And the signs are everywhere.Last week, Saudi Arabia, the United Arab Emirates and Bahrain played their first games of the 2019 Arabian Gulf Cup in Qatar after a last-minute decision to take part -- an apparent breakthrough in a 30-month feud that saw them halt trade and flights over Qatar’s links with Iran and support for Islamist groups.Meanwhile, the Saudi-led coalition that’s fought Iranian-backed Houthi rebels in Yemen since 2015 began releasing jailed Houthis, as efforts to end the conflict gather momentum. Oman is quietly hosting high-level meetings, according to people familiar with the matter, and even Iranian President Hassan Rouhani has hinted at direct channels with the U.A.E.Spooked by the prospect of a catastrophic war with Iran and its proxy militias across the region, Gulf monarchies are in the midst of a strategic rethink. The U.A.E., whose economic model relies in large part on its international links, quickly realized it had most to lose from a military escalation. It had removed most of its troops from Yemen by the end of a turbulent summer that saw oil tankers targeted and a U.S. drone downed in the Gulf without significant American response.While the humanitarian catastrophe unleashed by the Yemen war trained an unwelcome spotlight on Saudi Arabia, it took a brazen strike on Saudi oil installations -- which knocked out half the country’s crude production -- to ram home the risks and prove that Trump was not about to ride to his allies’ rescue.“The attacks shattered any illusion of this magical U.S. security umbrella,” said David Roberts, an assistant professor at King’s College London who studies the Gulf. “It burst the bubble and showed that Iran had the willingness to both do something astonishing like the attack on Aramco facilities and the capability to carry it out.”Iran denies U.S. and Saudi assertions it carried out the Sept. 14 strikes, pointing to Houthi claims of responsibility. But people familiar with investigations into the attacks say they were almost certainly launched from southwestern Iran -- an explosive escalation in Tehran’s pushback against an economic offensive unleashed by Trump and enthusiastically backed by the Saudis.The Trump administration withdrew last year from the 2015 deal meant to prevent Iran from developing a nuclear bomb, and reimposed sanctions that have crippled its oil exports. But the “maximum pressure” policy is designed to coax Tehran into more concessions not to drag the U.S. into a new Middle East war just as it draws down troops in Syria.Rolling back Shiite Muslim Iran’s power remains a priority for the Sunni Gulf Arab leadership. There’s an increasing recognition, however, that no one stands to gain from a military escalation in the world’s top oil-exporting region.Saudi Arabia’s Center for International Communication didn’t respond to an email seeking comment. The U.A.E. declined to comment. But in a Nov. 10 speech, Minister of State for Foreign Affairs Anwar Gargash said he saw “a path to a deal with Iran that all parties might soon” be ready to embark on if Tehran demonstrated commitment.War to ‘Cold Peace’In search of a breakthrough, Pakistani Prime Minister Imran Khan, a former cricketer elected with the backing of a powerful army that provides extensive support for the Saudi military, shuttled between Tehran and Riyadh in October. He met Iran’s supreme leader, Ayatollah Ali Khamenei and Rouhani, as well as Saudi Arabia’s King Salman and Crown Prince Mohammad bin Salman, describing talks as “encouraging.”Khan said he traveled at the request of Trump and Saudi Minister of State for Foreign Affairs Adel Al-Jubeir said the diplomacy wasn’t prompted by the kingdom. But deepening unease in the Gulf catalyzed the effort.Turning these overtures into lasting peace between countries that have grown further apart since the 1979 Iranian revolution remains far off.The Gulf states resent Iran’s deep reach into Arab nations. While ongoing protests in Iraq and Lebanon suggest Iran has reached the limit of its regional influence, they are unlikely to reverse political and military advances decades in the making.“Cold peace is possible but we are certainly far from a grand bargain,” said Afshin Molavi, senior fellow at the Foreign Policy Institute at Johns Hopkins. “For that, both Riyadh and Abu Dhabi would have to accept a role for Iran in Arab countries such as Iraq, Syria, Lebanon and Yemen.”As they explore ways forward, Gulf states are moving at different speeds.The U.A.E. broke with the U.S. and Saudi Arabia by not naming Iran as the culprit behind attacks in May and June on oil tankers as they sailed toward the Strait of Hormuz, the world’s foremost oil shipping chokepoint.It sent coast guard officials to Iran for the first time in six years and Rouhani hinted at other meetings with senior U.A.E. officials. “We’re moving toward improved relations,” he said Oct. 14. Saudi Arabia is catching up.Washington built a multilateral naval operation to protect shipping in the Gulf after the attacks and sent more troops to Saudi Arabia. Both actions resulted in a “down tick” in Iranian actions,” U.S. Defense Secretary Mark Esper said Nov. 13. “The Iranians should not mistake our restraint for weakness.”Where the U.S. holds back, however, others are crowding in. Besides his role in saving Bashar al-Assad’s regime, Russian President Vladimir Putin has forged a partnership with Iran, created an oil alliance with Saudi Arabia and built ties with Egypt’s Abdel-Fattah El-Sisi, who was warned by the U.S. last month against plans to purchase Russian jets.Putin traveled to Saudi Arabia and the U.A.E. in October after visits by the Saudi king and the U.A.E.’s de-facto leader Mohammad bin Zayed to Moscow.         A pink slip from your own mother? Oh, Prince Andrew…

        My husband had relatives who ran a family business – 3 generations (and multiple branches) worth, at one point – so I understand that working en famille can be fraught with all sorts of fraughty things. And it’s got to be even worse when everything your family does is out in the public. Let alone when everything your family does is paid for by the public. Let alone when you yourself have led a somewhat feckless and dissolute life – feckless and dissolute even by the standards of the British Royal Family.

        As is the case of Prince Andrew, Duke of York whose lost a cushy gig cutting ribbons, showing up for exhibitions, and doing whatever else “full-time working members” of the royal family do. As gigs go, Prince Andrew’s was pretty good. He was paid quite a bit – plus travel and expenses - with no heavy lifting in return.

        It was a job – the only one he’s held in the nearly 20 years since he left the Royal Navy - that gave him plenty of time to swan around with charmers like Jeffrey Epstein. And maybe even – as is alleged – plenty of time to do something a bit more than swan around with some of the teenage girls that Epstein specialized in exploiting.

        The precipitating event that prompted Queen Elizabeth to give the royal pink slip to her second son was an interview Andrew did with .the BBC in which he attempted to explain away his relationship with Epstein.

        It was pretty much a fiasco.

        There was his failure to show much sympathy for the Epstein’s victims.

        He said that he’d stayed at Epstein’s place in New York, even after Epstein had done time as a convicted sex offender, because it was “convenient.” And, I’m sure, the price was right.

        Andrew also gave a laughable – even if it is true – explanation of why a woman who claims to have had Epstein-forced sex with Andrew on three occasions is not being truthful. Among other things, Virginia Giuffre has said that Andrew was a sweaty dancer.

        Tut, tut, saith the prince. It couldn’t possibly be moi. Not that royals don’t sweat. It’s that Andrew has a condition, stemming from his war action in the Falklands, that prevents him from sweating.

        Andrew was allowed to say that it’s his choice to withdraw from royal duties, but the decision was the Queen’s, with a big boost from Andrew’s older brother, who told their mother that Andrew’s behavior was putting a serious hurt on the monarchy. (Oh, not that…)

        Off with his head! Or his income, at any rate.

        The cut off will be painful.

        The prince's access to public money to fund travel and expenses will end.

        For example, a three-day visit to Bahrain by the prince on behalf of the UK government in April 2018 cost £16,272, paid for by the taxpayer-funded Sovereign Grant.

        And many of the organizations that Andrew has been associated with are pulling back. No one, it seems, wants Prince Andrew’s name and style on their letterhead.

        It’s not just Andrew who’s losing out. Andrew has tried to put his daughters – Beatrice and Eugenie – on something closer to the economic footing that William and Harry (who are much closer in the line of succession) enjoy. If anything, the girls may find their paid appearances pared down. And there may not be much appetite for paying a $2M bill for Beatrice’s upcoming wedding, which they did for Eugenie.

        Bet that’s not gong down all that well with Bea.

        Although Andrew’s financial wings have been clipped, he does have a little something to fall back on: his allowance. 

        There is also an annual payment to the prince from the Privy Purse - the Queen's private income - recorded in 2011 as being £249,000.

        A princely enough sum for most people, but one which precludes pricey trips to Bahrain.

        Asked about whether this funding would continue, Buckingham Palace said only that the Duke of York's office was funded privately by the Queen.

        And he’s not being kicked out of his free housing, either.

        Freed up from royal duties, Andrew will have more time to devote to legal matters.

        Lawyers for Epstein's victims have urged the prince to speak to US police.

        Andrew’s getting a lot of advice here about whether to go voluntarily or wait to be called. I did read somewhere that his personal lawyer has warned him to stay out of the United States for the rest of his life.

        Even if there’s no criminal actions against him, it’s easy to imagine a victim getting a civil judgement that would entitle them to a few coins from Andrew’s Privy Purse allowance.

        In case you’re worried that we won’t be hearing any more from Prince Andrew, “it will not be a complete retirement” for him.

        It is understood the prince will continue to support his entrepreneur programme, Pitch@Palace, although it will take place separately from the palace.

        So he’ll need a new brand. Pitch@BackseatOfMyBentley?

        Prince Andrew's attendance at Royal Family engagements, such as the Trooping of the Colour, Remembrance Sunday or Christmas at the family's estate in Sandringham, Norfolk, is not thought to be affected.

        Mostly, however, “his public life is over.”

        And the monarchy is shaken.

        Yeah, well, shaken but maybe not stirred to do much about real reform.

        Andrew’s parents – Elizabeth (93) and Philip (98) – have both lived to great old age, so Andrew, who’s just 59, could have a good few decades in front of him.

        But is he employable? Forget about age discrimination. How many jobs are there for someone who was a royal glad-hander? With atrocious judgement.

        Poor Andrew may need to get by on his allowance. Or maybe he could sell his story to a tabloid. Wouldn’t that just make the royals crazy…

        QU’s SESRI conducts survey to gauge views on the 24th Arabian Gulf Cup

        During November 19-22, 2019, the Social and Economic Survey Research Institute (SESRI) at Qatar University (QU) surveyed nationally representative samples of Qatari citizens (n = 695) and white-collar residents (n = 721) on the upcoming 24th Arabian Gulf Cup. Responses to a short telephone survey revealed that both Qataris and white-collar expatriates are quite aware of the forthcoming Gulf Cup and are positive about its potential impacts.

        The vast majority of Qatar’s citizens and white-collar residents are aware of the participation of Bahrain, Saudi Arabia, and the United Arab Emirates in the 24th Arabian Gulf Cup to be held in Doha, Qatar.
        Overall, the vast majority of Qatari nationals (92%) and white-collar expatriates (84%) reported being aware of the upcoming 24th Arabian Gulf Cup, which is being held in Doha, Qatar from November 26 to December 8, 2019. Moreover, 95% of Qatari nationals and 87% of white-collar expatriates are aware of the participation of Bahrain, Saudi Arabia, and the United Arab Emirates (UAE) in the games.

        Qatari nationals (82%) and white-collar resident expatriates (94%) in large numbers said that they welcome the participation of Bahrain, Saudi Arabia, and the UAE in the 2019 Arabian Gulf Cup.

        With regard to whether football fans from Bahrain, Saudi Arabia, and the UAE should be permitted to fly directly to Doha to attend these games, the results differ between Qatari nationals and expatriates. About one quarter (24%) of Qatari nationals think the fans should come directly to Doha, whereas nearly two-thirds (63%) want them to come to Doha indirectly via Kuwait or Oman. By contrast, among white-collar expatriates,a majority (58%) feel that the fans should travel directly to Doha and 25% indirectly through Kuwait or Oman. The remainder of both groups responded that they did not know.


        The majority of white-collar expatriates and about half of Qataris think that the participation of Bahrain, Saudi Arabia, and the UAE in the 24th Arabian Gulf Cup in Doha is likely to lead to the end of the blockade of Qatar.

        Nevertheless, the survey indicates that Qatari nationals and white-collar residents hope that the games will lead to an end of the blockade of Qatar. About half (48%) of Qatari nationals and slightly more than three-quarters (76%) of white-collar expatriates think the participation of Bahrain, Saudi Arabia, and the UAE is either very likely (12% of Qataris) or somewhat likely (36% of Qataris) to lead to the end of the blockade. These percentages are significantly higher among white-collar expatriates (at 34% and 42%, respectively). The remainder of both groups were neutral or said they did not know.

        In terms of public awareness of the games, the Internet, social media, and the television were most commonly cited by Qataris and expats as their initial source of news about the Gulf Cup.

        A total of 1,416 Qatari nationals (695) and white-collar expatriates (721) completed the survey, yielding a response rate of 48.6 percent and a maximum sampling error for a percentage at the 95% confidence level of +/- 3.02 percentage points. The calculation of this sampling error takes into account design effects. The final dataset was weighted to adjust for probability of selection and non-response. SESRI thanks everyone who participated to ensure that public opinion would be fairly represented.

        Excellent article by Gabriel Sherman who is definitely the kind of writer you'd want on this beat. There is, however, one theme I'd like to push back on. We hear a lot about how powerfully charismatic and incredibly persuasive company co-founder Adam Neumann was.  How else would he convince men like Jamie Dimon that a laughably bad business plan was not only viable but would justify a valuation of almost fifty billion dollars?

        The trouble with that explanation is that we've seen a remarkably large number of these masters of mesmerism recently. Think of all the companies which, in the past decade or so, have raised huge amounts of money based on pitches that collapsed immediately under even mild scrutiny. They can't all be the work of superhuman salesmen.

        As an alternative, is it possible that the combination of a Randian worship of the wealthy,  conditions that made it easier than ever to luck into great fortunes and the rise of the credulity driven hype economy have all made it easier to find gullible people with way too much money?


        WeWork executives had long grown accustomed to Neumann’s belief that the laws of economics—even reality itself—didn’t apply to him. It was in the nature of unicorns that they bent reality, and that certainly had been true of WeWork. Fueled by $12 billion of venture capital and debt, Neumann grew WeWork in less than a decade from a single coworking outpost in SoHo into a 12,500-employee company with 500,000 users in 111 cities across 29 countries. But in 2018, WeWork had lost $2 billion and had a highly questionable business model—the company signed long-term leases and sublet space to freelancers and corporations on a short-term basis. Its valuation somehow kept rising.

        The company’s valuation put Neumann’s net worth at $4.1 billion—and his spending more than kept pace. “It was Succession craziness,” a colleague said. Neumann was chauffeured around in a $100,000-plus Maybach sedan and traveled the world on a $60 million Gulfstream G650. As reported in the Wall Street Journal, he and his wife, Rebekah Paltrow Neumann—Gwyneth’s first cousin—spent $90 million on a collection of six homes that included a 6000-square-foot Gramercy condo, a 60-acre estate in Westchester County, a pair of Hamptons houses and a $21 million mansion in the Bay Area that features a room shaped like a guitar. They employed a squadron of nannies for their five children, two personal assistants, and a chef. “Adam went through money like water,” a former executive said.

        In a way, the spending made sense, because Neumann himself was the product. He pitched himself to investors as a gatekeeper to the rising generation. A new way of working. A new way of living. Work was 24/7, coworkers were friends, office was home, work was life. For baby boomers who experienced office life as cubicles and bad coffee, his message was irresistible. “Every investor who walked through was sold,” a WeWork executive told me. They saw Neumann as a millennial prophet who did shots of Don Julio during meetings while preaching about the dawn of a new corporate culture, one in which the beer and kombucha flowed and MacBook-toting employees would love coming to work. After sitting with Neumann in his office, outfitted with a Peloton bike, infrared sauna, and cold water plunge, Steve Jobs biographer Walter Isaacson told Fast Company that Neumann reminded him of the Apple cofounder. Neumann later told colleagues that Isaacson might write his biography. (Isaacson never considered writing such a book.)

        Through a combination of egomaniacal glamour and millennial mysticism, the Neumanns sold WeWork not merely as a real estate play. It wasn’t even a tech company (though he said it should be valued as such). It was a movement, complete with its own catechisms (“What is your superpower?” was one). Adam said WeWork existed to “elevate the world’s consciousness.” The company would allow people to “make a life and not just a living.” It was even capable of solving the world’s thorniest problems. Last summer, some WeWork executives were shocked to discover Neumann was working on Jared Kushner’s Mideast peace effort. According to two sources, Neumann assigned WeWork’s director of development, Roni Bahar, to hire an advertising firm to produce a slick video for Kushner that would showcase what an economically transformed West Bank and Gaza would look like. (Bahar told me he only advised on the video and no WeWork resources were used.) Kushner showed a version of the video during his speech at the White House’s peace conference in Bahrain last summer.

        To a passel of geezer capitalists, this was too big to miss, even if they didn’t fully understand it—possibly, not understanding it was the point. Rupert Murdoch, Sir Martin Sorrell, and Larry Silverstein all took meetings. Mort Zuckerman, the billionaire cofounder of developer Boston Properties, told a real estate executive shortly after WeWork launched that Neumann was creating the future of work. Zuckerman soon offered to buy WeWork for $500 million. (Neumann declined the deal but accepted a $2 million investment from Zuckerman.) “Adam was probably the best salesman of all time,” a former WeWork executive told me.

        Court delays verdict on Bahrain death row torture victims to Christmas Day

        Without offering any justification, Bahrain’s High Criminal Appeals Court has delayed a judgement in the case of Mohamed Ramadhan and Husain Moosa who had previously been sentenced to death on the basis of torture-tainted confessions. Lawyers have been notified that the verdict will now be issued on Christmas Day.

        Without offering any justification, Bahrain’s High Criminal Appeals Court has delayed a judgement (due on 27 November 2019) in the case of Mohamed Ramadhan and Husain Moosa. Both men had previously been sentenced to death on the basis of torture-tainted confessions. Lawyers have been notified that the verdict will now be issued on December 25, Christmas Day.

        The decision appears to mirror previous cases where Bahrain’s judiciary has attempted to bury controversial news on days when Western legislators and media are preoccupied.

        On New Year’s Eve 2018, a Bahraini court upheld the five-year sentence of human rights defender Nabeel Rajab for posting critical tweets. During this summer’s UK, US and EU legislative recess, Bahraini authorities executed torture victims Ali Al-Arab and Ahmed Al-Malali.

        The decision also came a day after a news report on the BBC’s Arabic service highlighting credible allegations made by Ramadhan and Moosa that they were tortured into making false confessions, and the Bahraini state’s failure to adequately investigate these claims. Maher Abbas al-Khabbaz, who remains at imminent risk of execution following a grossly unfair trial, also featured in the piece, which drew on new assessments from the International Rehabilitation Council for Torture Victims showing that the Bahraini state’s internal investigation of credible torture allegations made by the three men was neither credible nor independent.

        In 2018, following sustained campaigning by human rights groups, Bahrain’s Court of Cassation overturned the death sentences of Ramadhan and Moosa and ordered a case review. This was on the basis of evidence including medical reports by a doctor from the Public Prosecution documenting torture allegations which had not been considered by the court in the original trial.  which resulted in an investigation. In October 2018, the case was referred back to the High Criminal Appeals Court. This does not constitute a retrial.

        Ramadhan, an airport security officer, and Moosa, a hotel employee, were convicted on 29 December 2014 for their alleged involvement in a bomb explosion in al-Dair on 14 February 2014 that resulted in the death of a policeman. Both defendants have consistently maintained their innocence.

        Sayed Ahmed Alwadaei, Director of Advocacy at the Bahrain Institute for Rights and Democracy, said: “The decision to postpone without justification the trial of Mohamed Ramadhan and Husain Moosa is extremely concerning. Once again, Bahrain’s corrupt judiciary appears to be attempting to exploit the Christmas holidays to bury bad news and avoid international scrutiny. Bahrain has proven time and again that it is willing to torture and execute individuals in pursuit of political aims. Make no mistake, this is a politicised trial.”

        Maya Foa, Director of the human rights organisation Reprieve, said: “The UK government must make sure this brazen attempt to escape the international spotlight does not succeed. British taxpayers have funded training for the Bahraini institutions attempting to cover up Mohammed Ramadan and Husain Moosa’s torture. Now Foreign Office representations at the highest level are urgently needed to prevent torture-tainted confessions being used to sentence these men to death on Christmas Day.”

        Husain Abdulla, Executive Director of Americans for Democracy and Human Rights in Bahrain said: “Today’s court decision to postpone the proceedings, without providing any reason or explanation, is deeply troubling. It bears resemblance to other cases where the Bahraini government and judiciary have taken advantage of the holiday season to issue decisions in high-profile cases with less international attention and pressure – including the trial on Christmas day two years ago, where five death sentences were issued against civilians by a military court. This is a practice, put in place by a member of the Human Rights Council, that cannot be ignored by the international community. We call on states to pressure the Bahraini authorities to ensure that their trial is carried out with all human rights and due process guarantees, and to not allow the smokescreen of Christmas holidays to distract from rights abuses.”

        Why Leclerc must be prioritised at Ferrari

        If things had worked out a little differently, Charles Leclerc could be taking Lewis Hamilton down to the wire in Abu Dhabi. In his first season at Ferrari, Leclerc has taken seven pole positions to Valtteri Bottas’s five, Hamilton’s four and Sebastian Vettel’s two.

        He could and should have won race two in Bahrain, where the car let him down. In Monaco he was quickest in final practice but Ferrari banjaxed his race by not sending him out for a second Q1 run, which left him qualifying only 16th.

        In Azerbaijan he was the stand-out before crashing in Q2 when Ferrari needlessly tried to get him through on a harder tyre. In Austria he took pole but was kept on the leash in the opening stint to maximise tyre life, which ultimately allowed Max Verstappen to pass him with two laps to go.

        In Germany he had the car to win but, in keeping with others, Hamilton included, skated off on a treacherous surface. Belgium and Italy he won brilliantly, back-to-back. It should have been a hat-trick in Singapore where he started from pole and led, until Ferrari accidentally leap-frogged him with Vettel by stopping the four-time champion first to undercut Hamilton. And then failed to order a position reversal.

        A week later, another win went west in Russia when Leclerc followed a pre-race plan to tow Vettel into the lead but Sebastian reneged on the deal to allow him back in front. A Virtual Safety Car period then handed Mercedes cheap pitstops and a one-two ahead of Charles.

        Leclerc himself torpedoed a decent chance in Japan when the arrival of arch-rival Verstappen around his outside at Turn 1 prompted a red mist moment. Then, arguably conservative Ferrari strategy cost Leclerc in Mexico. Right there, 10 races Leclerc could have won from the first 19, instead of the two he actually claimed.

        The pace is clearly there, and that’s Ferrari’s problem. Vettel is the senior statesman, a good guy, intelligent, with a wry sense of humour and a fine ambassador for the sport. He’s hard not to like.

        But Eddie Irvine always told it like it is and has done so recently in an interview with an online gambling company. Vettel, Irvine says, is not a worthy four-time champion. He’s good but mistake-ridden. And Eddie doesn’t think he’s super-quick either, claiming that we saw that when he was bested by Daniel Ricciardo in 2014, and are seeing it again.

        There were times this year when Vettel has not been sacrificed because of his status and Ferrari has lost races because of it. The intra-team rivalry had flashpoints in Monza, Singapore and Sochi and is becoming a problem. Team principal Mattia Binotto calls the ‘problem’ a luxury. But it’s one he could do without.

        At the start of the season Ferrari announced that it would start off prioritising Vettel. It’s now time they did the reverse. The timing screen, ultimately, decides a team’s number one.

        By design or coincidence?

        Ferrari’s lacklustre performance in the US Grand Prix, after being bang on the pace ever since F1’s August break, prompted much muttering and speculation in the days and weeks that followed the Austin race.

        Ferrari’s power unit has given the red cars a straightline speed advantage all season but, after a poor display at Budapest in August, Ferrari took a run of six straight pole positions only halted by Mercedes in the USA.

        The Ferrari speed advantage has always been much more prevalent in qualifying than in races but, in Austin, Charles Leclerc finished more than 50sec behind the winning Mercedes, just as Ferrari had done in Budapest. It happened just a day after the FIA issued a Technical Directive (TD).

        An intrinsic part of F1 is looking for exploitable loopholes in the regulations. If a team believes it has found one, it may seek to clear it with the FIA. The FIA will then pass an opinion that such a thing is legal, or refuse it. If it’s the latter, a TD is issued to all teams telling them of the inquiry and the reasons that it has been denied.

        Prior to the US GP, Red Bull asked the FIA whether it would be okay to use electrical pulses to interfere with the FIA’s fuel flow device. The maximum fuel flow rate could be exceeded between measuring points so long as the average flow rate was within the regulations. That could give a power advantage and would fit with a scenario where this was witnessed over a shorter distance (a qualifying lap) but not significantly over a longer one (a race distance).

        The FIA’s TD said that no, this would not be okay, and cited article 3.10.5, which says: “Any device, system or procedure the purpose and/or effect of which is to increase the flow rate or to store and recycle fuel after the measurement point, is prohibited.”

        Sebastian Vettel’s Ferrari retired early in the US with a suspension problem and team principal Mattia Binotto said that Leclerc’s performance was compromised by having to revert to a previous, less powerful engine specification after a problem in practice, allied to tyre issues in the opening stint. Ferrari’s rivals – surprise, surprise – thought otherwise.
