Structural Indicators for Monitoring Education and Training Systems in Europe – 2019: Overview of major reforms since 2015

The Eurydice report contains more than 35 updated structural indicators on education policies for the 2018/19 school/academic year in six policy areas: early childhood education and care (ECEC), achievement in basic skills, early leaving from education and training (ELET), higher education, graduate employability and learning mobility. It additionally provides a short overview of the major reforms since the start of the 2014/15 school/academic year in the said policy areas. The indicators provide information on the national policies and structures that contribute to achieving the  benchmarks  set  in  the strategic  framework  for  European  cooperation  in  education  and  training ('ET2020'). EU  and  Member  States’  performance  on  the  ET2020  benchmarks  are  analysed  in  detail  in the European Commission's Education and Training Monitor.The Eurydice project on Structural Indicators for Monitoring Education and Training Systems in Europe contributes to the contextual informationforthis  analysis.  It  provides  yearly  data  since  2015,  which  illustrate  the  main  policy  developments  in education and training systems across Europe. The 2019 update of the structural indicators covers all EU Member States, as well as Bosnia and Herzegovina, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway, Serbia and Turkey. OFIDIA2 – Programma INTERREG V-A Grecia – Italia 2014-2020

Con la Deliberazione di Giunta Regionale n. 987 del 12/06/2018, la Giunta regionale ha preso atto dell’avvenuto finanziamento, nell’ambito del Programma INTERREG V-A Grecia – Italia 2014-2020, del progetto OFIDIA2 il cui obiettivo consiste nel realizzare un’infrastruttura operativa transnazionale per la prevenzione del pericolo di incendio nonché per la modellazione del comportamento di propagazione del fuoco, che possa quindi produrre un miglioramento del monitoraggio in tempo reale delle condizioni ambientali misurate nelle foreste. Il progetto prevede inoltre il potenziamento delle capacità operative per la prevenzione e gestione degli incendi attraverso la costituzione di un apposito Centro di Controllo per gli incendi nella Regione Puglia. La Regione Puglia – Sezione Protezione Civile svolge il ruolo di Partner del progetto. Il partner capofila è CMCC – Centro Europeo-Mediterraneo sui Cambiamenti Climatici (IT) e gli altri partner del progetto sono: Decentralized Administration of Epirus and West Macedonia (GR) e University of Ioannina – Research Committee (GR). Il progetto ha avuto inizio in data 01/04/2018 e terminerà il 31/03/2020. Il progetto usufruisce per l’85% del finanziamento da fondi FESR e per il 15% dal cofinanziamento nazionale.

Retrasar acceso de Macedonia y Albania es un error histórico de la Unión Europea

El Gobierno estadounidense calificó de "error histórico" la decisión de la Unión Europea (UE) de no dar aún luz verde a la apertura de negociaciones de ingreso con Macedonia del Norte y Albania.

"En nuestra opinión, fue un error histórico, y es un mal mensaje a toda la región", declaró en Belgrado Matthew Palmer, enviado del secretario de Estado de EEUU para los Balcanes Occidentales, tras reunirse con el presidente de Serbia, Aleksandar Vucic.

El representante estadounidense señaló que EEUU desea "que los Balcanes Occidentales tenga una perspectiva europea".

"Haremos todo lo que podamos para persuadir a la UE de que cambie su postura", dijo Palmer, en referencia a la cumbre de la UE y los países de los Balcanes Occidentales que se celebrará en mayo de 2020 en Croacia.

Debido a la oposición de Francia, que pide revisar el procedimiento de ingreso de nuevos Estados miembros, el pasado 17 de octubre la UE no alcanzó la unanimidad necesaria para decidir el inicio de las negociaciones con los dos países balcánicos.

Además, Holanda y Dinamarca expresaron sus dudas, sobre todo, sobre la adhesión de Albania.

El rechazo se produjo pese a que la Comisión había recomendado empezar a negociar con los dos países, al considerar que habían conseguido los requisitos iniciales acordados.

Detenidas 154 personas por traficar con 5,5 toneladas de angulas en Europa

La Haya, 6 nov (EFE).- Las autoridades de la Unión Europea (UE) han detenido a 154 personas y se han incautado de más de 5,5 toneladas de angulas de contrabando con un valor de mercado estimado de 2.000 euros por kilo, en una operación contra el tráfico de vida silvestre dirigida por Europol, informó este miércoles esa agencia.

Los operativos, que tuvieron lugar entre octubre de 2018 y abril de 2019, permitieron incautar 5.789 kg de crías de anguila que fueron reintroducidas en su hábitat natural, 'lo que es crucial para la supervivencia de la especie', añadió en un comunicado Europol, que coordinó la operación 'Lake' junto a Eurojust, Interpol y distintos grupos de protección animal.

El operativo forma parte del plan de acción de la Unión Europea contra las mafias que trafican con vida silvestre y contó con la participación de Albania, Bulgaria, Hungría, República Checa, Francia, Alemania, Macedonia del Norte, Portugal, España y Suiza.

Además de las detenciones e incautaciones, se han llevado a cabo varias investigaciones de las prácticas relacionadas con la pesca de angulas, su transporte a los puertos y a los aeropuertos con destinos internacionales.

También se llevaron a cabo investigaciones transfronterizas en redes criminales asiáticas con base en Europa.

La operación Lake tiene como objetivo combatir el tráfico de especies en peligro de extinción en la UE y desmantelar los grupos violentos de crimen organizado involucrados en actividades ilegales asociadas, como delitos medioambientales, contrabando, lavado de dinero, evasión de impuestos y falsificación de documentos.

Uno de los operativos más grandes tuvo lugar a principios de 2019, con reuniones preparatorias en España y La Haya, y resultó en el arresto de 43 personas y la incautación de 737 kilos de angulas que se habían dispuesto en bolsas de plástico y maletas para ser enviadas a Asia en avión, a veces camufladas entre otros productos de carga como carne o pescado. En Asía son criadas hasta convertirse en anguilas adultas, cuya carne es muy apreciada y alcanza un precio elevado.

La Guardia Civil española detuvo a 16 personas de cuatro grupos diferentes, que ganaban más de 6 millones de euros al año trayendo los peces de Francia para enviarlos a continuación en taxi a Portugal y, de ahí, exportándolos en avión a algún país asiático. EFE

The culture of learning is individual approach towards the need to develop, build up and acquire new knowledge. Regardless of our age or position at work, every one of us is responsible for our own continuous learning, explains Jovanovski

50 thousand hours learning in one calendar year - this is the goal of “A1 Macedonia” for their employees aiming to make them happy and fulfilled. Stefan Jovanovski is human resources manager at A1 Macedonia and he says that with the “50K A1 Learning challenge” campaign, each employee shall spend one hour per week learning. - They will not be limited. We will provide conditions for learning at work and outside working environment and studying content will not be limited. Employees interests enrich their personality, make them more competitive for the workplace and prepared for new position. We would like to know who the learning champions are and therefore we will enable all hours to be recorded in one system, says Jovanovski.

Can we define what is culture of learning in companies and what is the essence of it?

- Culture of learning is individual approach towards the need to develop yourself, build-up and acquire new knowledge. Regardless of our age or workplace, every one of us is responsible for our own continuous learning. This is one of the paradigms that we are communicating in the last three years. The initiative for continuous learning is Group’s initiative. This also means changing the approach towards personal development and the mindset of some of our colleagues, i.e. providing guidance or emphasizing the need for continuous check, actualisation of our own knowledge and gaining new. All this is for the purpose of improved performance on the current workplace or preparation for future job. Trends show that certain workplaces in the industry will disappear, need for new ones will occur or new skills will be needed for the current workplaces. Therefore, we all have obligations for continuous learning.

Why this is important for the companies?

- This is important for our company because our industry is very dynamic. Technology and introduction of innovations in our lives and homes require for people working in this field to be ready to implement it at their own workplace, to create good products that will be placed on the market by the company. We are technologically oriented company in which the knowledge is crucial, knowledge creates added value against the other companies with same equipment and similar services. Therefore, it is important for the employees to have such knowledge. In addition, I’ve read in one scientific study that 80 percent of the CEOs of global companies emphasized that the need for new skills is the major challenge they are facing now. From the employees’ perspective, the research shows that learning opportunities became the second most important factor for satisfaction at workplace. This means that at the moment of entering the workplace, newly employed persons are interested about the on the job training practices, promotion opportunities and building up their knowledge. Hence, this is one field in which the company must be prepared to respond.

Is culture of learning privilege only of large companies?

- No, because the trends in the learning process are changing. Earlier, learning usually took place in classrooms, trainings and conferences, learning imposed by the employer where it was important for the company to introduce systems or learning strategy. The microlearning is modern now. This means leaning initiated by the employee. Usually, the employees need to have a structure, to know what they want to learn, to have basic technical skills because learning nowadays happens through different media. But also, the employees need to have relevant information sources from where they will gain new knowledge, and of course they have to decide when and how they will learn. Microlearning is learning where employees use own resources and time when it is appropriate to them. This is completely different from classical learning. This means that the approach towards learning now depends on the employees’ ambitions to learn something when they want and in the manner in which they want in accordance with their ambitions, and not from the employer to a great extent.

It is important for the larger companies to provide continuous learning conditions in all segments. That was the reason for us to introduce new approach towards learning where learning will not be imposed, but the need for changing the employees’ thinking and openness to the need for learning. Our main goal is to challenge the need for learning among the employees, and they to find on their own the resources and channels through which they will gain new knowledge. Of course, we will help them in providing adequate tools for e-learning.

What are the characteristics of happy and satisfied workers in a company?

- Happiness is not a result of only one company activity and depends from several parameters. When we were measuring employees’ satisfaction, the results show that it was cumulative of several factors such as location, workplace conditions, work and private life balance, are flexible working hours and locations possible. What are the activities taken by A1 Macedonia in this respect?

- In the last month we have planned two campaigns to improve employees’ satisfaction. The first campaign is flexible working hours and flexible working location, with regular working hours of course. We have created opportunity for certain jobs to be done outside the original location. I am not going to say from home, because we have given opportunity for the employee, in agreement with the superior, to be able to work from any location provided that technical conditions are met. They can use this opportunity for two days in the month.

The second campaign is a continuous learning campaign. The aim is to accumulate 50 thousand hours learning for one calendar year. This figure of hours spent in learning should be accumulated by all employees. The name of the campaign is “50K A1 Learning challenge”.

Practically, each employee should spend one hour per week learning. They will not be limited. We will provide learning conditions at work and outside workplace, and there are no limitations to the content learned. Each interest enriches the personality and makes the employees more competitive for the work position or prepares them for another position. All hours will be recorded in one system and we would like to know who the learning champions are, so the company can give the special acknowledgement to them.

Major part of the learning takes place outside formal educational channels. I read articles, watch YouTube videos, access free online platforms or simply read books relevant for my field. Our platform enables all the learning to be recorded along with the learning topic and the minutes spend in this process. We want to be aware of all the learning that is happening to the employees, and only in this way we can learn who are the champions.

What will be the benefits for the company?

- Employees, primarily should focus on leaning that is immediately applicable at workplace and brings improvements visible and clear for both the employee and the company. At the same time, we would not like to prevent and those who wish to gain knowledge applicable in the future, and not immediately, from doing that.

What is your advice on creating sustainable learning culture in a company?

- Creating sustainable culture is related with the change of individual thinking. Learning does not end in school with the formal education. Learning is a life-long process and helps employees to remain competitive on the labour market in turbulent times or in a phase of change, thus enabling sustainability for them and their families.

Hahn warns of great consequences if the Balkans are not integrated, while Zaev sees an opportunity in Macron’s plan

Outgoing EU Enlargement Commissioner Johannes Hahn warned about great consequences to the credibility of the Union if Macedonia and Albania are denied the opening of accession talks at the next European Council meeting.

Speaking before the AFET Committee of the European Parliament, Hahn said that the EU made promises to the two countries, and has failed to keep them.

I hope that the strategic mistake of not having given the deserved green light for opening accession negotiations with Macedonia and Albania will be reversed. The Western Balkans belong to Europe. Now is the time to deliver on promises and commitments, Hahn said.

Macedonia and Albania were blocked by France, which cited the need to reform both the EU and the enlargement process before other countries can be admitted as members. The decision hit Macedonia especially hard as it came after the imposed name change, which was greatly supported by Hahn and other EU representatives. Latvian member of the European Parliament Sandra Kalniete lamented over how she kept telling the Macedonian ambassador to the EU that the accession talks will begin as soon as the name issue is resolved, only to be denied by France.

Meanwhile in Macedonia, Prime Minister Zoran Zaev tried to put a brave face on the issue today, even as President Macron went further and declared NATO "brain-dead" and Europe "on a precipice". Zaev told the press that he sees an "opportunity" in the announced change to the enlargement process.

The new enlargement methodology would be a fair chance for us, and we would advance sustainably if we are good, but if we decline, in the media department for example, we would be pulled back. That is the true way to transform the candidate countries, Zaev assured the press, before adding that France is a "great friend of the Republic of 'North' Macedonia".

Zaev tried to meet with Macron before the European Council, and also raised the prospect of his visit to the Balkans afterwards, but ultimately it turns out that it will be President Stevo Pendarovski who will travel to Paris. Zaev said that this meeting will be a chance for Macron to "learn more about us".

Zaev will meet with Mitsotakis and Borisov in Solun next week

Zoran Zaev will travel to Solun (Thessaloniki) next week for a meeting with Greek Prime Minister Kyriakos Mitsotakis, reported the MIA correspondent from Athens.

The two first met during the UN General Assembly in September and the new meeting will be held during a summit Mitsotakis is hosting. Bulgarian Prime Minister Boyko Borisov will also attend the summit.

Zaev announces unilateral push to change the electoral code

Prime Minister Zoran Zaev keeps pushing the idea of abolishing the six electoral districts in Macedonia, despite clear opposition both from VMRO-DPMNE but also from his coalition partner DUI. Zaev wants proportional voting in a single district where all 120 members of Parliament will be elected, unlike the current six districts which all give 20 seats each.

We can't do it differently, we promised the citizens in 2016 that we will have a single district, that is part of our program and we believe in it, Zaev told the press today.

Amending the electoral code, and especially such a pivotal issue as the way in which members of Parliament are elected, is always done with unanimous consent of all greater parties, but Zaev said that SDSM will vote in favor of this proposal unilaterally. It is believed that single district proportional voting would harm the larger parties, including SDSM but especially VMRO-DPMNE, but could be used to run several smaller parties to soak up votes. From his position of power, Zaev drew a number of such smaller, single issue or ethnic parties, into his orbit and he apparently believes they will be worth more if they ran on their own, and were later recruited to support his SDSM party.

If there is a vote in Parliament I hope the decision will be consensual, but if it is not, the social-democrats will vote for this change, Zaev added.

DUI representative Artan Grubi, on the other hand, said that the time is too short before the early elections in April to discuss such a change to the electoral model. The Albanian parties such as DUI generally demand a reduction in the number of electoral districts, reducing them to three, which they think will increase the number of Albanian representatives.

VMRO-DPMNE, on the other hand, responded to Zaev's proposal with a call for a first past the post system, akin to those in the US and the UK.

Our position is clear. What we need to do first is to adopt the recomendations from OSCE/ODIHR and the European Union, and here the work is in an advanced stage. We expect that these changes are introduced as soon as possible, and we should not postpone this issue until before the elections, Janusev said.

Macron declared NATO “brain-dead”, says Europe is “on a precipice”

French President Emmanuel Macron, who has is carving out a growing role for himself in European politics and who recently vetoed Macedonia and Albania from opening EU accession talks, gave a blunt interview to the Economist. In it, he declares NATO "brain-dead" while Europe is on the "edge of a precipice".

Macron told the Economist that it is absurd to allow further EU enlargemnet toward the Balkans, before the procedure is thoroughly reformed. Never the less, he leaves room to allow this, if conditions are met.

His strongest comments are reserved for NATO, as the French President pushes for military and security independence of the European countries, pointing to the fact that they can't continue to rely on the United States.

What we are currently experiencing is the brain death of NATO... Europe needs to wake up. NATO only works if the guarantor of last resort functions as such. I’d argue that we should reassess the reality of what NATO is in the light of the commitment of the United States, Macron told the Economist in light of the US foreign policy and the announced Syrian withdrawal. The President dismissed the idea of honoring NATO's Article 5 - the obligation that all allies need to run to the aid if a member state is attacked. "I don't know. What will Article Five mean tomorrow?", Macron replied to the Economist when asked if he believes in it.

A bodyguard of the SDSM Mayor of Butel beat a municipal employee and left him unconscious

A bodyguard employed by Velimir Smilevski, the SDSM elected Mayor of Skopje's Butel municipality, attacked a municipal employee and beat him unconscious.

The Infomax news site reports that the bodyguard, identified as Moni Vukelj, perpetrated the attack accompanied by his father Agim and a third, still unidentified person. The three attacked the man, identified as A.T., on Tuesday when they met him at the main entrance to the municipal building. A.T. was left unconscious, and was later diagnosed with head injuries. The three attackers fled the scene.

Infomax is reporting that Mayor Smilevski intervened with the police to protect his bodyguard from facing accountability. A number of SDSM party mayors have been involved in violent incidents, most notably the Mayor of Shuto Orizari Kurto udus who was recorded torturing a municipal employee, a case in which the prosecutors are going after the journalist who published the audio tape of the incident.

Skopje city hall asks the citizens to stop setting the new plastic containers on fire

The idea to introduce plastic garbage containers across Skopje proved as a bad one, as daily reports circulate about incidents in which they are set on fire.

Two were burnt overnight, in Centar and in Cair - one of them from the new plastic containers which was fully destroyed. Eight were set on fire in Gjorce Petrov a few days ago, and several vehicles parked near by were also damaged. Three were burnt in Radisani earlier and one in Karpos.

The city of Skopje called on the citizens to stop destroying its newly purchased containers. The older metal ones can often still be used after being set on fire but the new plastic ones - not so much. Burning of trash contributes to the huge air pollution problem Skopje has over the winter, and the burning of plastic containers only adds to the problem.

Zaev loyalist Nikolovski will lead the SDSM electoral campaign while Sekerinska will prepare the program

The ruling SDSM party appointed a Zaev loyalist - Ljupco Nikolovski - as head of its electoral staff. Meanwhile deputy party leader Radmila Sekerinska will be in charge of preparing the electoral program of the party.

Nikolovski was appointed as SDSM party Secretary General from the Agriculture Ministry, after the previous Secretary General Aleksandar Kiracovski was dismissed due to his alleged involvement in racketeering. Kiracovski led the last SDSM electoral campaign - the presidential elections ealier this year.

Early general elections were called for April 12th 2020, after the Government failed to secure the opening of EU accession talks, despite the humiliating name change it imposes on the country.
Prime Minister Zoran Zaev insisted that SDSM is the favorite to win the elections while addressing its Central Committee delegates yesterday.

Two Cubans arrested on the Macedonian – Greek border near Bitola

Two Cuban citizens were detained near Bitola yesterday, as they were attempting to cross over from Greece.

The men were aged 33 and 44. They were handed by the border guards to the Bitola police. While most migrants along the Balkan route come from the Middle East, Afghanistan and Pakistan, occasionally small groups of Caribbean citizens get apprehended.

EBRD sees Macedonia growing by 3.2 percent in 2019 and in 2020

The European Bank for Reconstruction and Development projects that Macedonia will grow by 3.2 percent in 2019 and 2020.

EBRD's report sees Macedonia recovering economically after the political crisis that was provoked in 2015. It lists the 2018 growth rate at 2.7 percent and an increase of 3.6 percent in the first half of 2019. Unemployment is cited at 18 percent, and youth unemployment at 35 percent, while the credit rating remains at BB+.

The region, on the other hand, has seen an overall slowing down of one point, except for Kosovo and Macedonia.

Recollections: Cadets describe Balkans field study experience

In December 2018, a team of 11 Norwich University cadets and one member from the Gen. Mihailo Apostolski Military Academy of North Macedonia visited the Balkans on a field study trip. The goal was providing future officers from two countries first-person experience to understand and evaluate conflict and to cooperate internationally with other nationalities. 

The Olmsted Foundation funded the trip, coordinated in partnership with Norwich University’s Peace and War Center.

The Field Study: NATO’s Role in the Balkans began in December 2018 and represented the task of a lifetime for a team of 11 Norwich University cadets and one member from the Gen. Mihailo Apostolski Military Academy of North Macedonia.
