At 3:00 a.m. on October 2, 2003, while my University of Wisconsin-Milwaukee classmates rested for the next day of their sophomore year, I was on my way to prison, sentenced to seventeen years for shooting a fellow teen who had robbed me in a drug deal. Fifteen years and eight schools later, I completed my bachelor’s in business administration. Along the way, I experienced the incompetence, indifference, intimidation, and lack of financial assistance incarcerated students face.


          

From Fur to Foie Gras: Animals Are on a Winning Streak

Activists with Slaughter Free Chicago (SFC) gathered November 7 at City Hall to push the city—once, says SFC founder Robert Grillo, the “slaughter capital of the world”—to eliminate its remaining slaughterhouses. Dozens of protesters sang, spoke with mayoral staff, and invoked the memory of the socialist writer Upton Sinclair, whose book The Jungle exposed the squalid working conditions of the city’s meatpackers.

Published in 1906, Sinclair’s novel galvanized landmark legislation empowering the federal government to regulate meat quality. But the plight of the workers themselves (let alone the animals they killed) went largely unaddressed. “I aimed for the public’s heart,” Sinclair famously wrote, “and by accident hit it in the stomach.”

The latest wave of slaughterhouse critics hopes this time, it can hit the heart.

On the surface, the situation for animals is grim: The Trump administration has loosened government protections in areas from wildlife refuges to trophy hunting to the meat industry, and climate emergency is poised to threaten wild animal populations worldwide. Though Trump did sign a federal ban on intentional animal cruelty November 25, it specifically exempts farms, slaughterhouses, hunters, fishers and research labs, rendering its scope limited. But a series of high-profile animal rights victories has swept the country in recent weeks, suggesting more substantive reform may be possible.

On October 30, activists in the public gallery at a New York City Council meeting thrust jazz hands to the air in celebration of a ban on foie gras produced from force-feeding, amid a raft of animal welfare legislation that included the establishment of a city office explicitly dedicated to animal welfare concerns, new data-keeping requirements on animal cruelty reports, vaccination requirements, equine working conditions, and regulations promoting shelter adoption—many of which reflect active ongoing campaigns elsewhere. Mayor Bill De Blasio signed the legislation November 25.

Earlier in October, California Gov. Gavin Newsom signed laws banning the manufacture or sale of new fur products, as well as the use of most animals in circus acts. In August, Illinois became the third state to outlaw the sale of cosmetics tested on nonhuman animals, following California and Nevada. And in Milwaukee, activists organized a successful resistance against a proposed plan to build a slaughterhouse in a long-vacant north Milwaukee business park, in a campaign partly inspired by SFC.

The 21th century, thanks in part to activist efforts, has seen a “loosening up of the instrumental perspective on animal use,” says Bernie Unti. Unti, a senior policy adviser to the president of the Humane Society of the United States (HSUS), has written extensively on the history of the animal protection movement. In the early-to-mid 20th century, Unti says, the movement largely focused on more modest campaigns such as those surrounding dogs and cats in pounds; a fast-growing meat industry parried any more ambitious proposals. But shift in public attitude, combined with technological innovations in clothing, research and fake meat, is making reforms an easier lift than in decades past.

“A common misconception about animal rights activists is that we only care about nonhuman animals, and that we’re discrediting human culture and human behavior,” says Amy Zignego, who helped organize the Milwaukee campaign. “We always have to be really sensitive. We don’t want to be perceived as a bunch of white vegans.”

Of the dozens of business-park neighbors whose doorbells activists rang, Zignego said, only one person had even heard about the slaughterhouse development plan, which was, at the time poised to proceed with little debate. Acting quickly, activists successfully pushed to delay the vote. The district’s alderman initially backed the proposed slaughterhouse on account of its potential to provide jobs and accused activists of “selective indignation” Ultimately, however, citing an “overwhelming response from neighbors in opposition to the project,” he changed his mind. The slaughterhouse company pulled out.

Zignego says the campaign aimed for an “intersectional” approach, arguing that the deleterious effects she associates with slaughterhouses—noise, pollution, and low-quality work—animated the activists just as did straightforward animal welfare concerns.

But there can also be tensions when human and nonhuman interests appear to diverge. The fur debates which have raged in California and New York—where the City Council speaker proposed a ban earlier this year—have in some cases stoked resentments along racial lines. The president of California’s Black Business Association, for instance, accused the anti-fur campaign of “ignorance,” citing the cultural significance of fur among black women. Corporations help fuel these tensions: The Intercept found that some California fur advocates received previously undisclosed payments from an industry organization.

Some activists acknowledge that many high-profile movement victories—even substantive ones—can feel somewhat parochial: Queen Elizabeth fur free; Pfizer banned a forced swim test, Walmart ends live fish sales. But many believe such narrower campaigns can effectively pave the way for change on a larger scale.

The Berkeley, Calif.-based grassroots advocacy group Direct Action Everywhere (DxE) pushed for the statewide fur ban, but press coordinator Matt Johnson clarified the specificity of the issue did not reflect the scope of the group’s ambitions, which include the end of all animal exploitation for food, clothing, science and entertainment. But the statewide law, following municipal fur bans implemented in municipalities like Los Angeles and San Francisco, is consistent with the pattern laid forth in DxE’s 40-year “strategic roadmap.” This roadmap emphasizes local seed activism—with Berkeley as the epicenter—to forcefully push the proverbial Overton Window, fundamentally transforming how the public and the legal system conceive of nonhuman animals.

DxE formed this decade, and has gained prominence through its “open rescue” actions whereby activists enter a farm without authorization, document conditions and take with them animals in need. The strategy, which predates the organization, strives to extend legal precedent and to publicize mistreatment of animals. The group takes particular aim at source farms for retailers like Whole Foods that advertise as more humane.

A meat industry report showed that, while 2017 saw a slightly reduced volume of meat sales from the previous year, sales of meat with “production claims” like “antibiotic-free” or “organic” increased by more than 38%. For Johnson, this dual trend embodies the shortfalls of consumer-based rhetoric, which he doubts can galvanize the fundamental change he desires. Unti from HSUS sees validity in such criticisms, but still takes heart in the fact that more consumers experience a moral churn as they choose their eggs.

Ultimately, both activists agreed the movement must shake its reputation of self-righteousness—justified or not—to be successful.

Critics, Unti says, have charged that animal rights activists are “good at one thing: saying 'shh, tsk tsk.' Telling people what they should not do.”

“The message is so much centered around ‘go vegan,’ ” Johnson says. “It gives people this impression that you’re either in the snobby holier-than-thou club that no one really wants to be in, or anyone in that club thinks that you’re an evil person.”

Instead, he suggests, advocates’ message should be “systems-focused. People are on your side if you can craft that message. It feels like we should be at the tipping point.”

NBA Week 5 in Proportion: Can the improbable be predictable?

For its 48 minutes of work the other night, one NBA team, though out-rebounded, posted a superior FG% and committed two-thirds as many Turnovers as its opponent. This squad connected on more treys, missed fewer free throws, and consequently earned more stripes.

But somehow, from the 4:28 point of Q1 until the 7:11 point of Q4, that same team did not execute a single offensive possession on which they could have assumed the lead in the game.

Indeed that team, the Portland Trailblazers, never led last Thursday evening, falling 137 – 129 to the Bucks in Milwaukee.

This Blazer showing is one of the 100 times (through 250 games) when a team has had both more successful treys as well as fewer FT misses than the other guys – so, of course, more stripes, too. But on 31 occasions, that team ended up losing the game.

Portland similarly lost to the Clippers in LA earlier this month … most troubling for Coach Terry Stotts is that each time the winners were playing the second night of a back-to-back.

Second-nighters have played .500 ball (11 – 11) against rested teams at home but are 9 – 25 on the road. Oddly, the road team has won six of the nine matchups when both sides are facing a back-end.

The Simplest of Metrics

For the season’s first 35 days and 250 games (thru Mon.), the average team shot FG’s at a .454 clip, worked the offensive glass for a .225 Offensive Rebounding Percentage, and kicked the ball away at a .135 Turnover Percentage.

If we credit a team for its shooting and rebounding prowess then penalize for TO’s, we can generate this little equation: .454 + .225 - .135 = .544. (Note: I typically ignore the decimal points when manipulating this particular Aba-metric.)

I’ve dubbed this the SPOR-t Score – Shooting Plus Offensive Rebounds (minus) turnovers.

Last season, OKC produced a regular-season SPOR-t score of 597 (No. 3), its opponents 534 (No. 3) … the Thunder’s differential of +63 was league-best. Boston’s +22 was tied with the Raptors for No. 10.

Currently, Boston’s SPOR-t equation is .441 + .213 - .113 = .541, Opponents .428. + .237 - .144 = .521, the differential being + 20. (Note: After three weeks, the C’s +24 ranked No. 9 – the Sixers were on top at +80.)

Last season, Phoenix was dead last (-96) but has improved to No. 8 (+32) for the opening three weeks while the stumbling Blazers have slipped from No. 4 (+44) to No. 15 (-6).

This simple differential is another of the four criteria I use in my totally data-based (i.e. no subjective judgment) Power Rankings formula.


Abacus Revelation for the Road

Did I really hear an NBATV panel the other night discussing the merits of scrapping the draft lottery and replacing it with a single-elimination tournament among the non-playoff qualifiers in which the top selections in the up-coming draft would be earned on the court – by actually winning games?

Nobody seemed to think much of the crazy notion when I argued in favor of it in a post two years ago.

It’s The Age of Brewurias

The hot stove heating up right before Thanksgiving is exactly how it was meant to be. Now if I could see Giancarlo in nothing but taters that would make me thankful for everything. Five hours through my thankfulness, "...um...I'm also thankful for the lines at the DMV because they give me time to reflect..." Seven hours later, "...I'm thankful for my wife's cooking because it helps me appreciate dining out..." Ten hours later, "...I'm thankful for the kid at the frozen yogurt place who puts his grubby fingers on the yogurt spout because I really shouldn't have been eating yogurt anyway..." I hope you're all as thankful for everything you have too on this glorious day of turkey, stuffing and ignoring the cranberry sauce. Any hoo! The Padres and Brewers igniting the pilot light on the hot stove, sending Trent Grisham and Zach Davies to the Padres for Luis Urias and Eric Lauer. This trade is close to even, so why make it? That's a mystery best left to Grisham's older, unrelated cousin. Trent Grisham had a higher walk rate (14.6%) than strikeout rate (13.9%) in Triple-A last year. That originally attracted me. If I'm being honest, before I go any further, a lot was turning me off. He didn't look like a major league regular as recently as a year ago -- I mean, for Criss Angel's sake, he hit .233 in Double-A in 2018. Hilariously, he had a 26% strikeout rate in Single-A. Grisham is a lefty, which immediately gives me pause, because the wrong manager -- hey, Tingler, how's tings? -- will platoon a lefty almost exclusively. Now that I say the quiet part out loud, what the hell am I doing being excited about Grisham, and has anyone turned my marbles in at my library's lost & found? Thankfully, it wasn't just a minor league walk rate in a mere 34 games that drew me in for Grisham. In 2015, Trent Clark was drafted 15th overall by the Milwaukee Beermakers. Trent said, "I miss my mommy's née and I want you to now call me Trent Grisham," and a legend was born. I.e., you people who need things like I and E spelled out to you, Grisham was a top prospect in the country five years ago. Maybe he should've went to college, but can't fault a guy for skipping classes to play pro ball. Without college, he brought warts with him to minor league baseball, that he might've been able to shake prior. So, to recap, Grisham was good, was terrible in the minors, became good again this year. He's still only 23 years old. Better he figure things out now than later like those great waxy candies. So, what changed, you ask with a bat of your eyelashes. An approach change. He used to try to be overly patient and hit everything the opposite way. He began to pull more pitches this year and became more aggressive, and things went Click, like that terrible Adam Sandler movie, but in a good way. This year Grisham hit 32 homers across three levels. This is a guy who regularly took a walk, and that hasn't just disappeared. Oh, and he has 15-steal speed. I'm sorry, a guy who can go 30/15 with walks? Who's being drafted around the last round in many fantasy drafts? Hmm, all of those reasons why I didn't like him seem like distant memories, which gives me an idea. Hello Sharks! For $400,000, you can have 5% of my secondhand memory foam mattress store called Distant Memories. Only real concern is that Grisham doesn't do well early on, falls into a platoon or worse, is demoted, but his price is so cheap in drafts, that he's well within the realm of being a sleeper. Also, he hit .284 vs. lefties last year in the minors, which was better than his average vs. righties, so he's not an obvious platoon guy. For 2020, I'll give Trent Grisham projections of 64/19/51/.254/13 in 453 ABs with a chance for much more. Anyway, here's what else I saw this offseason for 2020 fantasy baseball:

A Decade of Care: Hanes Launches 10th National Sock Drive to Help the Homeless; Tops 3 Million Donated Pairs

For the millions of people living homeless, a clean pair of socks is often described as “the gift of humanity.” Hanes, America’s No. 1 basic apparel, underwear and sock brand, is partnering with organizations fighting homelessness nationwide to deliver comfort to those who need it most through the Hanes National Sock Drive. The brand is marking 10 years of helping provide care and compassion during this year’s drive by:

  • Donating more than 250,000 pairs of socks directly to organizations fighting homelessness in all 50 states, along with Washington, D.C., and Puerto Rico. Since the program’s inception in 2009, Hanes has provided more than 3 million pairs of socks – one of the most requested items by relief agencies – to help the homeless.

  • Giving an additional pair of socks for every order of any apparel placed in December on Hanes.com. Socks will be provided to local homeless shelters.

  • Partnering with Rainier Fruit Company for its second “Pears for Pairs” campaign, which is currently running in United Supermarkets, Harris Teeter, Wegmans, and Lunds & Byerlys stores. From late September through January, Rainier is donating a portion of the proceeds from bulk and bagged pear sales to the Hanes National Sock Drive. In 2018, the Pears for Pairs campaign resulted in 20,000 pairs of socks being donated to five nonprofits.

  • Offering consumers the opportunity to participate directly in the program by visiting www.hanes.com/donate to gift socks ($1), women’s underwear ($1), men’s underwear ($1.50) and bras ($6) that will be distributed in needed styles and sizes.

  • Continuing its 10-year collaboration with Invisible People and its founder, Mark Horvath, to help raise awareness about homelessness. Invisible People uses innovative storytelling, educational resources and advocacy to help change how the public views homelessness and those living homeless in the United States and abroad.

“Most of us take basic apparel for granted, but we know a new, clean pair of socks can mean a lot to those experiencing homelessness,” said Sidney Falken, chief branding officer, HanesBrands. “We are committed to bringing a little comfort to those who need it most – and it is incredibly gratifying to have others, including many individuals across the country, join us in this effort.”

More than 100 agencies, including The Salvation Army Bell Shelter (Bell, California), Homeward Bound (Asheville, North Carolina) and Compassion Outreach Ministries (Columbus, Ohio), have received sock donations from Hanes.

“Small things really do make a big difference to our clients,” said Steve Lytle, director of The Salvation Army Bell Shelter. “The smile on a client’s face when she received a clean pair of socks for the first time in months was priceless. There was joy in her eyes and it was clear that the socks were the most precious gift she could have received in that moment. Another client said his gift of clean socks was a sign that there are people who care and that his life did matter.”

Homeward Bound distributes more than 2,000 pairs of socks a month to those living homeless.

“Homelessness is a community problem and it will take everyone’s support to help end the epidemic,” said Ashley Campbell, the agency’s outreach specialist. “Right now, some of your neighbors are living outside, in tents and under bridges, vulnerable to inclement weather and violence, stripped of dignity and our collective respect.

“There are so many ways to help,” Campbell continued. “Educate yourself about homelessness in your community, volunteer at your local agency fighting this issue or simply make a donation that would help a nonprofit save its limited resources.”

Jeffrey Tabor, director of TWO Men’s Ministry House for Compassion Outreach Ministries of Ohio, added that there is no donation too small to be used for good to fulfill a basic human need.

“Imagine the importance of just one pair of socks when you are focused on keeping your feet dry and warm during the cold winter months,” Tabor said. “That’s why we are so thankful for our partnership with Hanes, which has fulfilled an immediate, basic human need for so many people.”

Lytle underscores, however, that sometimes it all boils down to human contact. “Acknowledge people who are experiencing homelessness with a smile or hello,” he said. “By engaging with a person who is experiencing homelessness we are saying ‘I see you and you matter.’”

The Hanes National Sock Drive is part of Hanes for Good, the corporate responsibility program of Hanes’ parent company, HanesBrands (NYSE:HBI).

Well, yes.  There's the Tosa board, which intends to spend $125 million in bonded dollars for.......something........and will, as a result, lose a lot of homeowners.  There's the Milwaukee School Board, which would like to triple its prop-tax grab.  There's the Board from the People's Republic of Madistan, which will no longer allow HS students to fail.  And there's Oconomowoc, also running for "spender of the decade", bonding and taxing for...........something.....

Foxconn: A New Logic-Fail and Worse

Gee.  The Milwaukee Journal-Sentinel has found that Libertarians and Koch Brothers are really, really, really, good people!!

That's only because Mercatus Center--a Libertarian bunch funded by the Koch Brothers--are raising questions about the net benefits of the FoxConn deal. 

It's not hard to raise questions about the deal.  Walker and his team--and President Trump, who kicked this off--obviously thought that the deal as structured would be a net benefit.  Mercatus begs to differ.....but not by very much.

...overall, the authors say the “most realistic range of estimates” indicates the Foxconn deal for the plant the company now is building will end up costing Wisconsin’s economy $1.2 billion to $6.0 billion over 15 years.

That would shave somewhere between two-hundredths of a percent to about one-tenth of a percent off what the authors estimate the state’s gross domestic product will total over the period....
Two hundredths of a percent.  ZOUNDS!!!  You can see the starving residents of the State dressed in rags, eating their kittehs and doggies in the streets, having been evicted from homes where utilities were shut off months ago........

Even at 1/10th of 1%, it's not TEOTWAWKI territory; I'd venture to guess that is far less than the cost of State government.  (Anybody measure the cost of public education against FoxConn??  Hmmmm??)

Here's the massive Logic-Fail from Mercatus--which should know better....

....Instead of subsidizing Foxconn, the study says, the state could have, say, reduced its corporate income tax rate or lowered its sales tax. That would give businesses or consumers more money to plow back into the economy....
The State of Wisconsin has NEVER, EVER, reduced its sales tax.  NEVER.  As to "reducing its corporate income tax"--that would have barely been possible, since Walker & Co. had just done so and were being flayed, daily, by the very same "newspaper" which printed this story.

But Mercatus, true to its Libertarian economic dead-headedness, doesn't consider what is perhaps the most important piece of this puzzle:  JOBS.

Anybody who knows anything about human nature knows that having a job and earning a living from it is a critical building block for human dignity.  That's what St. John Paul II meant when he said that "work is for man, not man for work."  With a job--and the income--man has dignity, and can build a family--both of which objectives should be supported by a Government.  Walker knows this, and so does Donald Trump.  That's why Trump will be re-elected, friends.

Libertarians may know it, but don't really give a damn.  See, e.g., Ben Shapiro.  Their thing?  Whatever makes more money plus sex, drugs, and rock-n-roll.  Borders?  Nations??  Human dignity????  Pish-Posh.

None of that matters to the Milwaukee "news" paper--the only thing that matters is finding ways to piss all over Walker.

A Decade of Care: Hanes Launches 10th National Sock Drive to Help the Homeless; Tops 3 Million Donated Pairs

For the millions of people living homeless, a clean pair of socks is often described as “the gift of humanity.” Hanes, America’s No. 1 basic apparel, underwear and sock brand, is partnering with organizations fighting homelessness nationwide to deliver comfort to those who need it most through the Hanes National Sock Drive. The brand is marking 10 years of helping provide care and compassion during this year’s drive by:

  • Donating more than 250,000 pairs of socks directly to organizations fighting homelessness in all 50 states, along with Washington, D.C., and Puerto Rico. Since the program’s inception in 2009, Hanes has provided more than 3 million pairs of socks – one of the most requested items by relief agencies – to help the homeless.

  • Giving an additional pair of socks for every order of any apparel placed in December on Hanes.com. Socks will be provided to local homeless shelters.

  • Partnering with Rainier Fruit Company for its second “Pears for Pairs” campaign, which is currently running in United Supermarkets, Harris Teeter, Wegmans, and Lunds & Byerlys stores. From late September through January, Rainier is donating a portion of the proceeds from bulk and bagged pear sales to the Hanes National Sock Drive. In 2018, the Pears for Pairs campaign resulted in 20,000 pairs of socks being donated to five nonprofits.

“Homelessness is a community problem and it will take everyone’s support to help end the epidemic,” said Ashley Campbell, the agency’s outreach specialist. “Right now, some of your neighbors are living outside, in tents and under bridges, vulnerable to inclement weather and violence, stripped of dignity and our collective respect.

“There are so many ways to help,” Campbell continued. “Educate yourself about homelessness in your community, volunteer at your local agency fighting this issue or simply make a donation that would help a nonprofit save its limited resources.”

Jeffrey Tabor, director of TWO Men’s Ministry House for Compassion Outreach Ministries of Ohio, added that there is no donation too small to be used for good to fulfill a basic human need.

“Imagine the importance of just one pair of socks when you are focused on keeping your feet dry and warm during the cold winter months,” Tabor said. “That’s why we are so thankful for our partnership with Hanes, which has fulfilled an immediate, basic human need for so many people.”

Lytle underscores, however, that sometimes it all boils down to human contact. “Acknowledge people who are experiencing homelessness with a smile or hello,” he said. “By engaging with a person who is experiencing homelessness we are saying ‘I see you and you matter.’”

Janresseger: Beware: Opponents of Elizabeth Warren’s Education Plan Have a Vested Interest in Expanding School Privatization

In October, Elizabeth Warren released an exemplary plan for public education. As she campaigns across the country to be chosen as the Democratic candidate for President in 2020, I hope she will continue to advocate for the important principles in her public education plan.

In the past decade public schools in many places have been beleaguered by dropping state revenue in the 2008 recession and politicians further cutting taxes. And over several decades, a new philosophy of education has been acted into law by ideologues who promote corporate accountability driven by evaluating schools and teachers by students’ standardized test scores and punishing schools that fall behind in a system based on competition. Because aggregate test scores in any school have been shown by a half century of research to correlate with the family income of the students in the school, and because our society has become highly segregated by income, this system has shut down public schools in the poorest neighborhoods, produced state takeover of struggling big city schools and school districts, and prescribed school privatization—more charter schools and vouchers—as though it is a solution.

Warren’s plan turns away from corporate, test-and-punish school reform and calls for strengthening America’s public schools.  The plan demands that Congress quadruple the federal investment in Title I, the 1965 Great Society program to support public schools serving concentrations of children in poverty. Warren’s plan calls on Congress fully to fund the Individuals with Disabilities Education Act, a federal program which mandates that schools provide specialized services for disabled students. In 1975, Congress promised to fund 40 percent of IDEA’s cost, but last year Congress continued years of underfunding when it chose to fund only 15 percent of the IDEA’s mandated programming.  Warren calls for adding 25,000 Community Schools, making these public schools into neighborhood centers for families in impoverished neighborhoods—with schools housing wraparound health, social service, and after school and summer programs right in the school building.  Warren calls for strengthening English language education for students whose primary language is not English, and she insists that the Department of Education’s Office for Civil Rights be strengthened after four years of Betsy DeVos’s weakening civil rights enforcement.

Warren also calls for reining in out-of-control diversion of public school funds to privatized charter schools and vouchers.  Warren would not only ban for-profit charter schools but she would also ban the lucrative arrangements by which states now permit nonprofit charter schools to be operated by for-profit management companies, which reap massive profits from our tax dollars.

Finally, Warren advocates ending the federal Charter Schools Program (CSP), a stream of federal grant money used by states authorizing charter schools and charter management organizations to start-up new charter schools. In a scathing report, Asleep at the Wheel, released last March, the Network for Public Education found that the federal Charter Schools Program, launched in 1994, has awarded $4 billion in federal tax dollars to start up or expand charter schools across 44 states and the District of Columbia.  This program has provided some of the funding for 40 percent of the charter schools across the country, but, as the Network for Public Education has shown, at least a third of the schools receiving CSP dollars either never opened or opened and then quickly shut down due to financial or academic problems. The findings by the Network for Public Education are mirrored in a series of  biennial investigations, beginning in 2012 by the U.S. Department of Education’s own Office of Inspector General, which has repeatedly condemned this program for lack of record keeping and the utter absence of oversight of states’ and charter management organizations’ use of the funds.

It shouldn’t be surprising that supporters of the rapid expansion of charter schools have begun condemning Warren’s education plan. Warren makes a solid case for curtailing the publicly funded expansion of privatized alternatives to public schools.  Advocates for  public education, however, strongly endorse Warren’s plan and dispute the arguments of the charter school supporters who are criticizing it.

Three weeks ago, in the Washington PostCarol Burris published a column to refute arguments being made against Warren’s education plan by charter school supporters.  Burris, was one of the authors of the Network for Public Education’s Asleep at the Wheel report.  In her column, Burris points out that in 2018, under U.S. Education Secretary Betsy DeVos, the federal Charter Schools Program was expanded to include a new funding stream, the National Dissemination Grants Program, under which DeVos began awarding federal grants from the CSP to charter school advocacy organizations themselves. In 2018, for example, under the new National Dissemination Grants Program, the National Alliance of Public Charter Schools received a federal grant of $2,385,960.  Burris explains: “The new National Dissemination Grants Program has… been a financial windfall for charter advocacy groups … Grants to private organizations totaled $16 million in 2018, federal records show.  Joining the National Alliance were the National Association of Charter School Authorizers and the California Charter Schools Association….”

Burris describes strong condemnation of Warren’s plan, for example, by Nina Rees, the president and CEO of the National Alliance for Public Charter Schools, who responded to the release of Warren’s plan in a fundraising letter: “Today Presidential candidate and Senator Elizabeth Warren called to end federal funding for the expansion of charter schools… Please contribute to the Charter Schools Action PAC today.”

Burris also describes resistance from Tom Torkelson, the leader of one of the nation’s largest chains of charter schools, IDEA Charter Schools. Burris explains: “Torkelson, the CEO of the IDEA charter chain has a… vested interest in the preservation of the Federal Charter Schools Program.  IDEA Charter Schools has received $225,000,000 from the Charter Schools Program since 2010. In 2018, IDEA had nearly $900 million in assets. That year, Torkelson earned over $550,000 from the charter chain and its related organization….” When Elizabeth Warren released her education plan, Torkelson sent this to his allies: “Senator Warren has proposed to cut the entire charter schools federal program. We need your help today.”

Finally Burris quotes Richard Barth, CEO of the KIPP Foundation and one of the founders of the huge Knowledge is Power Program (KIPP) charter school chain.  Barth condemned Warren’s education plan in a fund raising plea from the National Alliance for Public Charter Schools PAC. He wrote: “Friends, We can’t let Senator Warren’s plan of cutting charter school funding become reality.”  Burris adds that in 2010, KIPP charters received $218,457,063 from the federal CSP.

In a second column last week, Burris responds once again to charter school advocates’ attacks on Elizabeth Warren’s education plan.  In her recent column, Burris is joined by Kevin Welner, director of the National Education Policy Center at the University of Colorado at Boulder and a professor of education policy.  The Washington Post’Valerie Strauss published the column from Burris and Welner, and she adds that Welner, “was among the researchers consulted by Warren’s policy team as they drew up her education plan—but they (NEPC researchers) had no involvement in, or awareness of, this commentary” by Burris and Welner.

Burris and Welner confront charter school operators who have said they would lose essential dollars if the federal Charter Schools Program were eliminated. Burris and Welner note that because charter schools, like traditional public schools, receive federal Title I dollars and IDEA dollars, charter schools would gain more from Warren’s plan than they would lose from the elimination of the federal CSP: “Consider two… elements of Warren’s education plan.  First, she proposes quadrupling Title I funding so that it rises to levels that have long been pledged by Washington politicians but never actually reached. Secondly, and similarly, she would more than double federal funding for students with special needs served under the Individuals with Disabilities Education Act (IDEA)—again aiming for levels long promised but never fulfilled.”

Burris and Welner criticize charter schools for serving fewer English language learners, fewer students with disabilities, fewer homeless students, and fewer students eligible for subsidized lunch than the traditional public schools in their neighborhoods.

Burris and Welner add that federal Charter Schools Program grants have disproportionately been awarded to the enormous chains of charter schools which enrich their operators with huge salaries: “(A) greatly disproportionate amount of the funding has been funneled to large Charter Management Organizations.  The Success Academy charter chain in New York City, for example, has received $47,540,399 from CSP, even as it paid its CEO nearly $800,000 in 2016.”

Last week, charter advocates gathered in a public demonstration against Warren’s education plan.  As Warren addressed an audience at Clark Atlanta University, a crowd of charter school advocates in matched t-shirts showed up to challenge her proposal to cut support for charter schools.  It turns out that this was not a spontaneous grassroots protest; instead the crowd was recruited by charter school support organizations from across the country and led by Howard Fuller, the charter school advocate who also led organizing for the Milwaukee voucher program twenty years ago.  Chalkbeat‘s Matt Barnum reports: “Fuller, former Milwaukee schools chief and advocate for private school vouchers, told Warren that her language is helping anti-charter efforts across the country. A number of states, including California, Illinois, and Michigan, have recently moved to limit charter schools or cut their funding.”

Who were the people at the Clark Atlanta University protest? Barnum reports: “Fuller told Chalkbeat that roughly 200 people from a number of overlapping groups took part in the protest. That included the Freedom Coalition for Charter Schools, a group that Fuller started with Connecticut charter school leader Steve Perry. They (protest organizers) worked with the Powerful Parent Network—a collection of groups in Atlanta, Nashville, Memphis, and elsewhere… They were funded by an online campaign, which has raised over $16,000 from a mix of small donations and several anonymous $1,000 contributions.”  One of the participating groups, Memphis Lift, “has received $1.5 million from the Walton Family Foundation since 2015.”  Another participating group was the Oakland Reach: “(M)ost of the staff of the Oakland Reach, a parent group, was in Atlanta for the protest.  The Oakland Reach is funded by local and national foundations, including Walton and The City Fund, which is backed by John Arnold and Read Hastings… Bryan Morton, who leads a Camden group supported by The City Fund, was also present.”

Elizabeth Warren’s education plan is radical, ironically, simply because it supports America’s traditional system of public schools. While advocates for charter schools imagine using public tax dollars to create escapes for a small percentage of students from public schools into an unregulated education sector which has, incidentally, become saturated with corruption and academic failure, Warren’s plan aims instead to ensure well funded, high quality public schools in every school district.  Warren is suggesting the kind of adequate funding, for example, that public school teachers, on strike in Chicago, bargained for last month when they won a promise for an additional $35 million every year to restore reasonable class sizes across the district’s schools. The size of that increase alone for class size reduction is the clearest indication I have observed of how totally out-of-kilter funding for education has become in many states. Similarly, a central demand by striking teachers in Los Angeles was for the most basic level of staffing in every public school—including a school nurse, a certified librarian, a social worker, and an adequate number of guidance counselors.

Whatever happens with Warren’s candidacy in the Democratic primary election season, I hope she won’t back off her plan to demand justice for the public schools which serve nearly 50 million children and adolescents across the United States.

WI GOP Senators leave homeless kids, vets out in the cold

Yes, it's cold outside.

If the nasty weather on your doorstep or TV doesn't register with you, just remember what Milwaukee looked like last winter.



And, yes, Republican State Senators voted against releasing funds to combat homelessnesseven though, a) they know it's cold outside. 

And, b) the funding had been approved in bi-partisan votes in the GOP-controlled Joint Finance Committee and State Assembly.

But c) the funding died in the GOP-controlled State Senate, even with a "no" vote from an original sponsor, River Hill's long-time Sen. Alberta Darling.

Of the 4,907 homeless in January 2018, 660 were family households, 332 were veterans and 527 were experiencing chronic homelessness, according to the U.S. Interagency Council on Homelessness.
Here is more Wisconsin data. Every person enumerated here has a name.
As of January 2018, Wisconsin had an estimated 4,907 experiencing homelessness on any given day, as reported by Continuums of Care to the U.S. Department of Housing and Urban Development (HUD). Of that Total, 660 were family households, 332 were Veterans, 246 were unaccompanied young adults (aged 18-24), and 527 were individuals experiencing chronic homelessness. 

Public school data reported to the U.S. Department of Education during the 2016-2017 school year shows that an estimated  18,592 public school students experienced homelessness over the course of the year. Of that total, 274students were unsheltered, 2,675 were in shelters, 1,305 were inhotels/motels, and 14,338 were doubled up.
And why are these Wisconsinites left even more exposed by politicians we taxpayers pay about $50,000 a year, plus cellphone, food, gas and per diem hotel money when they feel they need it, as the weather turns:

To maintain Republican purity on 'welfare' - -a/k/a/ keeping people alive - - and specifically so GOP Senate Majority Leader Scott Fitzgerald could maintain an appropriate, politically-functionally distance from social services funding which might have cost him exactly zero votes in the special US Congressional election he is going to win, handily.

In a safely gerrymandered GOP district.


And, no, I don't know how these GOP pols sleep at night, though I am sure they're toasty warm.


          

New Foxconn study demands Walker get in-depth scrutiny by 12/3 media panel

Given a stunning, independently-compiled expose about his crashing Foxconn  debacle - - 
- - what great timing by Wis Politics and the Milwaukee Press Club:
Former Governor Scott Walker to Speak at Newsmaker Luncheon
Walker will take questions from a panel of journalists and from the audience at the luncheon, set for 11:45 a.m. to 1:30 p.m. at the Newsroom Pub, 137 E. Wells St. 
Questioners should pierce Walker's talking points and default to deflection and force him to explain why he put his re-election campaign above the public treasuries by routing unjustifiable and unsustainable subsidies and privileges to Foxconn, as a new, independent study lays out dispassionately:
The [George Mason University] Mercatus Center’s study, “The Economics of a Targeted Economic Development Subsidy,” looks at the economic case for and against economic development subsidies, focusing on Wisconsin’s pledge of $3.6 billion in incentives to Taiwan-based electronics manufacturer Foxconn Technology Group.
“The weight of economic theory suggests that these subsidies do not work and may even depress economic activity,” according to the study. “We show that under realistic scenarios the subsidy may depress state economic activity by tens of billions of dollars over the next 15 years.”
I have been following this story for 30 months and maintain a running archive about it all, here.
A Foxconn Fever primer
The new study is full of hared economic science and amazing/depressing tidbits which should be run past Walker. 

He'll never read it because he's free of accountability and prefers now to fly around the country making speeches and sampling airport food, but I urge the public and the luncheon's media guests and panelists to read it in full before the question period begins:

Some memorable excerpts from the study:
 A footnote in a chart shows the full cost of the $252.3 million in I-94 system highway expansion near Foxconn, and fast-tracked by Assembly Speaker Vos (my commentary on that, here) for the company's benefit actually exceeds $408 million, given interest added through years of borrowing: 
*Page 9:"...to pay off $252.4 million in general obligation bonds for roadway construction. This committment will cost $408.3 million over 20 years; $306.225 million is 15 years’ worth of payments."
*Page 21:"...from 2018 to 2032, Wisconsin GDP will total $6.3 trillion. The higher taxes to fund a Generation 10.5 plant subsidy will be associated with economic losses in the range of $5.7 billion to $34.3 billion over that time period. Higher taxes to fund the subsidy for a Generation 6 plant will be associated with economic losses in the range of $1.8 billion to $10.6 billion." 
*Page 27: In a discussion of "X-inefficiency," or 'slack.' "In the case of Foxconn, X-inefficiency sug-gests that Wisconsin’s subsidy will allow the com-pany to waste up to $231 million annually (on aver-age) in unnecessarily high production costs, as this is the size of the annual subsidy (see table 1)." 
*Page 32: "Targeted economic development subsidies follow a pattern that is common to many government transfers: those who benefit from these subsidies are few in number, whereas those who pay for them are numerous. Foxconn is again illustrative: just one firm stands to receive a $3.6 billion subsidy while some 16,000 other Wisconsin businesses must pay a corporate income tax that could be reduced by 22 percent in the absence of that subsidy."  
[From *Page 19Similarly, the state's flat fuel tax of $0.309 per gallon could be lowered by 18.92 percent down to $0.25 per gallon. Or, more broadly, overall tax revenue could be reduced by 1.07 percent.
And by the by - -
Page 8:"...a recent state audit has found that, on average, firms receiving Wisconsin subsidies create only about 34 percent of promised jobs. 


          

New US anti-cruelty law likely won't end WI-subsidized hound-wolf fighting

Glad to see that animal cruelty is finally a Federal crime.

However, the fresh legal protections will probably not prevent the continuing release of hounds to their deaths in known Wisconsin wolf activity areas because the new Federal law, as reported in Washington Post piece above, has exemptions for "recreational activities," including hunting, and other "animal management activities," as indicated in the above Washington Post story.

Needless to say, the hundreds of bear-chasing hounds that have been thrown into fatal jeopardy by their owners in recent decades did not find their violent deaths a matter of recreation or sound animal management. 

Not to mention the damage regularly inflicted on wolf dens which nurture the highly-structured wolf packs - - that, in turn, help cull weak or sick deer and otherwise contribute to healthy forests, science has shown

And additionally left in place: the stress on bears being harassed, chased and treed by packs of bear hounds running free during legal, bear-hunt 'training.'

And while the dead hounds' Wisconsin owners get paid routinely and handsomely by the state (us) for their (dogs') trouble, it's worth asking again if this only-in-Wisconsin dead-hounds-for-cash plan is a matter of sound fiscal management, too:

2 more WI hounds thrown to wolves. Total DNR reimbursements to owners will exceed $800k 
The number of hounds killed in this homegrown, state-sanctioned and subsidized fashion is well over 300, and counting, according to this DNR reimbursement chart - - with more wolf-dog encounters sure to kill more hounds because this year's bear hunting 'training' season runs through Aug. 31. 
That's a lot of hunting dogs who had no say in the matter, and $800,000+ in public funds not available for public purposes. 
And while the state encourages these fatal wolf-dog fights and pays off the hounders, dog-on-dog fighting statewide is a felony.  
What kind of sick double standard is that?

At the time of the murders of the FBI agents, Peltier had an outstanding warrant for the attempted murder of a Milwaukee police officer. Shortly after the murders of the FBI agents, an Oregon state trooper pulled Peltier's car over. Peltier shot at the state cop and fled on foot. In Peltier's car, under the seat, was found one of the FBI agent's handguns, in a bag, with Peltier's fingerprint on it. Peltier then fled to Canada, where he was arrested by the Canadian police. He told those cops he would have killed them, if he had known they were coming for him. He also told those cops that he thought the FBI agents who came to the reservation were there for him, because of the outstanding Milwaukee warrant (they were actually there looking for someone else for an armed robbery and assault charge, but the FBI believed that the guy they were looking for was in Peltier's car.) Peltier admitted shooting at the FBI agents both in a 1991 60 Minutes interview and in his 1999 memoirs. He just claims that he wasn't the one who fired the fatal shots. More than 125 rounds were fired at the 2 FBI agents, which wounded them several times, but the final shots were done at close range, execution style. At one point Peltier escaped prison and robbed someone at gunpoint. Peltier is not a political prisoner. Whether or not you believe he fired the fatal shots, he is, by his own admission, guilty of several attempted murders.

The seas, lakes and oceans are now pluming deadly hydrogen sulfide and suffocating methane. Hydrogen sulfide is a highly toxic water-soluble heavier-than-air gas and will accumulate in low-lying areas. Methane is slightly more buoyant than normal air and so will be all around, but will tend to contaminate our atmosphere from the top down. These gases are sickening and killing oxygen-using life all around the world, including human life, as our atmosphere is increasingly poisoned. Because both gases are highly flammable and because our entire civilization is built around fire and flammable fuels, this is leading to more fires and explosions. This is an extinction level event and will likely decimate both the biosphere and human population and it is debatable whether humankind can survive this event.




A. More fires and more explosions, especially along the coasts, but everywhere generally.
B. Many more animal die-offs, of all kinds, and especially oceanic species.
C. More multiples of people will be found dead in their homes, as if they'd dropped dead.
D. More corpses found in low-lying areas, all over the world.
E. More unusual vehicular accidents.
F. Improved unemployment numbers as people die off.

AT&T's 5G network launching to consumers soon alongside Note 10+ 5G

AT&T first launched its 5G network nearly one year ago, but it's only ever been available to business customers. That'll finally be changing soon.

AT&T will launch low-band 5G coverage for consumers in the coming weeks. It'll be available in five markets at first: Indianapolis, IN; Pittsburgh, PA; Providence, RI; Rochester, NY; and San Diego, CA.

The big blue carrier says that it'll launch its 5G network in several more markets soon, and those include Boston, MA; Las Vegas, NV; Milwaukee, WI; New York City, NY; San Francisco, CA; Birmingham, AL; Bridgeport, CT; Buffalo, NY; Louisville, KY; San Jose, CA; and others. AT&T plans to have nationwide 5G coverage in the first half of 2020.

Also launching is the first smartphone that'll have access to AT&T's 5G network. The Samsung Galaxy Note 10+ 5G is AT&T's first low-band 5G phone, and it'll be available for pre-order starting November 25th. Pricing will be set at $43.34 per month for 30 months or $1,299.99 full retail.

Customers who want to sign up for 5G will be able to get it for no extra charge on AT&T's Unlimited Extra and Unlimited Elite plans, which cost $75 and $85 per month, respectively.

Finally, it's worth noting that this 5G coverage is a bit different than AT&T's other 5G offerings. The 5G network that's launching to consumers in the coming weeks uses low-band spectrum, which is better at traveling longer distances and penetrating buildings but isn't as fast as millimeter wave (mmWave) spectrum.

5G+ uses that mmWave spectrum, and it's the brand of 5G that AT&T currently offers to business customers in parts of 21 cities. AT&T says it plans to offer its 5G+ coverage in parts of 30 cities in early 2020.

And then there's 5GE, which is AT&T's name for its LTE-Advanced coverage. 5GE uses technologies like 4x4 MIMO, 256 QAM, and carrier aggregation to offer faster download speeds. It's avialable in more than 500 markets and is supported on many smartphones, including the iPhone 11, iPhone 11 Pro, and iPhone 11 Pro Max; iPhone XS and XS Max; iPhone 8 and 8 Plus; Galaxy Note 9 and Note 10; Galaxy S9 and S10; and the LG G8 and V40.

BWW Feature: Change in Leadership and 2020 Season Announced at New Mexico Actors Lab

New Mexico Actors Lab founder Robert Benedetti announced today that co-Artistic Director Nicholas Ballas has been named the group's sole Artistic Director, and that Benedetti will now serve as Managing Director in concert with Mr. Ballas.

Ballas performed in a number of regional repertory companies before moving to Santa Fe where he worked with The New Mexico Repertory Theatre and Shakespeare in Santa Fe. In the 80's and 90's he founded and operated the Santa Fe Actors' Theatre. Notable New Mexico appearances include Prospero in The Tempest, Ahab in Mother Road's production of Moby Dick, Dostoevsky in Jewel in the Manuscript, the world premiere of Cascarones at Teatro Paraguas, and Ironweed's production of Death of a Salesman and The Crucible.

Since joining with Benedetti, Jonathan Richards, and Barbara Hatch to found NMAL, he has appeared with the company in many productions including Sylvia, Quality of Life, Art, Ages of the Moon, A Doll's House, Part 2, and No Man's Land. He also has numerous film and TV credits, including the title role of the independent film The Incredible Voyage of Captain Hook, and currently has a recurring guest starring role in the Netflix series, Roswell. Mr. Ballas holds an MFA from the California Institute of the Arts, where he studied when Benedetti was Dean of Theater there.

Benedetti was an early member of Chicago's Second City Theatre. He served as Head of the Acting Program at the Yale Drama School and Dean of Theater at The California Institute of the Arts. He was Company Director of the Milwaukee Repertory Theater and has directed at many regional theaters, including the Tyrone Guthrie Theater and the Oregon, Colorado, and Great Lakes Shakespeare festivals. As a film/TV producer he won three Emmys, two Humanitas Prizes, and a Peabody Award. He is a member of the College of Fellows of the American Theater at the Kennedy Center.

Ballas has announced his choices for the 2020 season, the group's fifth. They are:

MAY 7 - 24: SHINING CITY BY Conor McPherson, DIRECTED BY JEFF WARE

The first play will be performed at the group's traditional home at Teatro Paraguas. When the play opened on Broadway in 2006, Ben Brantley said in the New York Times, "the quiet, haunting and absolutely glorious new play by Conor McPherson ... is as close to perfection as contemporary playwriting gets... there's not a word or pause that doesn't feed the work's theme... and what turns out to be the most shocking ending on Broadway." Nominated for two Tony's, the play won the Obie for its 2016 revival.

JUNE 4 - 21: THE CHILDREN BY Lucy Kirkwood, DIRECTED BY Robert Benedetti

Also at Teatro Paraguas, The Children is a play written by Lucy Kirkwood which premiered in London in 2016 and then on Broadway in 2017, and was produced at Chicago's Steppenwolf this year. Inspired by the Fukushimi tragedy in Japan, the play received two Tony Award nominations. The New York Times said, "In Lucy Kirkwood's chilling play, the meltdown of a nuclear power plant is not just an environmental crisis, but an existential one."

JULY 9 - 26: RADIANT VERMIN BY Philip Ridley, DIRECTED BY NICHOLAS BALLAS

The group's last production at Teatro Paraguas in 2020, Ben Brantley called this play "nasty and energetic fun." When a young couple is offered an ideal house by a mysterious stranger, it prompts the question: How far would any of us go to get our dream home? A fast-paced, pitch-black comedy, Radiant Vermin is a provocative satire about the housing market, homelessness, and inequality.

AUGUST 6 - 23: THE CRADLE WILL ROCK BY Marc Blitzstein, DIRECTED BY Robert Benedetti

For NMAL's first production at the Swan Theater and also its first musical, Benedetti will recreate the infamous 1937 opening night of this "labor opera" when the WPA forbade the opening of Orson Welles' production of this incendiary show inspired by Bertolt Brecht. Defying the WPA ban, Welles and producer John Houseman moved the expectant audience to a vacant theater where the show went on without sets, costumes, or lights, with Blitzstein alone at a rented piano. Forty years ago, Benedetti worked with Houseman to recreate this milestone of the American theater and he has subsequently directed four others. The NMAL production will be his third with noted composer/pianist Christian Matjias Mecca as Musical Director and performing the role of Blitzstein.

SEPTEMBER 10 - 27: REASONS TO BE PRETTY BY Neil LaBute, DIRECTED BY NICHOLAS BALLAS

The fifth and last production of the 2020 season will also be at the Swan Theater. This 2009 play by Neil LaBute, his first to be staged on Broadway, was nominated for a Tony and a Drama Desk Award. Ben Brantley said of this play "you realize anew what a sensitive ear Mr. LaBute has for the uncommonness in common speech - of the individuality within everyday language - and for how people of all levels of education and eloquence use words as instruments of power... The plot centers on four young working-class friends and lovers who become increasingly dissatisfied with their dead-end lives and each other... it is the final installment of a trilogy that focuses on modern-day obsession with physical appearance."

All five plays will be performed Thursday, Friday, and Saturday nights at 7:30 PM, and Sundays at 2 PM for three weeks each.

Season tickets are $100 for all five plays and season subscribers receive preferred seating. Individual tickets are $25, $5 for persons under eighteen. Tickets will go on sale in January at the company's website, www.nmactorslab.com.
