بعد توقيع "اتفاق الرياض"... ترحيب عربي ودولي لا يعني الحوثيين

أصداء عدة ترتبت على توقيع اتفاق إنهاء النزاع على السلطة بين الحكومة اليمنية المعترف بها دولياً برئاسة عبد ربه منصور هادي ورئيس المجلس الانتقالي الجنوبي عيدروس الزبيدي، مساء 5 تشرين الثاني/نوفمبر.

وفي مراسم نقلها التلفزيون السعودي، وُقّع الاتفاق الذي أُعلن في 25 تشرين الأول/أكتوبر الماضي، برعاية الملك السعودي سلمان بن عبد العزيز وحضور ولي عهده الأمير محمد بن سلمان وولي عهد أبوظبي الشيخ محمد بن زايد آل نهيان.

"لإنهاء الحرب"

أنهى الاتفاق أزمةً فتحت جبهة جديدة في الحرب اليمنية، وسببت انقساماً في التحالف الذي تقوده السعودية لقتال المتمردين الحوثيين المدعومين من إيران، الخصم الرئيسي لهادي منذ أواخر عام 2014.

وخلال مراسم التوقيع، أمل بن سلمان أن يكون "الاتفاق فاتحة جديدة لاستقرار اليمن"، معتبراً إياه "خطوة نحو الحل السياسي وإنهاء الحرب في البلاد".

أما الرئيس الأمريكي دونالد ترامب فغرّد عن الاتفاق عبر تويتر قائلاً: "بداية جيدة جداً! من فضلكم جميعاً ابذلوا قصارى جهدكم للتوصل إلى اتفاق نهائي".

وعبر تويتر أيضاً، أشاد وزير خارجيته مايك بومبيو بالاتفاق الذي اعتبره "خطوة مهمة نحو الحل السياسي"، معرباً عن امتنانه للجهود التي بذلتها السعودية للوصول إلى الاتفاق.

ردود فعل واسعة على "اتفاق الرياض"... ترحيب دولي وعربي كبير بـ"خطوة هامة نحو إنهاء الحرب" في اليمن، يقابله رفض حوثي وإيراني 
"لا يعني الشعب اليمني"... كان هذا تعليق الحوثيين على "اتفاق الرياض"، في وقت نددت الخارجية الإيرانية به لأنه "يكرس الاحتلال السعودي لجنوب اليمن"

الأمم المتحدة كذلك رحبت بما وصفه مبعوثها الخاص باليمن مارتن غريفيث بـ"الخطوة المهمة في إطار جهود السلام"، معتبراً أن "الاستماع إلى المعنيين في الجنوب أمر مهم بالنسبة إلى الجهود السياسية الرامية لتحقيق السلام في اليمن".

ولي عهد أبو ظبي الذي حضر التوقيع كتب عبر تويتر: "أُثمّن الجهود الكبيرة التي قامت بها الشقيقة السعودية في توحيد الصف اليمني ودورها المحوري في التوصل إلى ‘اتفاق الرياض‘"، متمنياً أن "يعم الخير والسلام ربوع اليمن وأن ينعم شعبه بالأمن والاستقرار والتنمية".

بدورها، رحبت الخارجية المصرية بالاتفاق ووصفته بـ"خطوة مهمة تعزز من فرص التوصل لحل سياسي شامل للأزمة اليمنية"، مثمّنةً "الجهود التي بذلتها كل من السعودية والإمارات في سبيل التوصل للاتفاق".

وشدد نائب وزير الخارجية الكويتي خالد الجارالله على أهمية "اتفاق الرياض" في "وضع أسس راسخة لتشكيل حكومة صلبة وقادرة على إدارة المشاورات المستقبلية المتعلقة بالسلام في اليمن".

وعلى المستوى الشعبي، خرج العشرات في مدينة المكلا في حضرموت، مساءً محتفلين بالاتفاق.

"لا يعني الشعب اليمني"

على الجانب الآخر، اعتبر القيادي محمد علي الحوثي أن "الاتفاق لا يعني الشعب (اليمني) كونه بين طرفي ‘عملاء العدوان‘"، مؤكداً "عدم شرعية العدوان (هجمات التحالف العربي) على اليمن"، ومذكراً بأنه يضع حداً فقط لـ"خلاف سعودي إماراتي بلغ مستوى الاقتتال بين ميليشياتهما المستأجرة من اليمن".

إيران أيضاً هاجمت الاتفاق، قائلةً إنه "لا يساعد في حل الأزمة اليمنية"، بل "يكرس الاحتلال السعودي لجنوب اليمن مباشرةً أو عبر وكلاء".

ولفت المتحدث باسم الخارجية الإيرانية عباس موسوي إلى أن "الشعب اليمني لن يسمح لأعدائه بالسيطرة على أراضيه"، حسب ما نقلت وسائل إعلام رسمية في 6 تشرين الثاني/نوفمبر.

بنود الاتفاق

ويتضمن الاتفاق تشكيل حكومة مناصفة جديدة من 24 وزيراً في غضون 30 يوماً، يعيّن المجلس الانتقالي وحركات جنوبية أخرى 50% من حقائبها الوزارية.

وأوضح مسؤول يمني لوكالة "رويترز" أنه يتوقع أن يحصل المجلس الانتقالي الجنوبي على حقيبتين فيما يحتفظ الرئيس هادي بالوزارات الرئيسية، منها وزارتي الداخلية والدفاع.

الاتفاق ينص كذلك على إشراك المجلس الانتقالي الجنوبي مستقبلاً في أي مفاوضات سياسية لإنهاء الحرب الدائرة في البلاد منذ 4 سنوات.

كما يضع الاتفاق كل القوات العسكرية تحت سيطرة وزارة الدفاع اليمنية، مع إحالة قوات الأمن إلى كنف وزارة الداخلية. علاوةً على عودة القوات التي جرى إرسالها إلى الجنوب مع اشتداد المواجهات بين الطرفين في آب/أغسطس الماضي إلى مواقعها السابقة خلال 15 يوماً، وتسليم الأسلحة المتوسطة والثقيلة في عدن تحت إشراف التحالف.

وتغادر القوات العسكرية التابعة للحكومة والمجلس الانتقالي الجنوبي محافظة عدن خلال 30 يوماً، بحسب الاتفاق، على أن تتولى قوات سعودية أمن المدينة.

Ruky Perfumes currently has 20 operating outlets and it aims to expand to 300 outlets across Arab Gulf region by 2025.

On another note, Rolf G. Son ya 44 años desde la invasión por Marruecos del Sáhara Occidental. Y sin resultados justos y eficaces por parte de ese Consejo de Seguridad.

Me he sentido totalmente defraudado por la aprobación ‘unánime’ (2 abstenciones: Rusia y Sudáfrica, afortunadamente) de la reciente Resolución 2494 (2019) del Consejo de Seguridad de la ONU relativa a la cuestión del Sáhara Occidental.

El hecho de que en estos momentos no haya un Representante Especial o Personal del Secretario General de la ONU para el Sáhara Occidental, no puede servir de justificación o coartada para una resolución-farsa.

Son ya 44 años desde la invasión por Marruecos del Sáhara Occidental. Y sin resultados justos y eficaces por parte de ese Consejo de Seguridad. Mucho discurso, pero todo sigue igual: el statu quo favorable a Marruecos y a los intereses que apoyan a ese Estado invasor, chantajista, corruptor y criminal, mientras la población saharaui resiste soportando la sistemática represión y el robo de sus recursos por parte de un Estado invasor-ocupante-ilegal, que se ha saltado impunemente todas las normas del Derecho Internacional, mientras ustedes, año tras año, siguen leyendo un papel que no sirve para nada, salvo para no implicarse con los principios de la Carta de la ONU y de la legalidad internacional vigente, establecida por ese mismo Consejo al término de la II Guerra Mundial. Sí sirve para seguir manteniendo la ocupación marroquí, claro, con todas sus nefastas consecuencias para el pueblo saharaui y para la Paz y Seguridad en la región, si es que no también en otros lugares.

Es obvio que el CS sí puede adoptar las decisiones correctas y oportunas, aunque no haya Enviado Especial o Personal del Secretario General.

A los ciudadanos del mundo nos parece una enorme injusticia, una cobardía solapada, una insensible crueldad y una absoluta miopía dejar las cosas como están, para contentar a Marruecos, Francia y, en su caso, EEUU. Mientras ustedes practican la parálisis, el pueblo saharaui sufre. ¿Les importa a ustedes? ¿Duermen ustedes tranquilos?

Todos conocemos la artimaña de la invasión. El TIJ de La Haya ya dictaminó que Marruecos no ostenta título alguno de soberanía sobre el territorio saharaui del Sáhara Occidental, de conformidad con los principios y normas de la ONU. ¿A qué esperan ustedes para imponer la ley?

Marruecos es el invasor, y con un potencial bélico impresionante; un Estado que chantajea a Europa enviando pateras de inmigrantes o negando la cooperación judicial y antiterrorista cuando le place.

Francia tiene una especial responsabilidad y culpabilidad en esta situación y en la continuación de la ocupación y la consiguiente represión sistemática y atroz.

Y EEUU, también. Recuerden ustedes que fue Henry Kissinguer quien dio el visto bueno a la invasión marroquí mediante su famoso telegrama desde El Líbano. Y luego, Kissinger y el presidente Gerald Ford, reunidos en el Despacho Oval, acordaron colocar el asunto a la ONU para, más tarde, eliminar la exigencia del referéndum de autodeterminación, como ya se había hecho en otro caso anterior. Complicidad, responsabilidad y culpabilidad de EEUU.

Kissinger engañó al presidente Gerald Ford; y éste se dejó engañar (Jacob Mundy en Le Monde Diplomatique). El Presidente de EEUU tenía la obligación de informarse mejor, adecuadamente. Pero le resultaba más cómodo ‘dejarse engañar’. Todavía están ustedes y EEUU en condiciones de arreglar ese crimen de lesa humanidad; pero no les interesa, claro. La ONU tiene herramientas legales suficientes. Es la máxima autoridad mundial. Pero prefiere ‘parir un ratón’, como denunció el honorable Embajador y Vicepresidente de la MINURSO Frank Ruddy.

Todos los Enviados Especiales o Personales ‘fracasan’ y/o dimiten porque ustedes otorgan impunidad a Marruecos y se prestan a los sobornos y chantajes.

El Sáhara Occidental y su sufrido y maltrecho pueblo están siendo tratados como moneda de cambio de los intereses de los Gobiernos a los que ustedes representan. La ley del más fuerte, que no se compadece nada con los principios establecidos en la Carta de la ONU y en la Resolución 1514, emitida precisamente en los años de la descolonización. ¡Y estamos ya bien entrados en el siglo XXI! Y todavía hay que luchar por la descolonización de la última colonia de África. ¿O no es cierto que Marruecos chantajeó al Gobierno de Suecia para que no reconociera a la RASD? ¿No es cierto, también, que chantajeó al Gobierno Francés, negándole durante un año toda cooperación judicial y anti-terrorista? ¿Quieren ustedes más sangre, más guerra, otra vez? ¿O que creen que están ustedes propiciando con esas resoluciones dilatorias y prolongando la ocupación hasta que los saharauis cedan y se rindan ante el crimen, el poder, el chantaje y la injusticia?

No lo conseguirán, a pesar de tanta lectura de papeles huecos en la reunión del CS, con una ‘diplomacia’ arcaica, miedosa y sometida. Y no lo conseguirán -a riesgo, además, de provocar graves conflictos-, porque cada vez somos más los ciudadanos del mundo, de muy diversas partes del mundo, que les exigimos s ustedes que cumplan su propia legalidad, la que ustedes mismos o sus antecesores han legislado y ahora no se atreven a aplicar.

¿Porqué se aplicó el Capítulo VII de la Carta de la ONU cuando Irak invadió Kuwait y los gobernantes de EEUU engañaron al Mundo entero mostrándoles un salero con polvo como ‘arma de destrucción masiva’ que luego se demostró inexistente? ¿Por qué no se aplica ese Capítulo VII a Marruecos? ¿Por qué ese doble rasero, esa doble vara de medir, esa hipocresía, para con lo invadidos, esa cobardía y esa crueldad de sus resoluciones injustas?

¿Cómo se va a llegar a un ‘acuerdo mutuamente aceptable’ entre el invasor-chantajista y el invadido expulsado de su tierra y castrado de sus derechos inalienables? ¿Por qué no se aplica el Plan de Paz aprobado por las partes y por ese CS? ¿Cómo consienten ustedes que Marruecos imponga sus condiciones previas, el llamado ‘plan de autonomía’ bajo soberanía marroquí, contraviniendo la Carta de la ONU, la Carta de la UA, el dictamen del TIJ, las sentencias del TJUE y las reclamaciones de la ciudadanía internacional consciente, que aspira a un mundo mejor y que, al igual que el pueblo saharaui, va perdiendo la fe en la ONU y su CS?

Solo hablan ustedes del plan de Marruecos. No del plan del Frente POLISARIO, representante legítimo del pueblo saharaui, un plan bastante generoso, presentado también en 2007 al SG. ¿Por qué no lo analizan ustedes? ¿No tienen tiempo para hacerlo? ¿No les pagamos para que hagan Justicia? ¿A qué esperan? ¿A que Marruecos siga con su tozudez, haciendo dimitir a los sucesivos Enviados Personales o Especiales del Secretario General, y el problema siga eternizándose y dando más pruebas al Mundo de una ONU/MINURSO ineficaz?

¿Por qué MINURSO es la única misión de Paz sin competencias en la supervisión del respeto a los derechos humanos?

El caso de Timor Oriental era similar al del Sáhara Occidental. Costó mucha sangre, pero hoy es un país libre e independiente. Cierto también que el Gobierno Portugués de la época se lo propuso; y lo consiguió. No es el caso de los sucesivos y taimados gobiernos españoles, cuyo Estado sigue siendo potencia administradora de iure del Sáhara Occidental y tiene una enorme deuda histórica, moral y política con el pueblo saharaui, único pueblo del Magreb que mantiene el español como segunda lengua oficial y que, a pesar de tantas dificultades, zancadillas y traiciones, ha construido un Estado que es ejemplo para África y para el Mundo.

Estas reflexiones y llamadas de atención de un ciudadano español, de la UE y del Mundo debiera interpelarles de algún modo a ustedes, como expresión de lo que sentimos, pensamos y creemos muchos ciudadanos del Mundo: que la legalidad internacional no debe ser una utopía.

Pero, a decir verdad, no confío en ustedes, en su deseable honestidad, ni en que ustedes tengan capacidad para seguir el ejemplo y las recomendaciones que un hombre digno como Dag Hammarsköld hizo a los funcionarios públicos internacionales cuando llevaba las riendas de la ONU. Y, a este respecto, creo estar muy cerca de la opinión que le merece todo este asunto al pueblo saharaui y a su representante legítimo, el Frente POLISARIO, pues esto es lo que ha afirmado respecto al callejón sin salida en que ustedes les han metido:

«Al no cumplir con su compromiso de poner fin al statu quo y exigir que Marruecos ponga fin a su ocupación ilegal del Sáhara Occidental, el Consejo de Seguridad ha perdido otra oportunidad para evitar el colapso del proceso de paz de la ONU».

«Ante el fracaso reiterado de la Secretaría de la ONU y el Consejo de Seguridad para evitar que Marruecos imponga los términos del proceso de paz y el papel de la ONU en el Sáhara Occidental, al Frente POLISARIO no le queda otra opción que reconsiderar su participación en el proceso de paz en su conjunto».

“El Frente POLISARIO ha actuado siempre con moderación a pesar de la política de intransigencia, obstruccionismo y chantaje llevada a cabo por Marruecos. A lo largo de los años hemos hecho enormes concesiones para que el proceso de paz de la ONU avance y tenga y éxito.

“Sin embargo, la incapacidad del Consejo de Seguridad de intervenir con firmeza ante los descarados intentos de Marruecos de transformar a la MINURSO en una herramienta para normalizar su ocupación ilegal de nuestro territorio nacional ha socavado la integridad y la credibilidad del proceso de paz de la ONU para nuestro pueblo.”

Step up action to protect the planet during wartime: UN environment chief

INTERNATIONAL, 6 November 2019, Peace and Security - Greater action is needed to protect the environment during wartime if the world is to realize the goal of a more sustainable future for all people and the planet, the head of the UN Environment Programme (UNEP) warned on Wednesday.

Inger Andersen’s comments came in a message marking the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict.

Despite protection afforded by several legal instruments, the environment continues to be “the silent victim of armed conflicts worldwide”, according to UNEP.

Curbing negative environmental impacts of war and armed conflict

In recent decades, two fundamental changes have shaped the way the international community understands challenges to peace and security.

As Ms. Andersen stated, environmental factors are rarely, if ever, the sole cause of violent conflict.

“However, the exploitation of natural resources and related environmental stresses can be implicated in all phases of the conflict cycle, from contributing to the outbreak and perpetuation of violence to undermining prospects for peace”, she explained.

“Access and flow of water, land degradation, floods and pollution, in addition to competition over extractive resources, can directly exacerbate tensions and lead to eruption of conflicts, as is the case for resource depletion issues such as deforestation, soil erosion and desertification.”

From Agent Orange to ISIL

Public concern over the targeting and use of the environment during the heat of battle first peaked during the Vietnam War, according to UNEP, where the deployment of the toxic herbicide Agent Orange led to massive deforestation and contamination.

The resulting international outcry sparked the creation of two new international legal instruments: the Environmental Modification Convention in 1976, and an amendment to the Geneva Conventions, which regulate the conduct of war, one year later.

UNEP recalled that the extensive pollution caused by the intentional destruction of oil wells in Kuwait during the 1991 Gulf War sparked further calls to strengthen legal protection of the environment during wartime.

Since then, the devastation has continued. For example, the bombing of dozens of industrial sites in the Kosovo conflict in 1999 resulted in toxic chemical contamination.

More recently, ISIL militants set oil wells on fire when they retreated from areas in Iraq that they had previously held, triggering the release of what UNEP described as a “toxic mix” of gases and other compounds into the air.

Protect the planet, even during conflict

Ms. Andersen, the UNEP Executive Director, noted that in recent decades, there have been fundamental changes in how the international community understands challenges to peace and security.

The rise in non-state actors means that security is not just viewed in terms of conventional military threats.

“This evolving security landscape requires a shift in the way the international community engages in conflict management”, she said.

“From conflict prevention and early warning to peacemaking, peacekeeping and peacebuilding, the potential role of natural resources and the environment must be taken into consideration at the onset.”

UNEP has been working since 1999 to determine the environmental impacts of war, Ms. Andersen said, including through identifying gaps and weaknesses in the international laws that protect the environment during wartime.

“However, if we are to achieve the Sustainable Development Goals, we need to act with greater urgency and coherence to reduce the threats armed conflicts pose to our environment and ultimately our health and livelihoods”, she said.

“On this International Day for Preventing the Exploitation of the Environment in War and Armed Conflict we have only one way forward: to up our ambition to protect our planet, even in the most complex and challenging scenarios.”

WHATSAPP CONTRO NSO
Facebook e Whatsapp dichiarano guerra agli spyware
A maggio Whatsapp aveva annunciato di aver individuato e bloccato un attacco che sfruttava una vulnerabilità della sua funzione di video-chiamata (ne avevo scritto qua in newsletter). Un utente riceveva una video-chiamata, ma l’attaccante in realtà trasmetteva di nascosto un codice malevolo per infettare il telefono del ricevente. Non era necessario che la persona rispondesse alla chiamata.
Bene, ora, in questi giorni, dopo mesi di indagine, Whatsapp è uscita allo scoperto con una azione legale contro la società israeliana NSO, produttrice di trojan e spyware che vende a governi e intelligence, incolpandola degli attacchi subiti dai propri utenti. A dirlo è la stessa Whatsapp in un articolo sul Washington Post (testata non casuale, vi ricordo che ci sono sospetti - respinti da NSO, che finora ha sempre negato coinvolgimenti - che degli spyware siano stati usati contro l’entourage del suo editorialista Jamal Khashoggi, brutalmente ucciso dai sauditi, secondo la stessa intelligence Usa).
Come hanno ricondotto gli attacchi a NSO?
Gli attaccanti avrebbero usato server e servizi di hosting già associati a NSO, nonché account Whatsapp.
Chi erano i target?
Secondo l’azione legale promossa da Whatsapp, NSO avrebbe costruito una piattaforma di hacking che sfruttava una vulnerabilità dei server Whatsapp per aiutare i clienti a violare i cellulari di almeno 1400 utenti, tra aprile e maggio 2019.
Whatsapp avrebbe individuato almeno 100 attivisti dei diritti umani, giornalisti e membri della società civile in tutto il mondo, dagli Usa agli EAU, dal Bahrein al Messico, dal Pakistan all’India.
Un nome ad almeno una vittima
Uno di questi è stato intervistato dalla BBC. Si chiama Faustin Rukundo, vive a Leeds (UK) ma proviene dal Rwanda del cui regime è un oppositore, e ad aprile aveva ricevuto delle strane chiamate su Whatsapp da un numero svedese. Aveva provato a richiamare ma nessuno aveva mai risposto. Solo di recente ha scoperto di essere uno dei 1400, dopo aver ricevuto una chiamata dai ricercatori del Citizen Lab, che hanno contribuito alle indagini.
I target governativi
Ma ce ne sono altre di vittime, che potrebbero dare un risvolto geopolitico alla faccenda. Secondo Reuters, infatti, una porzione “significativa” di vittime erano funzionari governativi e militari di alto profilo, sparsi per 20 paesi, molti di nazioni alleate agli Usa. Uno scenario che apre la possibilità che alcuni clienti di NSO abbiano usato i suoi servizi non per fare indagini interne, ma per operazioni di spionaggio. Il professore di studi strategici e cyberwar Thomas Rid nota che mentre il ministro di Giustizia Usa chiede backdoor per Facebook/Whatsapp, militari e funzionari di governi amici venivano attaccati proprio con una backdoor (involontaria ovviamente). Come dire: qui il problema è rafforzare la sicurezza, non aumentare i buchi nella gruviera.
Da notare che Whatsapp avrebbe prima verificato la lista dei target con il database di possibili richieste da parte di Stati relative ad indagini, come terrorismo o pedofilia, ma non avrebbe trovato sovrapposizioni.
Cosa vuole ottenere la causa mossa da Whatsapp?
L’azienda controllata da Facebook ritene che quegli attacchi siano stati un abuso della sua rete; vuole una ingiunzione per fermare NSO dall’accedere alla sua piattaforma; ritiene che anche se NSO ha fornito i servizi a dei clienti, sia comunque responsabile in quanto architetto del software (BBC)
Che possibilità ha di vincerla?
La strada è in salita, secondo una analisi di Wired. In pratica Whatsapp sta accusando NSO di violazione del Computer Fraud and Abuse Act (e di altre leggi statali), ma il caso è un tentativo ardito di usare quella legge per “punire non solo gli hacker che hanno violato i computer di una azienda, ma anche quelli che sfruttano i suoi software per violare i computer dei suoi utenti”. Nel mentre però, c’è almeno un campo d’azione su cui Whatsapp sembra voler giocare. Infatti secondo alcuni voci non confermate, i dipendenti di NSO si sarebbero trovati chiusi tutti i loro account Facebook, Whatsapp, Instagram (ht Alex Stamos)
Il ruolo di NSO
La causa di Whatsapp - che allega vari materiali e manuali interni di NSO - getta però nuova luce sul funzionamento del software della società israeliana e i suoi rapporti con i clienti. E mostra un ruolo più attivo di quello che si pensasse nell’assistenza degli stessi. Ad esempio, scrive Vice, nel confezionare messaggi di phishing per specifici target.

FACEBOOK
Pubblicità politiche, che fare?

Abbiamo visto che Facebook ha deciso di non fare fact checking sulle pubblicità dei politici, una decisione che ha raccolto varie critiche. Ora si aggiunge una lettera interna di 250 dipendenti, secondo la quale permettere ai politici di mentire nelle pubblicità è una minaccia alla stessa azienda (NYT).
Cosa dice la lettera?
“La libertà di espressione (free speech) e la propaganda (paid speech) non sono la stessa cosa. La cattiva informazione (misinformation) ci riguarda tutti”. La decisione di non fare fact checking sui politici è una minaccia a quello in cui crede Facebook (...) “perché permette di trasformare la nostra piattaforma in un’arma prendendo di mira persone che credono che i contenuti postati dai politici siano veri”.
Il suggerimento è dunque di considerare gli ads politici come gli altri, ma nel contempo usare sistemi visuali per far capire ancora di più che sono ads. Inoltre - punto importante - i dipendenti suggeriscono di limitare il targeting per gli ads politici. Attualmente è normale per un politico caricare la lista degli elettori per poi usare gli strumenti di tracking comportamentale (come i pixel) e l’engagement con le pubblicità per raffinare ancora di più gli ads. Il rischio è che le persone non possano avere la possibilità di controllare pubblicamente quanto viene detto. “Inoltre questi ads sono così microtargeted (mirati su gruppi specifici, ndr) che le conversazioni sulla nostra piattaforma sono ancora più rinchiuse dentro silo separati di altre”. Infine, esplorare la possibilità di un silenzio elettorale.

La proposta
La situazione è molto mutevole e dinamica. In queste ore sul piatto c’era infatti anche una proposta da parte di una delle società che fanno fact checking per Facebook di trovare un sistema bipartisan per fare fact checking anche sugli ads politici. Vedremo (CNN)
La provocazione
Mentre si svolgeva questo dibattito, un politico e attivista di San Francisco, Adriel Hampton, si registrava come candidato a governatore con lo scopo di pubblicare pubblicità false su Facebook, in una sorta di atto dimostrativo (CNN).

PROPOSTE ITALIANE
Documenti per usare i social? Anche no, dai

Per un qualche motivo che mi è incomprensibile (nella sua essenza, non nei fattori esterni scatenanti), siamo di nuovo tornati a parlare di proposte di legge per far presentare i documenti (carte d’identità ecc) agli utenti che vogliano usare un social network o un servizio online pensando in tal modo di eliminare o ridurre l’odio online. Proposte che negli anni sono state sempre bocciate da una miriade di esperti e quindi accantonate. Ora c’è stata la proposta del deputato Marattin (qui la sua intervista a Corriere), e dunque è ripartito un film già visto.
Mi limito a mettere dei link, iniziando con un momento amarcord:
2014, copertina di Wired: Fabio Chiusi e la sottoscritta scrivevamo perché chiedere i documenti fosse inutile se non dannoso. Ma il tempo passa e i temi ritornano dunque….
In questa settimana del 2019:
- Profili sui social network e carta d'identità: perché non è possibile
L'idea di "schedare" tutti i cittadini che abbiano un profilo social pone problemi tecnici, giuridici e politici insormontabili (Giovanni Ziccardi)
- Odio e disinformazione (che sono ovunque per strada, in TV, sui social) sono una seria questione culturale. Come si affrontano? (Arianna Ciccone)
- Disinformazione, propaganda, bugie, minacce, insulti, provocazioni, odio hanno diritto di cittadinanza in Rete? (Fabio Chiusi su Valigia Blu)
- La lesione dei diritti dei cittadini è da sempre un chiaro tema reazionario (ok, il suo vero titolo è un po’ più tranchant) (Il Post - Massimo Mantellini)
- Una sparata controproducente (Radio dell’avvocatura - Francesco Micozzi - audio)
- Perché questo genere di proposte sono inutili - uno Stefano Zanero già di qualche mese fa (ma sul tema direi d’annata, come il vino buono).
- Velleitario e pericoloso (dichiarazioni Garante Privacy)
Mi fermo qua, anche se ho lasciato fuori molti altri interventi, ma se mi costringete a riparlarne, la prossima volta ve li metto tutti, ok?

Riassunto e disegnino semplificato per chi non ha tempo o voglia: quel tipo di proposta per quel tipo di problema equivale ad avere le zanzare in casa e a sparar loro cannonate. Le zanzare restano, i buchi nei muri rendono la tua casa (i diritti di tutti) ancora più fragile. Meglio mettere degli zampironi e modificare l’aria che si respira.
Dunque oltre a investire massicciamente, in modo pianificato, a tutti i livelli, in cultura digitale (un tipo di formazione che sarà cruciale per la nostra sopravvivenza come nazione avanzata, detto en passant) e in educazione civica e cultura generale, si può chiedere, ad esempio:
- al governo: molte più risorse a magistratura e postale per indagare su reati
- alle piattaforme: procedure più snelle ed efficienti per ottenere i dati in caso di indagine
- alle piattaforme: canali più diretti con gli utenti che siano vittima di attacchi organizzati e sistemi per tutelare categorie più deboli o esposte
- alle piattaforme: spiegazioni chiare e trasparenza quando decidono di rimuovere contenuti in violazione delle loro policy, procedure chiare per appellare tali decisioni, revisione umana di decisioni automatizzate
-alle piattaforme: più strumenti in mano al singolo utente per gestire come preferisce il proprio feed, quello che vede, quello che vedono gli altri, come interagire con altri ecc
-alle piattaforme: trasparenza massima sulle pubblicità, specie quelle politiche, valutare se limitarle in qualche modo o fare altri controlli
- ai politici: chiedere di abbassare i toni, non aggredire utenti, non aizzare folle online e offline, tenere sotto controllo i propri spazi social ecc
- ai media: non dare rilevanza, se possibile, ai primi 4 idioti che insultano qualcuno online per ottenere esattamente quello, visibilità.
E ovviamente molto altro, ma era solo per dare un assaggio di come inquadrare diversamente la questione.

Ora il partito comunista cinese ha chiesto ai suoi membri di attestare la loro fedeltà su blockchain. Chissà cosa ne penserebbe Satoshi Nakamoto. Ad ogni modo si potrebbe usare anche per le promesse elettorali dei nostri politici…. (si scherza)

Fa un deepfake porno su una ragazza, arrestato

Uno studente indiano è stato arrestato per aver usato le foto su Instagram di una teenager al fine di produrre un suo deepfake (video in cui sono riprodotte le fattezze di qualcuno per dire o fare cose che non ha mai fatto) pornografico e minacciare di distribuirlo poi online (Ndtv).
Da una breve ricognizione mi pare che i deepfake su celebrità (e non) in India siano molto diffusi. Un anno fa una giornalista indiana schierata a difesa dei diritti delle donne era stata presa di mira con deepfake pornografici.

CELLEBRITE
Il caso Boettcher e lo sblocco del suo iPhone

La società israeliana Cellebrite - che si occupa di estrarre dati da dispositivi - ha pubblicato un caso studio in cui descrive come sono stati usati i suoi servizi in una vicenda di cronaca giudiziaria italiana, quello della coppia Boettcher/Lovato, e della aggressione con l’acido all’ex fidanzato di lei. Tra i reperti sequestrati a Boettcher c'era un iPhone, protetto da un PIN di 4 cifre che il ragazzo diceva di non ricordare. Come indicato nel case study, le consulenti dei legali di parte civile avevano già rinvenuto e analizzato un backup dell'iPhone che però risultava essere stato prodotto un paio di mesi prima dell'aggressione: per poter avere un quadro completo della vicenda si decise quindi di provare ad accedere direttamente all'iPhone. Era l’inizio del 2015. I magistrati allora incaricano un noto ed esperto consulente informatico forense, Mattia Epifani, di capire come gestire la situazione e presentare loro tutte le opzioni sul tavolo per provare a ottenere anche quei dati. Alla fine viene scelto di provare con Cellbrite, riferisce il rapporto.
“L'aspetto rilevante che Cellebrite evidenzia nel suo case study - commenta a Guerre di Rete Paolo Dal Checco, altro noto ed esperto consulente informatico forense - è che Cellebrite è stata in grado di sbloccare un iPhone protetto da PIN in un momento nel quale il loro servizio era l'unico disponibile, a parte alcune soluzioni rischiose che funzionavano solamente in particolari condizioni. L'incarico relativo allo sblocco dell'iPhone di Boettcher, inoltre, è stato tra i primi conferiti ufficialmente dall'Autorità Giudiziaria italiana alla società israeliana e ha dato il via a una serie d'incarichi conferiti ancora oggi, ovviamente su dispositivi più recenti”.

Son ya 44 años desde la invasión por Marruecos del Sáhara Occidental. Y sin resultados justos y eficaces por parte de ese Consejo de Seguridad.

Me he sentido totalmente defraudado por la aprobación ‘unánime’ (2 abstenciones: Rusia y Sudáfrica, afortunadamente) de la reciente Resolución 2494 (2019) del Consejo de Seguridad de la ONU relativa a la cuestión del Sáhara Occidental.

El hecho de que en estos momentos no haya un Representante Especial o Personal del Secretario General de la ONU para el Sáhara Occidental, no puede servir de justificación o coartada para una resolución-farsa.

Son ya 44 años desde la invasión por Marruecos del Sáhara Occidental. Y sin resultados justos y eficaces por parte de ese Consejo de Seguridad. Mucho discurso, pero todo sigue igual: el statu quo favorable a Marruecos y a los intereses que apoyan a ese Estado invasor, chantajista, corruptor y criminal, mientras la población saharaui resiste soportando la sistemática represión y el robo de sus recursos por parte de un Estado invasor-ocupante-ilegal, que se ha saltado impunemente todas las normas del Derecho Internacional, mientras ustedes, año tras año, siguen leyendo un papel que no sirve para nada, salvo para no implicarse con los principios de la Carta de la ONU y de la legalidad internacional vigente, establecida por ese mismo Consejo al término de la II Guerra Mundial. Sí sirve para seguir manteniendo la ocupación marroquí, claro, con todas sus nefastas consecuencias para el pueblo saharaui y para la Paz y Seguridad en la región, si es que no también en otros lugares.

Es obvio que el CS sí puede adoptar las decisiones correctas y oportunas, aunque no haya Enviado Especial o Personal del Secretario General.

A los ciudadanos del mundo nos parece una enorme injusticia, una cobardía solapada, una insensible crueldad y una absoluta miopía dejar las cosas como están, para contentar a Marruecos, Francia y, en su caso, EEUU. Mientras ustedes practican la parálisis, el pueblo saharaui sufre. ¿Les importa a ustedes? ¿Duermen ustedes tranquilos?

Todos conocemos la artimaña de la invasión. El TIJ de La Haya ya dictaminó que Marruecos no ostenta título alguno de soberanía sobre el territorio saharaui del Sáhara Occidental, de conformidad con los principios y normas de la ONU. ¿A qué esperan ustedes para imponer la ley?

Marruecos es el invasor, y con un potencial bélico impresionante; un Estado que chantajea a Europa enviando pateras de inmigrantes o negando la cooperación judicial y antiterrorista cuando le place.

Francia tiene una especial responsabilidad y culpabilidad en esta situación y en la continuación de la ocupación y la consiguiente represión sistemática y atroz.

Y EEUU, también. Recuerden ustedes que fue Henry Kissinguer quien dio el visto bueno a la invasión marroquí mediante su famoso telegrama desde El Líbano. Y luego, Kissinger y el presidente Gerald Ford, reunidos en el Despacho Oval, acordaron colocar el asunto a la ONU para, más tarde, eliminar la exigencia del referéndum de autodeterminación, como ya se había hecho en otro caso anterior. Complicidad, responsabilidad y culpabilidad de EEUU.

Kissinger engañó al presidente Gerald Ford; y éste se dejó engañar (Jacob Mundy en Le Monde Diplomatique). El Presidente de EEUU tenía la obligación de informarse mejor, adecuadamente. Pero le resultaba más cómodo ‘dejarse engañar’. Todavía están ustedes y EEUU en condiciones de arreglar ese crimen de lesa humanidad; pero no les interesa, claro. La ONU tiene herramientas legales suficientes. Es la máxima autoridad mundial. Pero prefiere ‘parir un ratón’, como denunció el honorable Embajador y Vicepresidente de la MINURSO Frank Ruddy.

Todos los Enviados Especiales o Personales ‘fracasan’ y/o dimiten porque ustedes otorgan impunidad a Marruecos y se prestan a los sobornos y chantajes.

El Sáhara Occidental y su sufrido y maltrecho pueblo están siendo tratados como moneda de cambio de los intereses de los Gobiernos a los que ustedes representan. La ley del más fuerte, que no se compadece nada con los principios establecidos en la Carta de la ONU y en la Resolución 1514, emitida precisamente en los años de la descolonización. ¡Y estamos ya bien entrados en el siglo XXI! Y todavía hay que luchar por la descolonización de la última colonia de África. ¿O no es cierto que Marruecos chantajeó al Gobierno de Suecia para que no reconociera a la RASD? ¿No es cierto, también, que chantajeó al Gobierno Francés, negándole durante un año toda cooperación judicial y anti-terrorista? ¿Quieren ustedes más sangre, más guerra, otra vez? ¿O que creen que están ustedes propiciando con esas resoluciones dilatorias y prolongando la ocupación hasta que los saharauis cedan y se rindan ante el crimen, el poder, el chantaje y la injusticia?

No lo conseguirán, a pesar de tanta lectura de papeles huecos en la reunión del CS, con una ‘diplomacia’ arcaica, miedosa y sometida. Y no lo conseguirán -a riesgo, además, de provocar graves conflictos-, porque cada vez somos más los ciudadanos del mundo, de muy diversas partes del mundo, que les exigimos s ustedes que cumplan su propia legalidad, la que ustedes mismos o sus antecesores han legislado y ahora no se atreven a aplicar.

¿Porqué se aplicó el Capítulo VII de la Carta de la ONU cuando Irak invadió Kuwait y los gobernantes de EEUU engañaron al Mundo entero mostrándoles un salero con polvo como ‘arma de destrucción masiva’ que luego se demostró inexistente? ¿Por qué no se aplica ese Capítulo VII a Marruecos? ¿Por qué ese doble rasero, esa doble vara de medir, esa hipocresía, para con lo invadidos, esa cobardía y esa crueldad de sus resoluciones injustas?

¿Cómo se va a llegar a un ‘acuerdo mutuamente aceptable’ entre el invasor-chantajista y el invadido expulsado de su tierra y castrado de sus derechos inalienables? ¿Por qué no se aplica el Plan de Paz aprobado por las partes y por ese CS? ¿Cómo consienten ustedes que Marruecos imponga sus condiciones previas, el llamado ‘plan de autonomía’ bajo soberanía marroquí, contraviniendo la Carta de la ONU, la Carta de la UA, el dictamen del TIJ, las sentencias del TJUE y las reclamaciones de la ciudadanía internacional consciente, que aspira a un mundo mejor y que, al igual que el pueblo saharaui, va perdiendo la fe en la ONU y su CS?

Solo hablan ustedes del plan de Marruecos. No del plan del Frente POLISARIO, representante legítimo del pueblo saharaui, un plan bastante generoso, presentado también en 2007 al SG. ¿Por qué no lo analizan ustedes? ¿No tienen tiempo para hacerlo? ¿No les pagamos para que hagan Justicia? ¿A qué esperan? ¿A que Marruecos siga con su tozudez, haciendo dimitir a los sucesivos Enviados Personales o Especiales del Secretario General, y el problema siga eternizándose y dando más pruebas al Mundo de una ONU/MINURSO ineficaz?

¿Por qué MINURSO es la única misión de Paz sin competencias en la supervisión del respeto a los derechos humanos?

El caso de Timor Oriental era similar al del Sáhara Occidental. Costó mucha sangre, pero hoy es un país libre e independiente. Cierto también que el Gobierno Portugués de la época se lo propuso; y lo consiguió. No es el caso de los sucesivos y taimados gobiernos españoles, cuyo Estado sigue siendo potencia administradora de iure del Sáhara Occidental y tiene una enorme deuda histórica, moral y política con el pueblo saharaui, único pueblo del Magreb que mantiene el español como segunda lengua oficial y que, a pesar de tantas dificultades, zancadillas y traiciones, ha construido un Estado que es ejemplo para África y para el Mundo.

Estas reflexiones y llamadas de atención de un ciudadano español, de la UE y del Mundo debiera interpelarles de algún modo a ustedes, como expresión de lo que sentimos, pensamos y creemos muchos ciudadanos del Mundo: que la legalidad internacional no debe ser una utopía.

Pero, a decir verdad, no confío en ustedes, en su deseable honestidad, ni en que ustedes tengan capacidad para seguir el ejemplo y las recomendaciones que un hombre digno como Dag Hammarsköld hizo a los funcionarios públicos internacionales cuando llevaba las riendas de la ONU. Y, a este respecto, creo estar muy cerca de la opinión que le merece todo este asunto al pueblo saharaui y a su representante legítimo, el Frente POLISARIO, pues esto es lo que ha afirmado respecto al callejón sin salida en que ustedes les han metido:

«Al no cumplir con su compromiso de poner fin al statu quo y exigir que Marruecos ponga fin a su ocupación ilegal del Sáhara Occidental, el Consejo de Seguridad ha perdido otra oportunidad para evitar el colapso del proceso de paz de la ONU».

«Ante el fracaso reiterado de la Secretaría de la ONU y el Consejo de Seguridad para evitar que Marruecos imponga los términos del proceso de paz y el papel de la ONU en el Sáhara Occidental, al Frente POLISARIO no le queda otra opción que reconsiderar su participación en el proceso de paz en su conjunto».

“El Frente POLISARIO ha actuado siempre con moderación a pesar de la política de intransigencia, obstruccionismo y chantaje llevada a cabo por Marruecos. A lo largo de los años hemos hecho enormes concesiones para que el proceso de paz de la ONU avance y tenga y éxito.

“Sin embargo, la incapacidad del Consejo de Seguridad de intervenir con firmeza ante los descarados intentos de Marruecos de transformar a la MINURSO en una herramienta para normalizar su ocupación ilegal de nuestro territorio nacional ha socavado la integridad y la credibilidad del proceso de paz de la ONU para nuestro pueblo.”

INCREDIBLE INDIA?

Visiting India especially the Taz Mahal is always in my dream. In my childhood we used to have calendars with pictures about interesting places all over the world. Watching the pictures I got the feeling as if I were living there once in the past, because those pictures seemed so close to my heart. Some pictures were about few places in my country but most of them were about interesting and historical places abroad. I wonder if reincarnation is a true story, but as a Christian I would rather trust, that was only because my heart and soul was extremely possessed by the beauty of the places and the history behind it, that was why I feel so close with the pictures. As it proved, I was lucky to have been visited more than 40 countries in the world.

It was 09.00 pm when I landed at Indira Gandhi International, the new airport of New Delhi, India, on 30th  August 2010. The airport is huge and it has just been operational since early of August 2010. The size maybe equal to Suvarnabhumi airport in Bangkok and the floor was totally covered by wall to wall carpet like Changi airport of Singapore. The security check was so tight, may be it happens after India has a very bad experience with the Mumbai terrorist attack. (Mumbai is the second largest city of India)


Upon arrival, I was fetched up by the Embassy people who then brought me with Toyota old van 1990 to Ramada Hotel which I booked through the internet. It took about 30 minutes from the airport to the hotel and my eyes caught by the glitter of the road studs. I also observed that many fully equipped military guards stand between the airport to the center of New Delhi. Later, I knew that they guarded the city day and night. Incredible!

When I arrived, there were so many cars queuing at the hotel gate, a wedding party of the rich had taken place in the hotel, so I asked the driver to just drop me, so that we would not blocked other cars to get in.

After passing the scanning machines, I went inside then submitted the hotel voucher and asked for the room. Unfortunately however, the receptionist told me that I was not registered in that hotel but to another Ramada Hotel in Gurgaon about 2 hours from Ramada Hotel New Delhi.

I showed them that what was written on the voucher is clearly Ramada Gurgaon New Delhi, and since I had never been to India before, I presumed that the one I booked was totally correct, which is the one that I stand now; I had no idea, that there are two different Ramada hotel in Delhi. (Well, if they assumed that Gurgaon which is 2 hours from Delhi is also in Delhi)

Feeling tired and sleepy, I then asked them whether I can simply move to this hotel instead of staying at the other Ramada in Gurgaon, of course with additional cost I don't mind. Again, according to the hotel management I can't do that, simply because the two Ramada is only the same hotel chain under the same franchise system and name, but different ownership. How incredible! They are very strict with the rule here, the cancellation meant that all of the booking cost for 4 days stay which I have already made with Ramada Gurgaon that cost USD 400.- will automatically deducted from my credit card and gone, if I stay in Ramada New Delhi! (Well, that is the rule)

After long arguments, they advice me to use a hotel taxi to bring me to Ramada Gurgeon. I said: “Okay no problem, how much would the price be?” and then they said:”7000 rupees or about USD 170” I answered:”Well, that will be the problem, just get me another taxi not from this hotel.” They nodded, then I got an outside taxi with the price of only 900 rupees” Can you imagine the price different just in a minute? Well, that was incredible!

After about one hour drive, I then arrived at Ramada Hotel Gurgaon. There the manager said: "You can't cancel your booking". So, I had to stay in that hotel for the 4 nights I booked in the first place. It was already 01.00 am. Feeling tired and disappointed, I could do nothing than to accept their policy. Here I am, in the middle of nowhere; I then called the embassy personnel to inform them the situation and where I am about. Of course the embassy staff offered me the transportation facility, but knowing the distance and the fact that I had already chartered a taxi for pick and drop during I stay in the hotel, I gently refuse the offer and ask them to only fetch and drop me when I was about going back to Indonesia later.

Before sleeping, I asked the hotel manager for the free internet facility as they promoted in the web . We worked on it, and after one hour my laptop get connected with the internet, but with very low signal or meaning no connection at all! Another incredible story.

Gurgaon itself is a new industrialized modern city in the outskirt of New Delhi. It will take only 45 to 90 minutes from Ramada Hotel Gurgaon to Ramada Hotel New Delhi, depends on the traffic. There will be a small metro train station located in front of the Ramada Gurgaon once it is finished in early 2011. The Ramada Gurgaon Hotel is a small 8 stories 3.5 star hotel, built about 2 years ago. It is a very clean hotel and with a very helpful and polite staff too. I had no complain at all about the hotel condition. It is a good hotel to stay, especially for businessmen or investors who have business in Gurgaon; and else the infrastructure facilities in India is good or at least better than in Indonesia, so almost every part of India is reachable.

The next morning, I went to the meeting with the chartered taxi as recommended by the hotel manager. It was a small car with a Nepalis driver named Tapha who only speak a little English. No smile in his face, he seemed full with anger. he didn't even greet me a good morning but just drove and murmured, may be because I was a bit late for our appointment that morning.

Arriving at the toll gate, Tapha asked me to pay 20 rupees for the toll. Getting furious, I sternly said to him: “You know what, why are you so impolite to your costumer? I supposed to pay only 800 rupees for pick and drop, but the manager then told me to add 500 rupees more, for toll , miles, parking and bla bla bla. I have already agreed about that and now with your long face you force me to pay more and more. Why don't you just check to the hotel manager?” He called and checked and then with grim he said: “Okay, okay”

On the way to the meeting, I asked Tapha whether he can stop the taxi at Ramada Hotel Delhi, just to check, whether the meeting will be taken place at Ramada Delhi or Le Meridien. Actually they are at the same direction, and we could pass Ramada Delhi before Le Meridien, however he said: “No, no, no, miles, miles, miles”. “Okay” I said: “no problem, just drop me at Le Meridien”. (Ghost, it was incredible!)

At Le Meridien, I check, whether the venue of the meeting is in their hotel or in Ramada Delhi. They politely check and inform me that, it is not in their hotel, so I phoned the committee and they told me that the venue is at Ramada Delhi.

From Le Meridien I walked about 3 minutes to Ramada Delhi, because the two hotels are very closed by. The problem is, no one at Ramada Delhi knows where the meeting would take place when I asked them at the night when I firstly arrived where the meeting would be. (Another incredible story!)

In the afternoon, I called the manager of Ramada Gurgaon to ask Tapha to fetch me at 05.30 pm; and there Tapha came with a man whom he called his body guard. They both have very strong sweating smell which made me almost choked to death. I just sat quietly till I arrived at Ramada Gurgaon and paid Tapha 1300 rupees (+ USD 32) for the transportation I made with him that day.

The next morning, Tapha was totally 100% changed. He came alone and became so very polite and full with smile. He asked me to talk to his wife who is Indian and has two master degree and of course she speaks very fluent English much better than me. After talking in the phone to his wife then I chat with Tapha and from his broken English I knew that he has one beautiful 9 years old daughter and 3 of his siblings married to different nationalities such as married to a Malaysian, a Kuwaiti, a Saudi Arabian and he himself married to a beautiful and smart Indian lady. Well, that was really a beautiful incredible story.

Along the way back from Ramada Delhi to Ramada Gurgaon I sang along with Tapha a beautiful Indian song entitled Kuch-Kuch Hota Hae which is originally sung by a famous Indian actor Shah Rukh Khan. It was like an ice breaking song that we both enjoy. We sang and dance along the way and every car just looked at us dancing and singing and beep us to be careful because we disturbed other cars to pass by.

It was a pity because the next day, I had to go with the embassy van to visit the famous Taz Mahal, and the day after that I had to go back to my beautiful country Indonesia. So no more Tapha.

It takes 4 hours to go to the Taz Mahal from Ramada Gurgeon. I had to pay about 12,000.- rupees (+USD 300.-) if I use the hotel taxi (not Tapha taxi), or I pay only USD 75.- per person if I use tourist bus, that is already included lunch and entrance tickets. With the embassy car the two of us (me and my colleague) pay only USD 150.- for the tip, since 2nd September was a holiday in all over India as they celebrating the Khrisna day.

Along the way to Taz Mahal, we pass by the country sides. They are all green but also dusty and rocky. The Northern parts of India are quite dusty because they are close to Gobi desert, one of the largest desert in the world. Sometimes, we can see sky scrapers enacted in the middle of nowhere. The way they built them there were to create equal distribution of wealth across the states.

Not many houses exist along the way. With 1.2 million people, India seems so quiet. Most Indians seems tend to live in the cities rather than in the country sides. Well that is my observation at glance and that may not be 100% correct. (*PS: Later I found from my Indian friend that only + 35% Indians living in the cities)

The road to Agra is full with trucks. Well, I am sorry to say that most of the trucks or vehicles in India seemed old but still work well. The bus there all surrounded by concrete bars, so it seems like a jail bus to me, but they say it was because India has a large poor population and the majority of them use buses as main transportation, so in order to avoid them from falling out of the bus, they put bars in all of the windows, so that they would be more secure inside. The famous public vehicle is the three wheels Bajaj. (We also have Bajaj in Indonesia, as one of our public transportation in the cities. We imported a lot from India, but the size of the Indonesian Bajaj is smaller than the Indian one). What amazed me is the Indian Bajaj fit for 12 persons and still moving, whereas in Indonesia may be for 6 or 7 person can fully pack in one roof. Wow, another incredible story!

Agra is one of the cities in Uttar Pradesh (UP) state of India. UP has about 130 million people, who live in trade, crafting, agriculture and mining. The majority of Agra people is Moslem, but they seem so poor, or at least that was I observed along the way. The Taz Mahal built by King Shah Jahan (a Moslem King) in 17 century as a dedication to his most beloved queen Mumtaz. (The King himself has + 200 wives, according to our driver). Incredible! It took 22 years to build such a magnificent and beautiful landmark. As everyone knows, Mumtaz died when delivering her 14th baby much earlier before the Taz Mahal itself finished.

The king himself then murdered by his own son who disagreed with his royal father lavish live and plan to built another Taz Mahal for himself. If you go to Taz Mahal compound, there is no other Taz Mahal or the black Taz Mahal around. Every building in Taz Mahal compound was built asymmetrically and in harmony with its surrounding. The buildings erected in the edge of the river, so it has incredibly beautiful natural landscape in itself.

Made of first class marble and crafted and decorated with semi precious stones such as Lapis Lazuli , Malahit etc, it makes Taz Mahal one of the world expensive and grandeur royal tomb ever exist man made!

The King and his Queen buried in the ground of Taz Mahal. What we can see in the first floor or the entrance is the replica of their tombs. The entrance fee is 750 rupees for an adult, that is included a bottle of small mineral water and a pair of wet shoe cover since the temperature around Agra could reach up to 50 centigrade degree Celsius we need the shoe cover to stand the heat. No chewing gum allowed into the Taz also no pictures taken inside the building in order to maintain the color of the stone. The marble wall itself is translucent, it gives white color in the morning, yellow to light orange in the afternoon and blue in the evening. When we pointed out our light or lit the matches to the wall, the light can go through the wall, so it is magnificently incredible!

There are many professional photographer around the The Taz Mahal, so we don't have to worry if we forget to bring our camera along. It will costs us only 700 rupees for ten pictures, so its no money at all considering the professional result we could get. The pictures will turn to be very fantastic!

On the way back to the hotel, our tour guide, the one who has been recommended by the embassy, lead us to the handicraft shop, who sells some souvenirs made of translucent marble. The ancestors of the handcraft men were the one who crafted the Taz Mahal, so according to our guide they produce only high quality handicrafts, but the price is extremely expensive, especially for a civil servant like me. I bought the cheapest one, not so nice, but it cost me already USD 150.- only for a simple marble plate and small elephant crafts. Gee...that was only some I could bring from India since I had a condense meeting and must commute every day from Gurgaon to the meeting venue in New Delhi. I didn't even know how New Delhi actually looks, but I thanks God and my government and myself because of the small mistake I made in booking the hotel, I was then able to commute and see how the real India looks and I could take some pictures which you can see in this website.

I return home on 3rd September to Indonesia and stayed over night in Bangkok Thailand. I bring along a beautiful and incredible memory of India which I will treasure the beauty of India until I die.

وبسبب "تعرضهما للظلم، وحرمانهما من أبسط الحقوق"، بحسب حقوقيين، أقدم كل من بدر الفضلي وزايد العصمي، على الانتحار، بحسب ما نشر ناشطون عبر مواقع التواصل الاجتماعي.

 

ونشر ناشطون آخر محادثة جمعت العصمي بنجله، يوصيه فيها بالحرص على إخوته، ويخبره بأن هذا آخر يوم في حياته، وأنه تناول السم، بسبب "الضيق" الذي يعيشه.

 

فيما تداول ناشطون أبياتا قالها الشاب الفضلي قبل إقدامه على الانتحار شنقا، جاء فيها: "ما جيت جايع للحياة ولا عشت بالدنيا أكون.. ولا رجيت الضيق رغم صعوبات الوقت الردي، أنا ما أنسى الرفيق لا ذاع صيته من يكون، ولا ثورة حليم لا جارت الأيام ضدي".

 

وصب ناشطون جام غضبهم على السياسات الحكومية، التي لا تزال تماطل في حل قضية البدون العالقة منذ عدة عقود.

 

وفي تصريح لـ"عربي21"، قال مؤسس ومدير حركة الكويتيين البدون، محمد والي العنزي، إن تعداد البدون في الكويت يصل إلى نصف مليون نسمة، نافيا ما يتردد من أرقام حقوقية أن العدد لا يتجاوز المئة ألف، علما بأن الحكومة تعترف برقم أقل من ذلك.

 

وأضاف العنزي المقيم في لندن، أن الحكومة الكويتية لا تستوعب الدروس، مضيفا: "نصحتها صادقا راغبا في الحل لكن فسادها وكبرها منعها من الحل وسترغم على الحل وستأتي مجبرة".

 

وبحسب العنزي، فإن "المجتمع الدولي بدأ بأخذ الخطوات الأولى للتحرك في سبيل حل قضية البدون"، متابعا: "بانتظار المزيد منه ومطالبنا كثيرة من لجان تقصي الحقائق لاستلام الملف برمته لعودة كافة الحقوق".

 

وذكر العنزي أن الآلاف من بدون الكويت حصلوا على جنسيات من بريطانيا، والنرويج، والسويد، والدنمارك، وفرنسا، وهولندا، وإيرلندا، وكندا، والولايات المتحدة، وأستراليا، وغيرها.

 

وذكر العنزي أن البدون لا سبيل لهم في مغادرة الكويت إلى دول تمنحهم حق الإقامة، إلا بطرف التفافية، عبر الجوازات المزورة، أو التهريب، أو الرشاوى التي تمنحهم جوازا يتيح لهم السفر لمرة واحدة.

 

والجواز المقصود بحديث العنزي، يسمى بـ"الرمادي"، ويصرف لفئة البدون بشروط محددة، مثل "الدراسة أو العلاج"، ولا يحمل هذا الجواز الامتيازات التي يحملها المواطن الكويتي، إذ يتطلب إصدار فيزا لدخول دول الخليج، وغيرها ممن يعفى الكويتيون منها.

 

ودعا ناشطون إلى التجمهر أمام ساحة "تيما" التي شهدت خلال الشهور الماضية، اعتصامات عديدة للبدون للمطالبة بحل قضيتهم.

 

وفي السياق ذاته، أعلن رئيس مجلس الأمة مرزوق الغانم، عن مقترح لحل القضية، يتضمن منح البدون حق التعليم والعلاج، واستصدار الرخص، مع منحهم صفة المقيم لمدة 15 سنة.

 

الغانم الذي يعتبره البدون جزءا من مشكلة تعطيل حل قضيتهم، نوه إلى الفصل بين من يحق لهم حمل جنسيات بلدانهم الأصلية، وغيرهم، في إشارة إلى الاتهامات المتكررة من أطراف حكومية لفئات من البدون، بأنهم يخفون وثائق تشير إلى جنسياتهم الأصلية، طمعا في الحصول على الجواز الكويتي.

 

وفي نهاية تموز/ يوليو الماضي، وعلى إثر الاحتجاجات الواسعة للبدون، كشفت صحيفة "الراي" المقربة من الحكومة، عن مشروع قانون لحل القضية العالقة منذ نحو ستين سنة.

 

وأوضحت الصحيفة أنه بناء على توجيه من أمير البلاد، صباح الصباح، تم تشكيل لجنة مصغرة، تضم رئيس مجلس الأمة، مرزوق الغانم، ورئيس الوزراء جابر المبارك، ونائب رئيس مجلس الوزراء، وزير الداخلية، خالد الجراح، والمسؤول عن ملف البدون في الحكومة، صالح الفضالة، لحسم ملف "البدون"، أو "المقيمين بصورة غير قانونية"، كما تسميهم الحكومة.

وألمحت صحيفة "الراي"، إلى أن لقاء رئيس مجلس الأمة، مرزوق الغانم مع رئيس البرلمان العراقي محمد الجلبوسي في تلك الفترة، قد يشير إلى احتمالية منح الجنسية العراقية، لمن يقدم أوراقا ثبوتية عراقية من "البدون"، إلا أن أي قرار رسمي لم يصدر بعد.

وقالت الصحيفة، إن اللجنة المصغرة التي تشكلت بتوجيهات من أمير البلاد، ستواصل العمل بقانون تجنيس الـ4000 شخص سنويا.

وحول فئة البدون من أبناء الكويتيات، وزوجات الكويتيين، البالغ تعدادهم 18 ألفا، قالت "الراي"، إن "تجنيس هذه الفئة آتٍ لا محالة، وإن أساس منحهم الجنسية قائم على القرابة وليس الوجند، ومن ثم فإن هذه الفئة سيتم إعفاؤها من شرط إحصاء 1965، ويتم تجنيسها اعتمادا على قانون تجنيس الـ4000، ومن لن يجنّس فورا منهم فسيحصل على تسهيلات ويُعامل معاملة الكويتي".

Riad, 6 nov (EFE).- Miles de kuwaitíes acudieron hoy, banderas nacionales en mano, a la capitalina plaza de Al Irada o 'La Voluntad' para participar en una sentada contra la corrupción, un acto muy poco común en el país del Golfo.

En ella participaron diputados y exdiputados, además de miembros de la comunidad 'bidun' o 'sin nacionalidad', considerados 'residentes ilegales' que carecen de documentos oficiales, como partidas de nacimiento o de defunción, y no tienen acceso a las escuelas públicas gratuitas ni a la mayoría de empleos.

En los últimos dos días, dos 'bidunes' se suicidaron en dos incidentes separados que han alimentado la ira de este grupo en Kuwait.

El exdiputado Saleh al Mulá llamó hace unos días a llevar a cabo una sentada en la plaza para protestar contra 'la corrupción desenfrenada, el deterioro en el nivel de los servicios y el agotamiento del dinero público', al tiempo que lanzó la etiqueta en redes sociales 'Suficiente, se acabó'.

El exlegislador afirmó en su cuenta de Twitter que recibió la aprobación de la Administración capitalina para organizar esa 'sentada silenciosa'.

La plaza Al Irada, frente al Consejo de la Nación de Kuwait, siempre ha sido un lugar para grandes protestas, como las manifestaciones de 2011 durante la Primavera Árabe, cuando varias personas, entre ellas parlamentarios, tomaron la institución.

Asimismo, esa plaza acogió protestas el pasado mes de febrero, cuando varios manifestantes exigieron al Gobierno que les perdonara los préstamos que habían tomado de bancos y compañías financieras.

Kuwait tiene una población de 4.5 millones, 31 % de los cuales son kuwaitíes.

Desde hace semanas, las calles y plazas de Irak y el Líbano están siendo escenario de protestas masivas para pedir un cambio profundo del sistema de reparto del poder y de la riqueza.

A family based in Kuwait is seeking a temporary live-out Nanny from December 1st 2019 – February 20th 2020 to cover their permanent nanny.

The family have a baby boy aged 1.5 years old and the main responsibility of the nanny will be to care for and educate the child through engaging and age appropriate activities inside and outside of the home. He is in a very structured routine and naps for two hours daily, during this time the nanny would have time for herself and may leave the premises if she wishes as he will be with his mother. He is also eating very healthy food and they would like someone that has the same feelings towards healthy foods and is on board with their wishes. He also attends a sensory and motor skills group, visits the playground a couple of times per week and a playgroup once weekly.

The ideal candidate will be an experienced and qualified mature nanny with a patient, calm and kind attitude towards her work as well as a genuine love for child rearing.

The main duties are caring for and speaking in English with the little boy as well as basic hygiene and keeping the nursery tidy, no other duties are required. A separate apartment close to the family’s home is offered for the nanny to live in and a driver will pick her up and drop home daily.

The working schedule is 6 days per week up to 12 hours daily and the salary is starting from £1000 net per week. The family also offer a return flight to your home destination as well as visa. They are ready to start interviewing potential candidates over Skype immediately.

Global Appeal Status

  • At the end of October 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) require US$25.20 billion to assist 97.9 million people in urgent need of humanitarian support. The plans are funded at $11.97 billion; this amounts to 47.5 per cent of financial requirements for 2018. Requirements are lower than in September 2018 due to revision of the Ethiopia Humanitarian and Disaster Resilience Plan (HDRP). For the remainder of 2018, humanitarian organizations require another $13.23 billion to meet the needs outlined in these plans.

  • Global requirements are $1.10 billion higher than at this time last year. Overall coverage and the dollar amount were only marginally higher in late October than at the same time in 2017.

  • On 8 October the Government of Ethiopia and humanitarian partners issued a Mid-Year Review of the HDRP. The revised plan reflects changes in the humanitarian context, and requires $1.49 billion for 2018, as opposed to the March 2018 requirement of $1.6 billion to reach some 7.88 million people in need of food or cash relief assistance and 8.49 million people with non-food assistance in the course of the year. Despite the general good performance of this year’s belg (spring) rains, the number of people targeted for relief food and cash support remains largely unchanged due to the significant spike in internal displacement since April 2018.

Security Council Briefings and High Level Missions

  • At a briefing to the Security Council on 23 October, Under-Secretary-General/Emergency Relief Coordinator (USG/ERC) Mark Lowcock called on all stakeholders to do everything possible to avert catastrophe in Yemen. In a follow up note on the humanitarian situation in Yemen of 30 October, the USG/ERC thanked the Kingdom of Saudi Arabia, United Arab Emirates, United States, Kuwait, the United Kingdom and all donors for the record amount raised for the humanitarian appeal in 2018 which had meant nearly 8 million people had received assistance across the country; more than 7 million people had received food and more than 420,000 children been treated for malnutrition; clean water, sanitation and basic hygiene support is now available to 7.4 million people and about 8 million men, women, girls and boys had benefited from health services.

  • At a Security Council briefing on the humanitarian situation in Syria on 29 October, the USG/ERC urged the Security Council and key Member States to ensure that the ceasefire holds in Syria's northwestern province of Idlib to prevent a military onslaught and overwhelming humanitarian suffering. He thanked donors for the $1.7 billion contributed so far towards the HRP for Syria, but pointed out that this HRP is currently funded at less than 50 per cent.

  • In her statement to the Security Council on 30 October, Assistant Under-Secretary-General/Deputy Emergency Relief Coordinator (ASG/DERC)
    Ursulla Mueller spoke of the steady decline in humanitarian funding for the Ukraine over the years and mentioned that the HRP for 2018 is funded at only 32 per cent. This is simply not enough to cover food, health care, water, sanitation and other life-saving assistance. ASG/DERC Mueller appealed to donors to increase their support for consolidating gains in anticipation of the fast-approaching winter.

  • During a joint mission to Chad and Nigeria (5-7 October) with UNDP Administrator Achim Steiner, as part of a series of country visits the two will make to advance humanitarian-development collaboration, the USG/ERC called on donors to fulfil pledges and announcements of over $2 million made in Berlin last month at the High Level Conference on the Lake Chad Region (3-4 September). He noted the importance of maintaining humanitarian response in the region as needs were still very high.

  • Following her visit to the Republic of the Philippines from 9 to 11 October, ASG/DERC Mueller announced that OCHA would continue advocating for sustained funding to address humanitarian needs of people displaced by the Marawi conflict while ensuring that support for the transition to longerterm and sustainable recovery is forthcoming.

Upcoming Event

  • The Global Humanitarian Overview 2019 and World Humanitarian Data and Trends will be launched in the course of joint event to take place in the Palais des Nations, Geneva, from 10:00 a.m. to 11:30 a.m. on 4 December 2018.

Pooled Funds

  • Between January and the end of October 2018, country-based pooled funds (CBPFs) have received a total of $708 million in contributions from 32 donors (including contributions through the UN Foundation). During the same period, a total of $616 million from the 18 operational funds was allocated towards 1,071 projects with 575 implementing partners. Nearly 40 per cent ($246 million) of the funds were allocated to international NGOs and some 26 per cent (approximately $160 million) to national NGOs. UN agencies received 32 per cent ($202 million) of the allocated funds and Red Cross/Red Crescent organizations received over 1 per cent (some $8 million) of all allocated funds. The largest allocations per sector went to health; food security; water, sanitation and hygiene; nutrition; emergency shelter and NFIs.

  • Between 1 January and 31 October 2018, the Emergency Relief Coordinator approved $477 million in grants from the Central Emergency Response Fund (CERF) to support life-saving activities in 45 countries. This includes $297.7 million from the Rapid Response Window and $179.7 million from the Underfunded Emergencies (UFE) Window. A total of $31.6 million in Rapid Response grants was approved in October in response to cholera outbreaks in Zimbabwe, Niger and Nigeria; flooding in Laos; and the population influx from Venezuela to Brazil, Ecuador and Peru; as well as to support Government relief efforts following the earthquake and tsunami in Central Sulawesi, Indonesia. The UFE 2018 second round was completed this month, with $30.6 million approved in September and the remaining $49.4 million of the round’s $80 million released in October to assist people caught up in nine chronic emergencies in Angola, Bangladesh, Burundi, Central African Republic, Democratic People’s Republic of Korea, Libya,
    Republic of Congo, Rwanda and Sudan.

Country Updates

  • Funding for humanitarian activities in the occupied Palestinian territory (oPt) is at an all-time low. Nearly all agencies requesting financial support through the HRP have received less funding in 2018 than in previous years. This leaves humanitarian partners ill-placed to meet emerging needs or respond to the deterioration of the humanitarian situation in Gaza, where the rise in casualties during the recent demonstrations has stretched Gaza’s overburdened health system.
    Humanitarian agencies appealed in August for $43.8 million to respond to the Gaza crisis, particularly trauma management and emergency health care, in 2018. On 22 September, the Humanitarian Coordinator for the oPt launched an $8.3 million allocation from the oPt Humanitarian Fund to implement critical HRP projects, mainly in Gaza. Stocks of medical supplies are in extremely short supply and depleted to almost half of requirements. Since late October, the Gaza power plant has been providing up to eleven hours of electricity a day. However, around 250 health,
    WASH and essential solid waste facilities continue to rely on UN-procured emergency fuel for running back-up generators. This year’s intensive operations have depleted funds and stocks and the $1 million allocated by the oPt Humanitarian Fund for fuel supplies will only last until the end of November. Further and urgent financial support is therefore required.

  • Conditions in Yemen continued to deteriorate in October, pushing the country to the brink of famine. On 23 October, the USG/ERC warned the Security Council that without urgent action, up to 14 million people – half the population – could face pre-famine conditions in the coming months.
    Assessments are currently under way, with initial results expected in mid-November. The economic crisis is raising the risk of famine. The Yemeni rial has depreciated by nearly 50 per cent over the last year. Commodity prices have soared, as Yemen imports 90 per cent of staple food and nearly all fuel and medicine.

Urgent steps are required to avert immediate catastrophe. First, a cessation of hostilities is needed; this is especially critical in populated areas.
Second, imports of food, fuel and other essentials must be able to enter Yemen without impediment. Roads must remain open so these goods can reach communities across the country. Third, the Yemeni economy must be supported, including by injecting foreign exchange, expediting credit for imports and paying salaries and pensions. Fourth, international funding must increase now to allow humanitarians to meet growing needs for assistance. Finally, all parties must engage with the UN Special Envoy to end the conflict. Yemen remains the largest humanitarian operation in the world, with more than 200 partners working through the Yemen HRP.

Cabinet: Amir’s speech reflects Qatar’s achievements

The Cabinet hailed the speech of Amir H H Sheikh Tamim bin Hamad Al Thani at the 48th ordinary session of the Shura Council on Tuesday. 

The Cabinet also welcomed the important implications in the speech at the internal and external levels that reflected the extent of what has been achieved in various fields, and outlined the features of the next stage and the effort it requires for the homeland while adhering to the values and principles, in order to continue the development and building process under H H the Amir’s sound directives in accordance with the Qatar National Vision 2030. The Prime Minister and Interior Minister, H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani (pictured), chaired the Cabinet's regular meeting held at the Amiri Diwan. Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs, H E Dr. Issa bin Saad Al Jafali Al Nuaimi gave the details about the topics on its agenda. 

The Cabinet noted that H H the Amir’s lofty speech included stances towards regional and international issues, and emphasised keenness to promote security, peace and stability in the region and the world. The Cabinet also appreciated H H’s speech that referred to the preparation of the Shura Council elections and the necessary draft laws. Moreover, the Cabinet expressed pride in what H H the Amir said about the successes and achievements on the economic field and in the provision of services and decent standard of living, despite the unjust siege, stressing that all these have been achieved thanks to God and to H H’s directives as well as the dedicated efforts of citizens and residents.

H E the Prime Minister directed Their Excellencies the Ministers to implement the directives of His Highness the Amir in his speech and prepare the necessary plans and programmes. The Cabinet also approved a draft law on combating cover-up of non-Qatari business, economic and professional activities in violation of the law. The preparation of the draft law came to replace the current Law No. 25 of 2004, and in the context of modernizing legislation, creating an investment environment based on transparency, and consolidating the practice of activities in accordance with the provisions of the laws in force in the State.

It also approved a draft law amending some provisions of Law No. 15 of 2014 on the organization of charitable works. The Cabinet approved a draft decision of the Cabinet on the establishment and formation of the Standing Committee to supervise the management of central markets. The draft provides for the establishment of the Standing Committee to supervise the management of central markets at the Ministry of Commerce and Industry, and specializes in several functions, including: proposing the necessary policies and programs for the development of central markets and raise their efficiency.

It also approved the Cabinet’s draft decision to adopt the National Qualifications Framework, which is a mandatory reference tool for identifying, classifying and organizing national academic and professional qualifications according to the learning levels prepared according to specific criteria. It is designed to meet all aspects and levels of structured education in Qatar, including general, higher, vocational, technical and vocational education by providing a reference context for the design and development of a range of new and flexible qualifications that meet the needs of the State, the labor market and individuals, and ensure that those with the required skills in the field of employment. 

The Cabinet then approved its draft decision to add the Anti-Money Laundering and Combating Terrorist Financing Unit to the units comprising the Ministry of Justice and to define its competencies. The Cabinet moreover approved the following: A draft memorandum of understanding for cooperation in the field of charitable and humanitarian work between the Regulatory Authority for Charitable Activities (RACA) in the State of Qatar and the Ministry of Social Affairs and Labor in the State of Kuwait. A draft agreement between the governments of the State of Qatar and Hungary for cooperation in the fields of youth and sports. A draft agreement on cultural cooperation between the governments of the State of Qatar and Hungary. 

After that, the Cabinet reviewed the letter of H E the QCB Deputy Governor and Chairman of the National Anti-Money Laundering and Terrorism Financing Committee on the proposal to criminalise the smuggling of migrants in accordance with the UN Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the UN Convention against Transnational Organized Crime, and the views of the Ministry of the Interior in this regard, and took the appropriate decision thereon.

La iraquí estadounidense de 36 años ahora dirige su imperio homónimo Huda Beauty, una línea de maquillaje valorada en US$1.2 mil millones que se ha convertido rápidamente en una de las favoritas entre las celebridades y los artistas “A list” de todo el mundo.

The Global Franchise Market Concludes in Dubai Today

Dubai - United Arab Emirates, 6 November 2019 --( ASIA TODAY )-- The 4th edition of The Global Franchise Market – TGFM concluded today on a high-note attracting more than 1600 investors and franchisees coming from different parts of the world while also featuring the participation of 80 leading brands, representing a variety of business industries and sectors. The event succeeded in showcasing new franchise concepts and emerging key trends that are rapidly transforming the franchise landscape across many fields and sectors.

Throughout the 2 days, the exhibition floor witnessed a number of successful meetings and lucrative business partnerships and agreements. Golden Fork Seafood Restaurants, a 33-year old Dubai based seafood restaurants chain, signed a master franchise agreement with Uganda based Rawda Holdings Limited. The agreement was signed in the presence of Mohammed Shanavas, Managing Director, Golden Fork Seafood Restaurants LLC and Tarig Mohamed, Chairman of Rawda Holding Ltd, Uganda. Through this agreement, Golden Fork Seafood Restaurants will develop 25 outlets across 5 countries in Central Africa, where the first fine dining outlet is expected to open at Kampala city in Uganda by January, 2020. Golden Fork currently has 20 operating outlets and plans to expand to 20 countries by 2022 targeting 100 outlets.

Besides that, Ruky perfumes, the Dubai based perfume brand, signed a regional franchise development agreement, which involves a 30-outlet expansion across Kingdom of Saudi Arabia, Bahrain and Kuwait. The agreement was signed in the presence of Dr. Shanith Mangalat, MD, Ruky Perfumes LLC and Mohammed Salem of Al Salem Group, Al Ain. Ruky Perfumes currently has 20 operating outlets and it aims to expand to 300 outlets across Arab Gulf region by 2025.

On another note, Rolf G. Kirst, Board Member, Franchise Pool International, commented on their participation saying, “On behalf of Franchise Pool International, it gives me great pleasure to attend TGFM, which has truly evolved into a major franchise event in the region. Commenting on their participation, Umair Tariq, CFO, Kido Schools, said, “This is the first time we participate in TGFM, and it was indeed a great opportunity for us to meet and connect with many potential partners and investors who could help us in expanding the Kido Brand to the lucrative markets in the UAE and other parts of the GCC region. Since its inception in 2014, with its first school in Hong Kong, Kido School has today opened more than 24 schools spanning many cities such as Dubai, London and 4 cities in India. By 2020, we plan to open our first branch in Houston, Texas and another 10 schools across many countries worldwide.”
