed to win the SCORE World Desert Championship thanks to his two wins at the Baja 500 and San Felipe 250 and a second-place finish at the Baja 250. “I take full responsibility – I feel so bad for the McMillin family and the McMillin team for all the hard work they put into it. There’s nothing you can do, you put all this time into it and it’s thrown away because the other guy made a mistake. And I guess that’s racing and I gotta live with that. Generation Amazing partners with Jordan Hashemite Charity Organisation


Generation Amazing has announced it is partnering with the Jordan Hashemite Charity Organisation for Arab and Islamic Relief, Development and Cooperation (JHCO) in order to bring the football for development programme to refugees and vulnerable communities in Jordan and across the world.

Generation Amazing, the Supreme Committee for Delivery & Legacy (SC)’s flagship CSR programme joins forces with JHCO, who are known for their cross sectoral relief and humanitarian work across Jordan and internationally, bringing emergency assistance and providing aid for victims of man-made and natural disasters. The partnership aims to implement the Generation Amazing methodology into already existing sport for development infrastructure in Jordan as well as initiatean exchange of knowledge and operating space in Jordan, Qatar and worldwide.

Livre : Le Projet : La stratégie de conquête et d’infiltration des Frères musulmans en France et dans le monde, d’Alexandre del Valle et Emmanuel Razavi


Cet essai d’Alexandre del Valle et Emmanuel Razavi est essentiel : il est clair, précis, documenté, complet et surtout effrayant. Il détaille « le projet » des Frères musulmans selon le titre d’un document découvert par la police suisse. Ce projet n’est cependant nullement secret ; tout est sur la table depuis 1924, comme l’étaient les desseins d’Hitler dans Mein Kampf.

Le « projet » vise à l’instauration universelle de la charia et l’unification de la planète sous un califat islamique. En réaction à l’abolition du califat ottoman par Atatürk, un jeune instituteur égyptien, Hasan Al-Banna, a fondé « les Ikhwans » (Frères musulmans) et lui a donné son corpus idéologique. Il a soutenu le grand mufti de Jérusalem Al Husseini, qui a combattu Juifs et Anglais en Palestine avant de se réfugier en 1941 à Berlin et d’aider Hitler à recruter des divisions Waffen-SS musulmanes.

Al-Banna a, en 1946, permis au grand mufti de se réfugier au Caire ; il a été assassiné en 1949 par le gouvernement égyptien. Sayyid Qutb, le maître à penser reconnu de tous les djihadistes actuels, a exercé un temps une influence déterminante sur les Ikhwans avant de rompre avec eux. Saïd Ramadan, le gendre d’Al-Banna, a dû s’exiler en Suisse d’où il contrôlait la branche européenne des Frères. Très proche de François Genoud, exécuteur testamentaire d’Hitler et converti à l’islam, Ramadan était soupçonné de terrorisme tout en étant ménagé par les Occidentaux qui espéraient s’en servir contre Nasser. Ses fils Hani et Tarik, eux, se sont rapprochés des milieux de gauche, stratégie désormais appliquée en Occident.

L’essai relativise l’influence de Tariq Ramadan, déjà peu importante avant même que n’éclatent les affaires de mœurs le visant. Les Ikhwans sont une nébuleuse mondiale. Ils contrôlent l’université El-Azhar du Caire, qui joue un peu le rôle du pape chez les sunnites. Ils inspirent des partis au Maghreb et au Moyen-Orient ainsi que l’AKP en Turquie et le Hamas qui contrôle la bande de Gaza. L’ancien président égyptien Morsi appartenait à leur mouvement.

Les Frères sont financés par le Qatar et combattus par l’Arabie saoudite, le Koweït et les Émirats arabes unis, qui les classent parmi les mouvements terroristes. En Occident, les Ikhwans sont représentés par des associations soi-disant modérées et partisanes d’un islam moderne, alors qu’ils veulent revenir à la religion des origines ; ils condamnent les attentats islamiques. Ils sont, de ce fait, favorisés par les gouvernements occidentaux qui voient en eux (à tort) un rempart contre le terrorisme. Ils pratiquent l’entrisme et la dissimulation, s’appuient sur l’islamophobie pour « désarmer » moralement l’Occident.

En France ils inspirent l’UOIF, devenue en 2017 les Musulmans de France et le CCIF, le comité qui multiplie les procès contre de prétendus « racistes ». L’essai présente des fatwas édifiantes prises par des conférenciers invités dans des réunions organisées par les Frères. Elles demandent sans ambiguïté la mort pour les apostats, les homosexuels et conseillent de battre les femmes rétives. En étudiant les Frères musulmans, on retrouve le mode de fonctionnement des totalitarismes léninistes, stalinistes et nazis qui s’appuyaient, eux aussi, sur le mensonge et la dissimulation.


USA: Ilhan Omar accusée d'avoir transmis des informations confidentielles à l'Iran et au Qatar


Le Qatar aurait financé la campagne d'Ilan d'Omar au poste de représentante au Congrès des Etats-Unis

La représentante du Minnesota au Congrès des États-Unis, Ilhan Omar, aurait été recrutée par un gouvernement étranger pour transmettre des informations confidentielles à l'Iran, tout en ayant reçu des fonds de ce même gouvernement étranger pour le financement de sa campagne, a rapporté mercredi Al Arabiya.

Le média a annoncé avoir obtenu le 23 octobre une déposition d'Alan Bender, homme d'affaires canadien né au Koweït, qui avait témoigné dans le cadre d'un procès intenté contre le frère de l'émir du Qatar.

Lors d'une rencontre avec trois hauts responsables qataris, Bender aurait appris qu'Omar était "le joyau de la couronne" recrutée par le Qatar et qu'elle a obtenu son poste actuel grâce à l'argent de l'émirat qui aurait financé sa campagne.

Dans son témoignage, l'homme d'affaires a déclaré qu'Omar avait utilisé sa position à la Chambre des représentants pour recruter d'autres hommes politiques.

Elle aurait également partagé des informations sensibles avec le Qatar, qui les a transmises à l'Iran.

Omar, qui soutient le mouvement Boycott, Désinvestissement et Sanctions contre Israël, a été interdite d'entrée sur le territoire en août dernier.

"Israël n'autorisera pas l'entrée des élues démocrates Rashida Tlaib et Ilhan Omar dans le pays", avait déclaré le ministre israélien des Affaires étrangères Israël Katz.


Le monde islamique et le monde non-islamique


L’Orient et l’Occident, le Judéo-christianisme et l’Islam, la guerre des religions … des historiens, des philosophes et des sociologues ont relevé des faits et déroulé des problématiques, les unes aussi intéressantes que les autres, pour répondre à divers questionnements et expliquer les oppositions ou les complémentarités. Toutefois, depuis le début des années ‘’90’’ de nouveaux facteurs sont venus corser les contingences déjà difficiles à analyser. Le plus dur semble être le choix des instruments politiques pour favoriser ou réfuter l’implantation de nouvelles théories du genre (intersectionnalité rejetant entre autres la hiérarchisation des grands axes de la différenciation sociale) ou les idéologies telles que l’islamisme qui mine toutes les autres théories politiques, économiques, sociales et identitaires. C’est ce dernier facteur que j’aborde succinctement dans le propos qui suit.

En relisant quelques-unes des résolutions prises, ici et là, par des gouvernements des pays occidentaux et celles des pays sous dictature ou soumis à des guerres de pouvoir au Moyen Orient et dans le monde arabo-musulman, trois aspects ressortent comme essentiels. Ils caractérisent la conception d’un plan d’actions qui viendrait à bout de l’islam politique : Le premier de ces aspects répond à la manière de dépouiller de son fondement le creuset de cette idéologie qui puise dans l’Islam. Il est question de la réforme de l’Islam et la question de savoir s’il est possible de l’adapter au monde contemporain de l’intérieur ? Le second est de savoir comment réduire les actions des islamistes auteurs de la radicalisation des jeunes et des femmes dans les pays non-islamiques ? Et, enfin, celui de la stratégie d’éradication du terrorisme tout en déconstruisant l’islam politique mais sans contrarier l’islam et ses musulmans ? L’Algérie a depuis longtemps relevé ce dernier défi.

Il existe un quatrième paramètre qui prendrait en compte la stratégie de l’OCI / ISESCO[1], organisation (des pays islamiques), qui s’est érigée en institution internationale pour la promotion de la culture islamique dans le monde non-islamique. L’ISESCO considèrent que ‘’les minorités et les communautés musulmanes à l’extérieur du Monde islamique affrontent plusieurs défis et problèmes sur les plans culturel, social et éducatif’’ et elle a décidé d’y remédier. Les tenants de l’Islam politique dans le monde non-islamique en font leur référence. Ils partent de l’idée que le monde Islamique et le monde non-islamique sont d’un côté territoire de la guerre ou Dar el Harb et de l’autre côté territoire de la paix ou Dar Es Silm. Les deux sont en opposition tant que l’Islamisme n’a pas fédéré tous les musulmans. Beaucoup a été dit à ce sujet mais jamais, sauf erreur de ma part, une réflexion n’a abordé la stratégie de l’ISECO. Pour faire accepter cette nouvelle conceptualisation cette institution a procédé à une translation de ce concept en Monde islamique et Monde non-islamique. Le monde Occidental étant constitué de l’Europe, USA, du Royaume Unie, de la Russie, des pays d’Asie, d’Afrique et d’Amérique Latine où résident des millions de musulmans qu’il faut islamiser et/ou réislamiser. Quant à Dar Es Silm, c’est l’espace de l’expansion de l’Islam Politique et de la conquête des esprits des musulmans qui n’appliquent pas les préceptes selon le Wahhabosalafisme.

Quelles attitudes pour les pays non islamiques ?

Si les gouvernements des pays occidentaux prenaient conscience des véritables pièges et des stratagèmes qui sont mis en œuvre par cette organisation, ils auraient deux attitudes pour les contrecarrer. La première est portée par deux vecteurs, celui qui consiste à freiner l’infiltration des institutions internationales (ONUSIENNES et EUROPÉENNES, les banques et les institutions financières). Ils investiraient dans l’éducation, sous leur supervision, des citoyen-ne-s musulman-e s. Ils accorderaient l’attention nécessaire et suffisante à leur HISTOIRE commune, leurs identités et leurs cultures multiples ainsi que les valeurs universelles partagées. Le but étant que leur avenir soit exempt de violence et notamment celle faite aux enfants, aux femmes et à ceux et celles qui ne sont ni arabes ni musulmans. Le second axe serait d’empêcher, au sein des communautés musulmanes, les interventions des islamistes consistant en un conditionnement des jeunes musulmans de seconde et troisième générations. 

La seconde attitude est du ressort de ces mêmes gouvernements des pays non-islamiques et de leurs citoyens musulmans ; les premiers doivent opérer une véritable rupture avec les pratiques de rejet de l’autre par la ghettoïsation de leurs citoyen musulmans, afin qu’ils jouent pleinement leur rôle et les amener à faire leur devoir de refuser et de dénoncer ce qui est fait en leur nom.

Ces gouvernements doivent aussi veiller à ne pas s’acoquiner aux islamistes Bon Chic, Bon Genre (BCBG), en revanche ils doivent accorder plus d’attention aux musulmans qui font passer leur citoyenneté avant leur pratique religieuse. Ils doivent leur épargner le confinement à des rôles de seconde zone et ne leur font appel qu’aux moments des scrutins tout en clamant le vivre ensemble. 

La ruse ou duplicité politique

Les gouvernements des pays non-islamiques doivent avoir à l’esprit que les islamistes de terrain usent de la petite Taqia, comme tactique, c’est-à-dire de l’hypocrisie (Nifaq el Asghar), de la victimisation et de la culpabilisation du vis-à-vis alors que les pays de l’organisation islamique usent de la grande TAQIA (Nifaq el Akbar), la ruse ou duplicité politique qui n’est plus du simple entrisme mais une véritable politique savamment élaborée par des intelligences grassement rétribuées et acquises à l’Islam Politique. Cette stratégie est déroulée autour de trois axes, le premier est organisationnel avec comme fondements l’action culturelle, le second est financier et le troisième réside dans la mise en œuvre d’une information contrôlée. La charte de Doha, adoptée par la neuvième Conférence islamique au Sommet tenue au Qatar en 2000, organise l’Éducation, les Sciences et la Culture à l’extérieur du Monde islamique.

Le financement de l’action culturelle islamique

L’ISESCO, finance en Europe, trois fonds locaux, un par zone, selon un découpage spécifique. Chacun couvre au moins trois pays. Ils fonctionnent en lien étroits avec les conseils culturels et éducatifs régionaux et participent à leurs réunions. Les objectifs sont la construction d’écoles, de bibliothèques, de mosquées et l’achat de livres, la formation des formateurs, l’organisation des expositions culturelles, des colloques et des festivals. Il est question de dons et de subventions accordés par les États, les organisations financières, de subventions consenties par les organisations internationales comme l’Union Européenne, le Conseil de l’Europe et l’Agence de développement internationale, etc…


Pour accompagner les opérations de financement, une batterie d’interventions pour consolider et dynamiser la communication et l’information selon les préceptes de l’Islam est mise en action. C’est ainsi qu’il est mentionné la garantie de la couverture informationnelle pour toutes les communautés musulmanes en dehors du Monde islamique.

Le dialogue entre les cultures, Oui ! Le lit de l’islamisme, Non !

L’ISESCO veille depuis au moins deux décennies à mettre en place les fondements solides pour la promotion de la culture islamique séparatiste, de négation de l’autre, de rejet des valeurs des sociétés d’accueil, de ciblage des communautés non-musulmanes et d’ostracisation des communautés musulmanes qui sont observées. Partant d’une bonne intention, la stratégie en question se voudrait un gage d’amélioration de la situation des communautés musulmanes à l’étranger.

Corriger l’image de l’islam et des musulmans par la voie du dialogue et du bien vivre ensemble est certainement une excellente idée, malheureusement cette stratégie fait le lit de la radicalisation, de la séparation des musulmans et des non-musulmans, sans oublier les effets de la ghettoïsation et le revers de la médaille celui de leur stigmatisation à force de se singulariser.

Filling the Gaps: Proposed Review to Improve Qatar Environmental Law


Qatar is a pleasant Arab country in the Middle East with high regional and international profiles.  It is a small country in terms of geography and demography and has a relatively modern legal system. The legislative power in the State of Qatar is exercised by his highness the Emir and the Shura Council with certain legislative competences exercised by the government. Qatar’s priorities are clear and cover a wide range of aspects, to foster and enhance human, social economic and environmental development and transform Qatar into advanced society capable of achieving sustainable development and securing a high standard of living for its people for generations to come.  Many environmental laws and bylaws are now in place in Qatar to protect the environment. These legislative instruments need a full review to ensure efficiency, comprehensiveness. Moreover, the full review of Qatari environmental legislative pack is due to maintain its modernity and conformity with international standards in this regards. This study attempts to outline the main gaps that need actions to achieve Qatar’s environmental objectives and meet the state’s international commitments.

Indice de prospérité des pays arabes

Le Qatar est le pays arabe le plus riche, en dépit de l’embargo dont il est l’objet, avec un très bon ratio nombre d’habitant/PIB.

Problème systémique : le cas des mondiaux d'athlétisme au Qatar.


Cet article continue la série d’exemples concrets sur les effets des problèmes systémiques. J’ai déjà parlé de l’écosystème numérique français et du Boeing 737 Max. Aujourd’hui : les mondiaux d’athlétisme au Qatar.

Pourquoi choisir un pays où il fait trop chaud pour les athlètes et où le public est quasi inexistant pour organiser un des événements sportifs majeurs de l’année ? À cause d’un problème systémique. Comme dans les autres exemples, nous retrouvons les trois facteurs destructeurs :

  • Peu de place accordée aux personnes compétentes, qui auraient immédiatement pu expliquer à quel point organiser ces jeux au Qatar n’avait que peu de sens.
  • L’appropriation du pouvoir décisionnaire par des instances n’ayant que peu de compétences et peu d’intérêt pour la réussite réelle du projet.
  • Les perturbations politiques poussant à organiser les jeux dans un pays inadapté.

Depuis toujours, les athlètes sont les instruments d’enjeux politiques qui dépassent leur performance. Les Jeux olympiques originaux avaient déjà une importance politique cruciale. Gagner un tournoi a toujours eu un impact sur le prestige politique. Cependant, aujourd’hui on peut se demander si, pour de nombreux événements, un tel décalage entre la réalité et l’enjeu politique en vaut vraiment la peine.
