I stole this video from Lenore Skenazy at Freerangekids.  HER focus was on the fact that two month old twins were allowed to nap in the sunshine. Outside.  Unattended.  And no one called the cops on the parents for child endangerment or neglect.  It turns out the entire country is *full* of parents who leave […]

Kurds Have Been Preparing for Trump’s Syria Betrayal—With a Vengeance

 Cache

Kurds Have Been Preparing for Trump’s Syria Betrayal—With a VengeanceDelil Souleiman/GettyLate Sunday night in Washington, the White House announced it was pulling U.S. troops out of northeast Syria to clear the way for a Turkish invasion. The Kurds there who led the fight on the ground that defeated the so-called Islamic State had seen President Donald Trump’s betrayal coming. But still they hoped it could be avoided. “Don’t let the Turks disrupt my wedding,” our translator texted in September prior to our arrival in the region. For more than a year, we have been visiting almost monthly to interview captured ISIS cadres held by the Kurdish and Arab troops of the Syrian Democratic Forces (SDF) as part of a project for the International Center for the Study of Violent Extremism. Trump’s Crazy Syria Move Will Wipe Out America’s Allies and Set Up a Big ISIS ComebackIn September, we saw the Turkish threat to invade at any moment was held off by tense U.S. negotiations in which the SDF made considerable concessions, allowing Turkey to patrol jointly a large swath of territory while agreeing to remove checkpoints and military positions farther back from the Turkish border.“They should put their patrols inside Turkish territory, and not enter Syria,” SDF leaders told us at the time, as they reluctantly acquiesced to U.S. demands.* * *BITTER FRIENDS* * *Many current and former White House advisors counseled against the kind of announcement made Sunday night. Defense Secretary James Mattis resigned last year over Trump’s threat to remove the few thousand U.S. troops in Syria, who not only served as advisors in the fight against ISIS, but as deterrence against Turkish operations east of the Euphrates River. In a particularly bitter post on Twitter, Bret McGurk, who served as the special U.S. presidential envoy for the fight against ISIS from 2015 to 2018, wrote, “Donald Trump is not a Commander-in-Chief. He makes impulsive decisions with no knowledge or deliberation. He sends military personnel into harm’s way with no backing. He blusters and then leaves our allies exposed when adversaries call his bluff or he confronts a hard phone call.”The U.S. military learned about the withdrawal plan only after Trump decided on it following his Sunday phone call with Turkish President Recep Tayyip Erdogan. It has pulled out of two small observation posts in the security-mechanism zone near the Syria-Turkey border so far. But no further withdrawals are imminent, according to a knowledgeable source. The military, remembering Trump’s December order out of Syria and subsequent reversal, is waiting to learn if Trump will follow through with withdrawal this time.A recently departed senior Pentagon official considered the pullout a “blatant betrayal” of the U.S.’ Kurdish partners that gives “carte blanche to Erdogan” for a widely forecast bloodletting. “It’s going to be a massacre, that’s clear,” the ex-official told The Daily Beast. “It’s fundamentally wrong. They destroyed the Caliphate.”But the Kurds are not entirely defenseless. Military leaders of the dominant group, known as the YPG or People’s Protection Units (and their female YPJ partners), already were in overdrive in September, preparing for what they had long anticipated—a possible betrayal by their closest ally, the United States.* * *DIGGING IN* * *Alongside every major highway and criss-crossing the entire Northern Syria area, in fields, cities and towns, we saw digging for an extensive system of tunnels. “We’re ready either way,” the Kurdish leaders told us when we asked if they trusted the Americans to keep the Turks at bay.Kurds don’t have much, but their spirit of freedom and their desire to protect their hard-won territory and what they see as their incipient democracy was evident everywhere in September as the YPG troops prepared for battle with a much better equipped foe—the Turkish armed forces, the second biggest military in NATO. But nobody who fought ISIS in Syria in one vicious battle after another has forgotten that the huge Turkish army stood by and did nothing against the Islamic State as its killers carried out genocidal campaigns against Yazidis and Shiites, while abducting, torturing, ransoming or beheading Americans, Europeans, and Japanese, among others. Through all that, NATO ally Turkey was not interested in intervention. Far from it.That was until the White House statement Sunday night, up to which the U.S. military denied Turkey the ability to operate in airspace over SDF controlled territory, effectively making it more difficult to enter Northern Syria to conduct the “terrorist cleansing operation” that Turks insist upon. They already carried out one such operation in Afrin, west of the Euphrates, in January 2018, displacing Kurds and effectively taking over the area, using what Kurds claim are former ISIS cadres to fight for them.Turks view the Northern Syria area of Rojava, and the YPG dominated SDF, as controlled by Kurdish PKK terrorists operating under another name—wolves in sheep’s clothing. Indeed, in times past—until 1998—PKK leader Abdullah Ocalan, lived freely in Syria and the father of the current Assad allowed him to train and equip his highly disciplined terrorist group for attacks into Turkey. It’s also true that over time, the various governing parties of Syria, Iraq and Iran have made use of PKK assaults on Turks as a way to exert pressure on Turkish politics. Turkey has suffered greatly from PKK terrorist attacks both inside Turkey and globally, and the PKK is clearly designated on the U.S. and EU’s list of terrorist organizations. In recent concessions to Turkey’s alarm over the SDF, a group they view as being in the hands of the PKK, the U.S. recently added additional individuals involved in the PKK to the U.S. State Department’s specially designated terrorist list. Turkey has also developed drones that fly over the Qandil mountains, in northern Iraq, making it easier to spot PKK movements and routinely send fighter jets to bomb them.  In the case of northern Syria however, until President Trump’s announcement late Sunday night Washington time, the U.S. policy was to deny the Turks military incursions into territory where U.S. troops patrol and the U.S. military controls the airspace and claims by Turkey that the SDF is PKK have also been hotly disputed. While Turkey sees the SDF as dominated and led by a terrorist organization, the U.S. has a completely different perspective, viewing the YPG and SDF as valued allies in the fight against ISIS. Indeed, YPG and YPJ (Women’s People’s Protection Units) fighters lost over 1,000 lives fighting ISIS and it is common to see Kurdish men and women in Rojava on crutches, in wheelchairs and otherwise suffering from serious and lifelong injuries sustained in the battle to retake ISIS dominated areas, including Raqqa. While the rest of the world was silent, the YPG and YPJ can also take credit for going to the rescue of the Yazidis on Sinjar mountain in 2014, fighting to stop ISIS from carrying out a massive genocidal campaign in which ISIS cadres captured and enslaved countless Yazidi women, boys, and girls. The men were killed by ISIS, the boys killed or indoctrinated. The women and girls subsequently were raped and treated as chattel. But thousands were able to escape with YPG help.* * *THE PRISONERS* * *At present the SDF houses thousands of captured ISIS prisoners, holding the men in repurposed schools and prisons overflowing with former fighters and in camps similarly run at overcapacity for ISIS women and children. According to a March 2019 UN report, a total of 8,000 Islamic State fighters currently are held in SDF custody. In our recent visits to north and east Syria from May through August, relying on our primary intelligence sources, we were told that approximately 2,000 of these Islamic State prisoners were considered “foreign terrorist fighters” from North Africa, Europe, and the Americas. The same data was also corroborated in an August 2019 press release by the Office of the Spokesperson, Special Envoy of the Global Coalition to Defeat ISIS, Ambassador James Jeffrey. Just under a 1,000 of the prisoners are believed to be Europeans. ICSVE has interviewed approximately five percent of those detained. Most appear to have become totally disillusioned, are exhausted from battle and prison and say they want to lay down arms. While there is no specific deradicalization or rehabilitation program applied to them at present and we have been requested by the SDF and also agreed to build one, it’s safe to say the majority are spontaneously deradicalizing and simply want to return home to their former lives after facing a judicial process. The SDF prisons are overcrowded and the SDF leadership repeatedly has expressed a need to ICSVE researchers for technical assistance in dealing with terrorist prisoners and for financial assistance to build at least five prisons. Riots and attempted jail breaks have occurred in SDF prisons holding foreign fighters. Likewise, recent news reporting shows over-capacity has prisoners sleeping next to each other on their sides to be able to fit into small and overcrowded rooms. Three detention centers holding ISIS women and children also are administered by the SDF: Camps Hol, Ain Issa and Roj. According to a UN Report as of April 2019 an estimated 75,000 women and children were being held. Our data suggests that at least 60,000 are Syrians and Iraqis. At least 8,000 children and 4,000 wives of foreign fighters remain in the camp.Women and children live in tents in these camps which are hot in the summer, freezing cold during winter, and leak cold rainwater as well.  Dust blows around the camps causing breathing difficulties for some. Women and children have died of typhus, tent fires, and other dangers in the camps. Recently vaccinations have been offered, but many mothers don’t trust the program and refrain from having their children vaccinated. The women cook for themselves and complain that the food provided them lacks nutritious fruits and vegetables. Schools are lacking as well. All of the camps housing women have suffered from ISIS enforcers still dedicated to the group who require the other women to continue to cover themselves and punish those who speak out against them. These women have attacked other women, set their tents on fire, stolen their possessions, attacked, bitten, beaten and stabbed guards and have murdered other women creating a sense of chaos, constant danger and oppression in the camps. Recently a gun fight broke out in Camp Hol, with one woman killed and seven wounded.Foreign fighters from about 60 countries remain in SDF custody. We have interviewed foreign fighters who are nationals of the United States, Canada, Australia, Trinidad and Tobago, the UK, Belgium, France, the Netherlands, Pakistan, Dagestan, Turkey, Denmark, Russia, Kosovo, Montenegro, Albania, Bosnia, Indonesia, Tunisia, Saudi Arabia, Morocco, Libya, Switzerland, Egypt, and Germany. * * *A TRIBUNAL?* * *While the SDF has struggled to contain the overflow of captured ISIS fighters, they have been frustrated by Turkish politics and threats to their very existence. In recent years with the Syrian uprising and rise of ISIS in Iraq and Syria, the Turks saw it to be to their advantage to fund, train and equip Islamist rebels that they believed could keep the Kurdish independence movements in Syria in a weakened state or altogether destroyed. The Kurds, meanwhile, fought back in 2015 when ISIS invaded the city of Kobani on the Turkish border and rose up as a valiant on-the-ground force to repel the terrorists. The U.S. led coalition began arming and supplying the YPG and YPJ, and providing air cover, infusing the Kurds with a powerful sense of valor and military might that ultimately led to the complete territorial defeat of an Islamic State “Caliphate” that had taken as its motto “remain and expand.”ISIS is hardly a defeated foe however, with weekly sleeper cell attacks occurring in both Syria and Iraq and the likes of ISIS leader Abu Bakr al Baghdadi still making video and audio appeals to supporters around the world to reinstate the Caliphate, starting with breaking the ISIS prisoners out of captivity. The subject of ISIS captives is one of great importance to President Trump who repeatedly has threatened to release the roughly 12,000 ISIS foreign men, women and children prisoners held by the SDF in prisons and camps.  Trump’s view is that each country has to take its citizens back, even countries like Sweden that lack a terrorism law under which to prosecute returnees, and countries like France, which already has a serious militant jihadi prison problem and fears any more potential ISIS cadres inside its penitentiaries. These countries have continued to tell the SDF that an international tribunal can be established in its territory to try ISIS prisoners in place. But the UN Counter Terrorism Directorate and U.S. State Department strongly disagree with this proposal and President Trump continues to tweet that he is simply going to release the prisoners to European countries refusing to repatriate them—even though it is the SDF, not Washington, that has them in custody. In a series of tweets on Monday, Trump claimed erroneously that most of the ISIS prisoners are foreigner terrorist fighters and seemed to ignore that ISIS, even when based far away in Syria, is a very real threat to U.S. citizens and interests. It is “time for us to get out of these ridiculous Endless Wars, many of them tribal, and bring our soldiers home. WE WILL FIGHT WHERE IT IS TO OUR BENEFIT, AND ONLY FIGHT TO WIN. Turkey, Europe, Syria, Iran, Iraq, Russia and the Kurds will now have to … figure the situation out, and what they want to do with the captured ISIS fighters in their “neighborhood.” They all hate ISIS, have been enemies for years. We are 7000 miles away and will crush ISIS again if they come anywhere near us!”While arguments of who should be responsible to prosecute and hold ISIS prisoners can be made on both sides, in many ways Europe, Jordan and many other countries effectively did “flush the toilet” of their militant jihadi problem by allowing them to freely exit their countries to go fight in Syria, most of them ultimately joining ISIS. The U.S. at present repatriates all of its ISIS fighters bringing them to swift and sound justice at home.* * *ISIS AMBASSADOR TO TURKEY* * *Turkey also has a responsibility in the rise of ISIS, having allowed over 40,000 foreign fighters to cross over its border into Syria, many unabashedly on their way to join the Islamic State. Many prisoners tell us of Turkish complicity with their journey into ISIS-land and being wished well by border guards who winked as they crossed into Syria.Abu Mansour, a 36-year-old Moroccan ISIS emir interviewed by ICSVE in February 2019 in Iraqi prison, told us that he basically functioned as the ISIS ambassador to Turkey, negotiating border issues, the transfer of ISIS wounded into Turkey for treatment, the flow of foreign fighters across the Turkish border into ISIS territory, and other logistics. “The subject of Turkey is a very big one,” he said, “and the mutual interests include the obvious and the hidden.”“Their benefit was that it was a border area and we have a border strip with them,” Abu Mansour continued. “Security is one of them, and they wanted to control north of Syria.”  The Turks wanted to control the entire border region in Syria and even into Iraq as far as Mosul, according to Abu Mansour, but they wanted to do it through a proxy force. “So, they wanted to find organizations that would do this favor for them, including terminating the presence of the Kurdish Workers Party [the PKK], without a direct interference from Turkey. At the same time, especially since they were part of NATO, they don’t want to anger NATO, because they need NATO.”By the same token, Turkish President Erdogan’s background as a committed Islamist created a certain sympathy, as did his ambition to revive in modern form the old Ottoman empire, Abu Mansour claimed. “The pretext of [controlling the] Kurdistan Workers’ Party [PKK] is a strong pretext for Turkey, but they have ambitions, as they have entered regions that don’t have PKK in them.” Abu Mansour explained the Turkish and ISIS relationship through his own experiences. In 2013, he said, he was assigned to receive the ISIS volunteers arriving in Turkey, but later, “I supervised the country entry operations, registration as a whole.”  Then in 2015, he said, “I worked on external relations, relations with the Turkish intelligence. It started when I was at the borders.” First there was an agreement about passing the wounded from Syria into Turkey, about the border crossing and security arrangements. “Ambulances, especially in critical and serious situations, could go straight to the [border] gate,” said Abu Mansour. “Then a Turkish ambulance takes the case to the Turkish hospitals, and it is followed up inside Turkey. There was a hotline with intelligence who are located at the borders. Most places were available, [including] hospitals in Turkey [and] there was a technical staff of doctors who follow up the case in Turkey. The [Turkish] state was paying for certain operations performed in private hospitals, but most cases referred by the public hospitals were for free.”Abu Mansour said he had “face-to-face meetings with Turkish delegations. Sometimes they represented the intelligence services, sometimes the Turkish army, depending on the issue. “Most meetings were in Turkey on the border strip, but there were also meetings in Ankara and Gaziantep, depending on the issue,” said Abu Mansour. He would travel with a delegation of two or three ISIS people.”Referencing the easy relationship, as he saw it, between ISIS and the Turkish intelligence and military, Abu Mansour claimed, an ISIS emir could “go to Ankara without a problem.  They always sent a car, or a bodyguard. At one point, we met weekly, depending on the issue and its importance to Turkey and to us, according to the demand.”The situation described by Abu Mansour raises a question: did the ultimate defeat of ISIS in fact deprive the Turks of the proxy buffer zone they wanted—which they are now invading Syria to establish?Abu Mansour recalled, “Turkey asked on many occasions for a safe zone.” This would be a demilitarized zone where it would provide ISIS with whatever it wanted, but only inside Syrian territories. According to Abu Mansour, , ISIS refused to grant it, and relations started to fall apart. Eventually, Turkey grew sick of the back and forth, and there was also a split in ISIS leadership, with one faction deciding it would take the terror war into Turkey with a 2016 bombing at Istanbul airport. At the time, Abu Mansour was in Gaziantep, Turkey, and the Turkish authorities told him they thought this was an orchestrated act to pressure Ankara. But he says that was not the case. The external security services of ISIS had started setting their own agenda, “carrying out operations everywhere,” Abu Mansour told us. “We reached a state in which they couldn’t care less about politics, and they worked like gangs, [and would] strike anywhere.”While Turkey continues to claim that the SDF, our strongest ally in fighting ISIS, is a terrorist dominated group, many questions remain about Turkey’s own complicity with ISIS. Given that during a bitterly fought war with ISIS, in which many Kurdish lives were lost, that the SDF managed to take control of the area, institute a functioning political system that included granting an impressive array of minority rights and rights to women, the SDF deserves our respect and protection. But U.S. President Donald Trump has put a price on all this. “The Kurds fought with us,” he tweeted, “but were paid massive amounts of money and equipment to do so.” That they saved countless lives in the process, including American lives, does not seem to have been a factor.Spencer Ackerman also contributed reporting to this article.Read more at The Daily Beast.Get our top stories in your inbox every day. Boost for Johnson as Court Rules in His Favor: Brexit Update

Boost for Johnson as Court Rules in His Favor: Brexit Update(Bloomberg) -- Follow @Brexit, sign up to our Brexit Bulletin, and tell us your Brexit story. As Brexit negotiations resumed in Brussels, Boris Johnson got a boost from the courts. A Scottish judge ruled in the prime minister’s favor in a case that could have forced him to obey a law requiring him to delay Brexit if he can’t reach a deal. But the lift may only be short-lived. The judge ignored the prime minister’s frequent assertions he won’t seek an extension and instead relied on assurances from government lawyers that he would obey the law. That may make it harder for Johnson to leave without a deal on Oct. 31.Key Developments:Johnson’s lead negotiator, David Frost, is in Brussels for talks with European CommissionScottish judge rules in Johnson’s favor after pledges over Brexit delayWhen This $2 Trillion Market Turns, Start Worrying About BrexitBrexit Deal Prospects Fade as Talks Stall, EU Signals PessimismJohnson Calls EU Counterparts to Urge Shift (4 p.m.)Boris Johnson spoke to his counterparts in Denmark, Sweden and Poland this afternoon, his office said. Brexit minister James Duddridge told Parliament the prime minister was trying to “whip up enthusiasm for the deal and avoid no-deal."Questioned over how the government would meet its apparently contradictory commitments to leave the EU by Oct. 31 and to abide by a law requiring it to seek a delay to Brexit if there isn’t a deal, Johnson’s spokesman James Slack told reporters: "The manner in which this is achieved is a matter for the government." he gave no further details.Government Won’t Publish Brexit Legal Text (3:45 p.m.)Brexit Minister James Duddridge said the government won’t make public the full legal 44-page text of its latest proposals to the EU.The full text “will only be published when doing so will assist with the negotiations,” Duddridge told MPs after being questioned about the issue in the House of Commons. “We’re not going to provide that legal text if it’s going to get in the way of negotiations and get in the way of a deal.”Keir Starmer, Brexit spokesman for the opposition Labour Party, said both Irish Prime Minister Leo Varadkar and European Commission President Jean-Claude Junker had asked for the document to be published. “The only party insisting on secrecy is the U.K. Government,” he told lawmakers. “The question is obvious: What is the Government hiding?”No Deal Trade Burden at 8 Billion Pounds (1:30 p.m.)Businesses trading between the U.K. and European Union will face almost 8 billion pounds ($9.9 billion) of additional costs in a no-deal Brexit, according to new estimates by the U.K’s tax and customs authority HMRC.Importers will pay a total of 3.8 billion pounds submitting the necessary customs declarations forms if the U.K. leaves the EU without a deal at the end of this month. Exporters’ costs will rise to 3.9 billion pounds, HMRC said. The calculation shows the cost for one year and is based on 2017 trade flows. HMRC said it calculated that year’s EU-U.K. trade flows as if they were carried out with the U.K. outside the bloc.Johnson Wins Scottish Challenge on Extension (12:55 p.m.)A Scottish judge refused to put further obligations on Boris Johnson, saying his “unequivocal assurances’’ to seek an extension to the Brexit deadline were sufficient. At a hearing in Edinburgh on Friday, Johnson’s lawyers promised he will obey a law that forces him to postpone Brexit. The claimants had argued that Johnson couldn’t be trusted and should be forced to comply with the legislation under threat of a fine or imprisonment.“I am not persuaded that it is necessary for the court to grant the orders sought or any variant of them,” Judge Peter Cullen said while giving his ruling.Jo Maugham, one of the challengers, said he will appeal the decision.Johnson May Meet Varadkar As EU Seeks Progress (12:15 p.m.)Boris Johnson may try to meet with Irish Prime Minister Leo Varadkar in the coming days as he seeks to show progress in Brexit talks, according to a U.K. official speaking on condition of anonymity. The U.K. accepts both sides need to know where the proposals put forward by Johnson are heading by Friday, the person said. Both Varadkar and French President Emmanuel Macron signaled they want progress by the end of the week.If insufficient progress is made, then Johnson’s plan may not even appear on the agenda for the Oct. 17-18 EU Council meeting, the person said.Brexit TimelineTime for EU to Compromise, U.K. Says (11:45 a.m.)Boris Johnson wants the EU to engage fully with his proposals for the Irish border and it’s the bloc’s turn to compromise, the prime minister’s spokesman James Slack told reporters in London.Reiterating that he won’t accept Northern Ireland being in a separate customs territory from the rest of the U.K., Slack said London has made compromises and expects Brussels to follow suit. He doubled-down on the premier’s pledge to leave with or without a deal on Oct. 31.“We are ready to talk with the EU at a pace to secure a deal so that we can move on and build a new partnership between the U.K. and the EU, but if this is to be possible, the EU must match the compromises that the U.K. has made,” Slack told reporters. “The prime minister believes that we have set out a fair and sensible compromise.”Johnson will call the leaders of Poland, Sweden and Denmark on Monday, Slack said.EU Demands ‘Workable Solution’ (11:35 a.m.)David Frost, the U.K.’s chief negotiator, is at the European Commission for Brexit talks today, commission spokeswoman Mina Andreeva said. The negotiations this week are “to give the U.K. the opportunity to present their proposals in more detail and then we’ll take stock,” she said. She added that the U.K. has to come up with “a workable solution now and not something based on untried and revocable arrangements.”Scottish Ruling Expected at Noon (Earlier)The latest Scottish court ruling related to Brexit is expected at noon Monday. Politicians are seeking a ruling that forces Prime Minister Boris Johnson to obey a law that requires him to seek an extension if he can’t reach a deal with the European Union.Jolyon Maugham, a lawyer backing the case, said there are two elements to the ruling. First, will the court order Johnson to act as the law dictates, which would create the possibility of fines or even a jail term if he fails?Second, is sending a letter requesting the extension -- which Johnson’s lawyers have promised to do -- enough to comply with the law. Or could the court look at other actions by Johnson that might be seen as undermining the law?Earlier:Brexit Deal Prospects Fade as Talks Stall, EU Signals PessimismWhen This $2 Trillion Market Turns, Start Worrying About Brexit\--With assistance from Edward Evans, Anthony Aarons, Ian Wishart, Alex Morales and Jessica Shankleman. To contact the reporters on this story: Jonathan Browning in London at jbrowning9@bloomberg.net#utm_source=googlier.com/page/2019_10_08/4578&utm_campaign=link&utm_term=googlier&utm_content=googlier.com;Robert Hutton in London at rhutton1@bloomberg.net#utm_source=googlier.com/page/2019_10_08/4578&utm_campaign=link&utm_term=googlier&utm_content=googlier.comTo contact the editors responsible for this story: Tim Ross at tross54@bloomberg.net#utm_source=googlier.com/page/2019_10_08/4578&utm_campaign=link&utm_term=googlier&utm_content=googlier.com, Edward Evans, Thomas PennyFor more articles like this, please visit us at bloomberg.com#utm_source=googlier.com/page/2019_10_08/4578&utm_campaign=link&utm_term=googlier&utm_content=googlier.com©2019 Bloomberg L.P.

MVNO Monday: a guide to the week’s virtual operator developments

 Cache
Peru has a new MVNO in the form of *Cuy Movil*, which launched on 1 October over the *Claro Peru* network. The youth-orientated virtual operator received a licence from the *Ministry of Transport and Communications (Ministerio de Transportes y Comunicaciones, MTC)* back in January 2018, and went on to secure a wholesale deal with Claro in April that year. CEO Mariano de Osma told Gestion.pe#utm_source=googlier.com/page/2019_10_08/24773&utm_campaign=link&utm_term=googlier&utm_content=googlier.com that he expects the newcomer to sign up 40,000 customers within its first year of operation. Sticking with Peru, *Tuenti Movil*, the *Movistar Peru* sub-brand that launched back in October 2014, will be discontinued as of 13 October. As a result, all 150,000 Tuenti customers will be migrated onto Movistar’s ‘value proposition’ tariff. Luis Villalobos, director of the cellco’s pre-paid segment, commented: ‘Customers and their experience with our services are at the centre of our priorities. In that line, thinking of simplifying the value offer focused on the satisfaction of our users, it has been decided that Movistar is the brand that serves Tuenti customers in Peru.’ *Soy Movil* (legally known as *Telenort Soluciones Integrales*) is the latest virtual operator to enter the increasingly crowded Spanish MVNO market. The Cantabria-based company is offering a dual 4G/fibre proposition, with both services offered over the *Grupo MASMOVIL* network. *edpnet*, a Belgian full-service B2B provider which also has a presence in the Netherlands, has reportedly relaunched its MVNO business over the *Orange Belgium* network, replacing its existing arrangement with *Telenet*. The network switch has been made possible as a result of edpnet’s February 2019 takeover of *Galaxy Group*, a Dutch firm active within the corporate segment. Galaxy Group operates a pair of MVNOs – *Galaxy Mobile Solutions* in Belgium and *Galaxy Business Networks* in the Netherlands – and edpnet has inherited what COO Joachim Slabbaert describes as ‘a very good MVNO contract with Orange’. Over in Hungary, local news portal HWSW reports that *UPC Hungary* stopped selling new mobile products on 1 October, following the telco’s 31 July takeover by *Vodafone Group* – owner of local player *Vodafone Hungary*. Since September 2019 UPC and Vodafone have been offering discounts on fixed/mobile bundles instead, ahead of a planned swap-over from UPC to Vodafone branding, which is expected to take place in April 2020. TeleGeography notes that UPC Mobil launched in November 2014 and claimed around 120,000 subscribers as of 30 June 2019. Meanwhile, the shutdown of *Cyta Mobile* in Greece has been postponed from 30 September 2019 until 31 October 2019 ‘in order to better serve former Cyta customers’, new owner *Vodafone Greece* has announced. The move follows the EUR117 million (USD152 million) takeover of Cypriot-owned alternative fixed line and broadband operator *Cyta Hellas* by Vodafone in July 2018. Cyta Hellas, which launched its Cyta Mobile MVNO service in July 2014, using the network of its now-parent Vodafone Greece network, represented one of the country’s few notable MVNOs. In an article published by the News Corp Australia Network last month, a pair of the country’s newer MVNO entrants have issued updates regarding their respective subscriber uptake. *Pennytel*, which targets regional Australia, with a particular focus on the over-50s market, has notched up 10,000 customers since its February 2018 relaunch over the *Telstra* network. Meanwhile, *Moose Mobile*, which targets the youth segment with refurbished handsets, has signed up 35,000 users since it launched over the *Optus* network in May 2017. Moose Mobile chief executive officer Dean Lwin commented: ‘Consumers haven’t heard of these smaller brands, so they don’t trust them, but if you look for deals with no contract term there’s really nothing to lose, except the chance to save some big money.’ US mobile giant *Sprint* has informed Fierce Wireless that by mid-September its 5G network was made available for MVNO use in Chicago. Going forward, by end-October the cellco expects to have 5G activated for MVNOs in all nine of its operational 5G markets, which also include Los Angeles, New York and Washington, DC. Kosovo’s telecoms watchdog the *Regulatory Authority for Post and Electronic Communications (Autoriteti Rregullator i Komunikimeve Elektronike dhe Postare, ARKEP)* has ruled that subscribers to services provided by MVNO *Dardafon*, which operates under the *Z Mobile* brand, will be transferred to network host *Telecom Kosovo (TK)*, along with the numbering resources currently assigned to the reseller. The handover is due to take place at the end of a 120-day transition period following TK’s decision in July this year not to renew its MVNO agreement with Z Mobile, with which the state-owned telco is embroiled in a prolonged legal dispute. ARKEP explained its decision, stating that it sought to ensure that customers would not have their service interrupted. According to TeleGeography’s GlobalComms Database, Z Mobile claimed 234,480 subscribers at the end of June 2019, equivalent to around 12.5% of the total mobile market at that date. Finally, the *Danish Energy Agency (DEA, or Energistyrelsen)* has approved a request by *Lebara Denmark* to apply a roaming surcharge to its customers in order to cover any potential losses when its customers roam in the EU. The watchdog cites ‘special and exceptional circumstances’, namely the fact that the MVNO has documented a ‘negative retail roaming profit of more than 3%’ since the rule change. Since 15 June 2017 telecoms companies have not been able to legally charge for roaming in the EU, and consumers therefore pay the same price for using their mobile phone in other EU countries as they do at home. 3 get Nobel Medicine prize for learning how cells use oxygen

 Cache
STOCKHOLM – Two Americans and a British scientist won the 2019 Nobel Prize for Physiology or Medicine for discovering how the body’s cells sense and react to oxygen levels, work that has paved the way for new strategies to fight anemia, cancer and other diseases, the Nobel Committee said.

Drs. William G. Kaelin Jr. of Harvard University, Gregg L. Semenza of Johns Hopkins University and Peter J. Ratcliffe at the Francis Crick Institute in Britain and Oxford University will share equally the 9 million kronor ($918,000) cash award, the Karolinska Institute said.

It is the 110th prize in the category that has been awarded since 1901.

Their work has “greatly expanded our knowledge of how physiological response makes life possible,” the committee said, explaining that the scientists identified the biological machinery that regulates how genes respond to varying levels of oxygen.

That response is key to things such as producing red blood cells, generating new blood vessels and fine-tuning the immune system.

The Nobel Committee said scientists are focused on developing drugs that can treat diseases by either activating or blocking the body’s oxygen-sensing machinery.

The oxygen response is hijacked by cancer cells, for example, which stimulate formation of blood vessels to help themselves grow. And people with kidney failure often get hormonal treatments for anemia, but the work of the new laureates points the way toward new treatments, Nils-Goran Larsson of the Nobel committee told The Associated Press.

Reached at his home, Kaelin said he was half-asleep Monday morning when the phone rang. It was Stockholm.

“I was aware as a scientist that if you get a phone call at 5 a.m. with too many digits, it’s sometimes very good news, and my heart started racing. It was all a bit surreal,” he said.

Kaelin said he isn’t sure yet how he’ll spend the prize money, but “obviously I’ll try to put it to some good cause.”

Ratcliffe told Sweden’s news agency TT on Monday that “when I started my research I also had no idea that it would result in this.”

He added the impact of oxygen on cells “has not always been a trendy area to research, and some people have doubted them during the journey.”

Last year, James Allison of the United States and Tasuku Honjo of Japan won the 2018 Nobel Prize for Medicine for their work in immunotherapy, activating the body’s natural defense system to fight tumors.

Monday’s announcement kicked off this year’s Nobel Prizes. The Nobel Physics prize is handed out Tuesday, followed by the chemistry prize on Wednesday. This year’s double-header Literature Prizes – one each for 2018 and 2019 – will be awarded Thursday and the Peace Prize will be announced on Friday.

The economics prize will be awarded on Oct. 14.

The 2018 Nobel Literature prize was suspended after a sex abuse scandal rocked the Swedish Academy, the body that awards the literature prizes, so they are awarding two prizes this year.

Prize founder Alfred Nobel – a Swedish industrialist and the inventor of dynamite – decided the physics, chemistry, medicine and literature prizes should be awarded in Stockholm, and the peace prize in Oslo. He also designated the institutions responsible for the prizes: The Royal Swedish Academy of Sciences awards the Nobel Prizes in Physics and Chemistry; the Karolinska Institute is responsible for the Nobel Prize in Physiology or Medicine; the Swedish Academy picks the Nobel Prize in Literature; and a committee of five people elected by the Norwegian Parliament decides who wins the Nobel Peace Prize.

The economics prize – officially known as the Bank of Sweden Prize in Economic Sciences in Memory of Alfred Nobel – wasn’t created by Nobel, but by Riksbanken, Sweden’s central bank, in 1968. It is the Royal Swedish Academy of Sciences that was tasked with selecting the winner.

The laureates will receive their awards at elegant ceremonies in Stockholm and Oslo on Dec. 10 – the anniversary of Nobel’s death in 1896.

POPE FRANCIS

GENERAL AUDIENCE

Wednesday, 2 October 2019

[Multimedia]

Dear Brothers and Sisters,

After the martyrdom of Stephen, the “journey” of the Word of God seems to come to a standstill, due to the rise of “a great persecution against the Church in Jerusalem” (cf. Acts 8:1). After this the Apostles remain in Jerusalem, while many Christians are scattered across other areas of Judea and in Samaria. In the Book of the Acts, persecution appears as the permanent state of the disciples’ lives, in accordance with what Jesus said: “If they persecuted me, they will persecute you” (Jn 15:20). But persecution, rather than extinguishing the fire of evangelization, fuels it even more.

We have heard what the deacon Philip did. He begins to evangelize the cities of Samaria, and the signs of liberation and healing that accompany the proclamation of the Word are numerous. At this point the Holy Spirit enters a new phase of the Gospel’s journey: he spurs Philip to approach a foreigner whose heart is open to God. Philip rises and goes with enthusiasm, and along a deserted and dangerous road, he meets a high-level official of the queen of Ethiopia, an administrator of her treasure. After being in Jerusalem for worship, this man, a eunuch, is returning to his country. He is a proselyte Jew from Ethiopia. He is seated in a carriage, reading the scroll of the Prophet Isaiah, in particular the fourth verse of the “servant of the Lord”.

Philip approaches the carriage and asks him: “Do you understand what you are reading?” (Acts 8:30). The Ethiopian responds: “How can I, unless some one guides me?” (8:31). This powerful man recognizes that he needs to be guided in order to understand the Word of God. He was the great banker, the finance minister. He had all the power of money but he knew that without the explanation, he could not understand; he was humble.

This dialogue between Philip and the Ethiopian leads us to reflect on the fact that reading Scripture is not enough; we need to understand the meaning, to find the “core” by going beyond the “peel”, tapping into the Spirit who vivifies the letter. As Pope Benedict said at the opening of the Synod on the Word of God, “exegesis, the true reading of Holy Scripture, is not only a literary phenomenon.... It is the movement of my existence” (Address at the Opening of the 12th Ordinary General Assembly of the Synod of Bishops, 6 October 2008). To enter the Word of God is to be open to step outside one’s own boundaries in order to encounter and conform to Christ who is the living Word of the Father.

Who then is the protagonist of what the Ethiopian was reading? Philip offers his interlocutor an interpretative key: that meek, suffering servant — who does not react to evil with evil, and who, despite being seen as a failure, unproductive and is ultimately done away with, frees the people from iniquity and bears fruit for God — is that very Christ whom Philip and the entire Church proclaim! The one who redeemed us all through the Paschal Mystery. At last the Ethiopian recognizes Christ, requests Baptism and professes his faith in the Lord Jesus. This narrative is beautiful, but who stirred Philip to go to the desert to encounter this man? Who spurred Philip to approach the carriage? It is the Holy Spirit. The Holy Spirit is the protagonist of evangelization. “Father I am going to evangelize” — “Yes, what do you do?” — “Oh, I proclaim the Gospel and I say who Jesus is; I try to convince people that Jesus is God”. My dear, this is not evangelization. If there is no Holy Spirit there is no evangelization. This may be proselytism, advertising.... But evangelization is allowing yourself to be guided by the Holy Spirit, letting him lead you to proclamation, to proclamation with witness, even with martyrdom, even with words.

After introducing the Ethiopian to the Risen One — the Ethiopian encounters the Risen Jesus because he understands that prophesy — Philip disappears. The Spirit takes him and sends him to do something else. I have said that the protagonist of evangelization is the Holy Spirit; and what is the sign that you are a Christian woman or man, that you are an evangelizer? Joy. Martyrdom too. And, rejoicing, Philip went on his way to preach the Gospel.

May the Holy Spirit spur baptized men and women to proclaim the Gospel so as to attract others, not to themselves but to Christ; that they know how to make room for the action of God; that they know how to make others free and responsible before the Lord.

Special Greetings

I greet the English-speaking pilgrims and visitors taking part in today’s Audience, especially the groups from England, Scotland, Ireland, Denmark, the Netherlands, Norway, Sweden, Botswana, Australia, China, Indonesia, the Philippines, Canada, and the United States of America. Catechesi sugli Atti degli Apostoli - 10. «Annunciò a lui Gesù» (At 8,35).

(At 8,30). L’Etiope risponde: «E come potrei capire, se nessuno mi guida?» (At 8,31).

“Padre, io vado a evangelizzare” – “Sì, cosa fai?”

Drodzy bracia i siostry, wczoraj rozpoczął się Nadzwyczajny Miesiąc Misyjny. „Obchody tego miesiąca pomogą nam przede wszystkim w ponownym odkryciu misyjnego znaczenia naszego przylgnięcia wiary do Jezusa Chrystusa, wiary darmo otrzymanej jako dar w sakramencie Chrztu św.” Wszyscy bowiem, jako „Ochrzczeni i posłani”, jesteśmy wezwani, byśmy sami byli świadkami Chrystusa i byśmy wspierali misjonarzy, którzy niosą Ewangelię wszystkim ludom na świecie. Niech im zawsze towarzyszy nasza modlitwa i konkretne dzieła solidarności. Z serca wam błogosławię.

[Saluto cordialmente i pellegrini polacchi.

 Cache

Edith Minturn Sedgwick (1943 - 1971)

Climate: new international projects

On 1 October 2019, the Minister of Higher Education, Research and Innovation, Frédérique Vidal, and her German counterpart Anja Karliczek, Minister of Education and Research, launched the Franco-German facilitation of the “Make our Planet Great Again” scientific initiative at Musée du Quai Branly - Jacques Chirac. The event provided an occasion for presentation of research projects and the winners' joint statement against climate change.

Launched by the President of the Republic in 2017, the “Make our Planet Great Again” programme aims to strengthen international commitment to the Paris Agreement on Climate Change. Germany lost no time in joining France in this initiative, so creating powerful momentum in the heart of Europe.

The programme seeks to provide researchers with optimal conditions in working against climate change, on behalf of our societies and the environment alike.

Organised in the form of calls for projects, the programme has enabled researchers, entrepreneurs and representatives of civil society to join forces in key fields: global change, earth and universe sciences, climate change, sustainable development and energy transition.

The programme selected 55 winners, who assembled at Musée du Quai Branly - Jacques Chirac in the presence of representatives of host institutions. Winners came from institutions based in Australia, Canada, Denmark, France, Germany, Greece, India, Italy, Japan, Peru, Poland, Saudi Arabia, South Korea, Switzerland, the United Kingdom and the United States.

Their research projects were presented to a high-level international audience. The winners drew up a joint statement on their vision of the programme and ways of combating climate change.

The event was held a few days after reports preparatory to the future Research Programming Act were delivered to the Prime Minister, Edouard Philippe. The upcoming law aims to give French research the necessary resources, time and visibility. It will be presented by the Minister of Higher Education, Research and Innovation within the next few months and is set to come into force next year.

It confirms the Government's full commitment to higher education, research and innovation, the budget for which has increased by 1.7 billion euros since 2017, even though the Programming Act has not yet been presented.

Politically incorrect anthropology

I have been reading about Napoleon Chagnon for many years now.  I wrote about his findings as early as 2003. So I was pleased to see a recent comprehensive summary of his work in Quillette

As I learned myself by working in two academic departments that covered anthropology, anthropologists are the most Lefist discipline in the social sciences -- and that is saying something.  Chagnon, however, was simply interested in reality and was one of the most committed anthropologists ever.  He spent years living among the people he described -- under conditions that few modern men could endure. So he knew what he was talking about.  Below is a brief excerpt from the Quillette article.  As you can see, his findings went right against the old Leftist claim that man was naturally good and kind but had been corrupted by modern civilization:

In 1966, Chagnon began working with the geneticist James Neel. Neel had had managed to convince the Atomic Energy Commission to fund a genetic study of an isolated population and was able to pay Chagnon a salary to assist his research there. Neel’s team took blood samples from the Yanomamö, and began administering the Edmonston B vaccine when they discovered that the Yanomamö had no antibodies to the measles. In some ways, the Yanomamö sounded like something out of any anthropology textbook—they were patrilineal and polygamous (polygyny); like other cultures around the world, they carved a position for the levirate—a man who married his dead brother’s wife; they had ceremonial roles and practised ritual confinement with taboos on food and sex. But sometimes this exotic veneer would be punctured by their shared humanity, particularly their mischievous sense of humour.

But for all their jocularity, Chagnon found that up to 30 percent of all Yanomamö males died a violent death. Warfare and violence were common, and duelling was a ritual practice, in which two men would take turns flogging each other over the head with a club, until one of the combatants succumbed. Chagnon was adamant that the primary causes of violence among the Yanomamö were revenge killings and women. The latter may not seem surprising to anyone aware of the ubiquity of ruthless male sexual competition in the animal kingdom, but anthropologists generally believed that human violence found its genesis in more immediate matters, such as disputes over resources. When Chagnon asked the Yanomamö shaman Dedeheiwa t0 explain the cause of violence, he replied, “Don’t ask such stupid questions! Women! Women! Women! Women! Women!” Such fights erupted over sexual jealousy, sexual impropriety, rape, and attempts at seduction, kidnap and failure to deliver a promised girl.

Internecine raids and attacks often involved attempts by a man or group to abduct another’s women. “The victim is grabbed by her abductors by one arm, and her protectors grab the other arm. Then both groups pull in opposite directions,” Chagnon learned. In one instance, a woman’s arms were reportedly pulled out of their sockets: “The victim invariably screams in agony, and the struggle can last several long minutes until one group takes control of her.” Although one in five Yanomamö women Chagnon interviewed had been kidnapped from another village, some of these women were grateful to find that their new husbands were less cruel than their former ones. The treatment of Yanomamö women could be particularly gruesome, and Chagnon had to wrestle with the ethical dilemmas that confront anthropologists under such circumstances—should he intervene or remain an observer? Men frequently beat their wives, mainly out of sexual jealousy, shot arrows into them, or even held burning sticks between their legs to discourage the possibility of infidelity. On one occasion, a man bludgeoned his wife in the head with firewood and in front of an impassive audience. “Her head bounced off the ground with each ruthless blow, as if he were pounding a soccer ball with a baseball bat. The head-man and I intervened at that point—he was killing her.” Chagnon stitched her head back up. The woman recovered but she subsequently dropped her infant into a fire as she slept, and was later killed by a venomous snake. Life in the Amazon could be nasty, brutish, and short.

Chagnon would make more than 20 fieldwork visits to the Amazon, and in 1968 he published Yanomamö: The Fierce People, which became an instant international bestseller. The book immediately ignited controversy within the field of anthropology. Although it commanded immense respect and became the most commonly taught book in introductory anthropology courses, the very subtitle of the book annoyed those anthropologists, who preferred to give their monographs titles like The Gentle Tasaday, The Gentle People, The Harmless People, The Peaceful People, Never in Anger, and The Semai: A Nonviolent People of Malaya.

The stubborn tendency within the discipline was to paint an unrealistic façade over such cultures—although 61 percent of Waorani men met a violent death, an anthropologist nevertheless described this Amazonian people as a “tribe where harmony rules,” on account of an “ethos that emphasized peacefulness.”  Anthropologists who considered such a society harmonious were unlikely to be impressed by Chagnon’s description of the Yanomamö as “The Fierce People,” where “only” 30 percent of males died by violence. The same anthropologist who had ascribed a prevailing ethos of peace to the Waoroni later accused Chagnon, in the gobbledygook of anthropological jargon, of the “projection of traditional preconceptions of the Western construction of Otherness.”

Britain looks to Australia on immigration as it seeks to 'end the free movement of people'

Britain's government says it is moving ahead with plans to adopt an Australian-style points-based immigration system.

Addressing supporters at the Conservative party conference in Manchester, British Home Secretary Priti Patel said the government is working hard to make it happen. "I have a particular responsibility when it comes to taking back control: It is to end the free movement of people once and for all," she said to rounds of applause.

"Instead we will introduce an Australian-style points-based immigration system."

Immigration officials in Australia assess skilled worker visa applications awarding points for proficiency in English, work experience and age. The screening system was first rolled out in 1979 and has in the years since been adjusted to better consider the preferences of employers.

Last month, Ms Patel wrote to the Migration Advisory Committee asking it to review if Australia’s points-based migration system could work in Britain. The committee has been asked to report back by January.

Ms Patel said she believes leaving the EU will provide Britain with a "once in a lifetime opportunity" to change the country's immigration system for the better.

"One that works in the best interest of Britain. One that attracts and welcomes the brightest and the best. One that supports the brilliant scientists, the finest academics and the leading people in their fields. And one that is under the control of the British government."

Canada and New Zealand have also adopted a points-style system for skilled migration.

Adults 'fail by giving in to trans teenagers'

Adults fail in their duty to children if they just give in to the "instant gratification" demands of transgender teenagers who protest they cannot wait until 18 for irreversible sex-reassignment surgery, clinical psychologist Paul Stevenson says.

Mr Stevenson, well known for helping trauma victims after the Bali and Jakarta terror bombings of the 2000s, said psychologists should not "disenfranchise" parents of trans teens, nor "drive a wedge" between child and family. He was commenting on a submission by the Australian Psychological Society that doctors should be able to go ahead with under-16 trans surgery, with both parents opposed and no mandatory counselling for the adolescent, as long as the clinicians were "competent" in assessing the teen's capacity to make the decision.

The APS claims 24,000 members but Mr Stevenson said his breakaway body, the Australian Association of Psychologists Inc, had picked up 2000 new members in the past year, taking the total to 8000, partly because of discontent with the APS.

The AAPi appears to be the first health or medical pro-fessional body in Australia to go public with scepticism about the "child-led" affirmation approach to trans, which critics say discourages thorough investigation of a young patient's history and too readily puts them on a path to risky medical treatment, including puberty-blocker drugs, cross-sex hormones and surgery, such as mastectomy for trans boys.

Gender clinicians claim children are experts in their identity and going along with their transition is best for mental health. Mr Stevenson said the sudden decision of a teen to come out as trans brought grief and stress not just to parents but to the extended family, and for everyone's long-term interests the crucial relationship between teen and parent had to be supported.

"Psycholo-gists are not in the business of splitting up families," he said. He said the teenage years brought rapid and confusing development, and conflict with parents. Some neuroscience studies suggested the decision-making brain might not fully mature until a person reached their 30s, making it unwise to allow teens under 18 to consent to irreversible medical treatment.

"We've got to help parents get their children through this period of time when the (teenager's) frontal lobe is 'out for renovations'," he said. "Parents are the best-placed people to get their kids through this, we shouldn't be driving wedges between them."

Some parents have reported a pattern of teenagers, typically girls, suddenly declaring trans status with scripted lines from social media about the immediate need for hormones to stop them committing suicide.

Mr Stevenson said suicidal ideas — like any other mental health issues —should be treated directly. Flinders University's Damien Riggs, co-author of the APS submission, claims it is "scientifically, incorrect" to suggest social media or peer pressure might influence a trans teenager's stated identity. He has argued that Medicare should fund a trans mastectomy just as it does for a healthy woman with a genetic risk of breast cancer.

Online forums suggest trans mastectomy costs about $10,000. Dr Riggs, who won a $694,514 federal grant to study "family diversity", is cited as an authority in the 2018 treatment standards for children and adolescents issued by the gender clinic at the Royal Children's Hospital, Melbourne (which does no trans surgery).

Yesterday, the APS said the courts already allowed trans surgery for patients under 18. Where parents opposed it, "minors should have the right to access the opinion and guidance of suitably qualified medical professionals, including psychologists".

What ‘The Times’ Got Wrong About Slavery in America

The New York Times recently drew a lot of attention for its “1619 Project” initiative, which has been criticized for misrepresenting the role of the slave trade as the central core to the development of the United States. The Times “aims to reframe the country’s history, understanding 1619 as our true founding, and placing the consequences of slavery and the contributions of black Americans at the very center of the story we tell ourselves about who we are.

The project name purportedly refers to the date the first African slaves were brought to the English colonies that later became the United States. Like much else in the Times’ version of the role of slavery in American history, even the project name is rooted in distortion. Although the institution of slavery is a stain on national history, the true story is much more complex than the Times represents, and the United States plays a role both as a country that exploited the slave trade as well as a leader in the movement to end the African slave trade, and was not the primary instigator or beneficiary of the brutal trade.

1619 was not, in fact, the date of the first African slaves in the English colonies — those Africans were brought in under indenturement contracts, not bought as slaves. They were contracted to a fixed period of labor (typically five years) to pay for the cost charged by the Dutch slavers, at which point they were freed with a payment of a start-up endowment.

Indenturement Contracts, Not Slaves

This was not unusual or limited to Africans – approximately half of the 500,000 European immigrants to the thirteen colonies prior to 1775 paid for their passage with indenturement contracts. Anthony Johnson, a black Angolan, was typical – he entered Virginia as an indentured servant in 1621, became a free man after the term of his contract, acquired land, and became among the first actual slaveholders in the colonies.

The first actual African slave in the colonies was John Punch, an indentured servant sentenced to slavery in 1640 in Virginia by the General Court of the Governor’s Council for having violated his indenturement contract by fleeing to Maryland. In 1641, the Massachusetts Assembly passed the first statutory law allowing slavery of those who were prisoners of war, sold themselves into slavery, or were sentenced to slavery by the courts, but banning it under other circumstances.

Early slavery, like indenturement contracts, was not specifically targeted at those of African descent. The Massachusetts law was primarily intended to allow slavery of captured Indians in the aftermath of King Phillip’s War. The 1705 Virginia Slave Codes, for example, declared as slaves those purchased from abroad who were not Christian. A Christian African entering the colony, for example, would not be a slave — but a captured American Indian who was not a Christian would be.

Black vs. Black

Ironically, a freed black man initiated the court case that moved slavery to a race-based institution. The Angolan immigrant Anthony Johnson was the plaintiff is a key civil case, where the Northampton Court in 1654 declared after the expiration of the indenturement contract of his African servant John Casor that Johnson owned Casor “for life,” nullifying the protections of the contract for the servant and essentially establishing the civil precedent for the enslavement of all African indentured servants by declaring that a contract for such servants extended for life, rather than the fixed term in the contract.

It was not until 1662 that the children of such slaves became legally slaves rather than free men, in a law passed in Virginia. The African slave trade itself was minor until King Charles II established the Royal African Company with a monopoly on the slave trade to the colonies. As late as 1735, the Colony of Georgia passed a law outlawing slavery, which was repealed due to a labor shortage in 1750. The boom in the import of slaves actually began around 1725, with half of all imported slaves arriving between then and the onset of the American Revolution in 1775.

Relatively speaking, the United States was a minor player in the African Slave Trade — only about 5% of the Africans imported to the New World came to the United States. Of the 10.7 million Africans who survived the ocean voyage, a mere 388,000 were shipped directly to North America. The largest recipients of imported African slaves were Brazil, Cuba. Jamaica, and the other Caribbean colonies. The lifespan of those brought into what is now the United States vastly exceeded those of the other 95%, and the United States was the only purchaser of African slaves where population grew naturally in slavery – the death rate among the rest was higher than the birth rate.

While the institution, even in the United States was a brutal violation of basic human rights, it tended on average to be far more humane than in the rest of the New World.

The World Slave Trade

The Trans-Saharan and Indian Ocean African slave trade, which began by Arabs as early as the 8th Century AD, dwarfed the Trans-Atlantic slave trade and continued up to the 20th Century. Between the start of the Atlantic Slave Trade and 1900, it is estimated that the eastern-bound Arab slave traders sold over 17 million Africans into slavery in the Middle East and India, compared to about 12 million to the new world – and the Eastern-bound slave trade had been ongoing for at least 600 years at the START of that period.

The Western-bound Atlantic slave trade, contrary to the misrepresentation in “Roots,” did not involve the capture of free Africans by Europeans or Arabs, but by the trading of slaves (already a basis for the economy of the local animist or Muslim kingdoms) captured in local wars to Western merchants in exchange for Western goods. The first such slaves brought to the Western Hemisphere were brought by the Spanish to their colonies in Cuba and Hispaniola in 1501, almost a century and a half before the first slave in the English colonies that became the United States.

The last African state to outlaw slavery, Mauritania, did not do so until 2007, and if the institution is illegal on the continent de jure, it still is widespread de facto in Mauritania, Chad, Mali, Niger, and Sudan, as well as parts of Ghana, Benin, Togo Gabon, Angola, South Africa, Ethiopia, Sierra Leone, Cameroon, Libya, and Nigeria.

The contradictions slavery posed on the rebel colonies during the Revolution sparked a backlash against slavery and the slave trade. Colonel John Laurens, son of a large South Carolina slaveholder, noted the contradictions in 1776, stating that “I think we Americans at least in the Southern Colonies, cannot contend with a good Grace, for Liberty, until we shall have enfranchised our Slaves. How can we whose Jealousy has been alarm’d more at the Name of Oppression sometimes than at the Reality, reconcile to our spirited Assertions of the Rights of Mankind, the galling abject Slavery of our negroes. . . . If as some pretend, but I am persuaded more thro’ interest, than from Conviction, the Culture of the Ground with us cannot be carried on without African Slaves, Let us fly it as a hateful Country, and say ubi Libertas ibi Patria.”

The US Constitution Banned the Slave Trade in 1808

More shared that sentiment and the first law in the European world to outlaw the slave trade was, in fact, the US Constitution, which in 1787 banned the slave trade as of 1808. In Massachusetts, a 1783 court decision ended slavery, and all of the Northern States had passed emancipations laws by 1803. The Northwest Ordinance of 1787 outlawed slavery in territories north of the Ohio River. Other countries followed suit. Denmark-Norway banned the slave trade in 1803, but not slavery until 1848. Britain passed a law abolishing the slave trade in 1807, and enforced it with the Royal Navy, and abolished slavery itself in 1833.

In 1807, Congress passed legislation making the import of slaves to the United States a federal crime, and in 1820, Congress passed the Law on Slave Trade, which went beyond the British law in declaring slavers as pirates, punishable by death instead of mere fines – and the US Navy joined the Royal Navy in active interdiction of slave ships.

Economically, the institution of slavery, rather than develop the economy of the new nation, stunted its development. Although bonded labor, whether slave or indentured servant, clearly played an important role in developing a labor force in the early colonial days, its role in the advancement of the economy in the newly established country is questionable. Gavin Wright, in his classic book The Political Economy of the Cotton South, shows in fact that slavery hindered the development of the economy in those states where it remained legal. The artisans, tradesmen, and unskilled labor pool necessary for developing a thriving, diverse economy was discouraged by competition from bonded labor, and the slave-owning class showed little interest in such an economy.

How Slavery Stalled the Economy of the New Country

Increasingly, the economy came to be dominated by cotton monoculture, boosted by the invention of the cotton gin, and the value of the capital invested in slaves. In order to maintain the value of this capital investment, demand for slave labor needed to be maintained, which led to the slaveholding states demanding the opening of new lands for slave cultivation. Wright shows that, contrary to the assertions of many modern critics who try to claim that slavery was responsible for the development of the US economy and to the mistaken belief of secessionists prior to the Civil War, cotton was not King, but rather the greatest return from slaveholding was the capital increase from the reproduction of slaves.

Without new lands to be worked by the expanding slave population, the price of slaves would fall, and the wealth of the ruling classes in the Southern states would have plummeted. Thus, issues like the Wilmot Proviso or Kansas-Nebraska Act, which threatened to close off the expansion of lands to be worked by slaves, posed an existential threat to the wealth of the slaveholders. Meanwhile, unencumbered by the institution of slavery, those states that abolished the institution and emancipated existing slaves embraced other forms of generating wealth, including a manufacturing economy that rapidly outpaced that of the slave states. The Civil War was, in large part, won because the economy of free labor produced at rates that the economy of slave labor could not imagine. In fact, it was not until the abolishment of the Jim Crow laws preserving vestiges of the slave system that the economy of the New South truly began to take off.

While undoubtedly the issue of slavery and conflicts over its contradiction with the ideals of the new Republic shaped the political debates of the new country through the Civil War, it is going too far to assert that the slave trade and slavery were the central core of the development of the United States. Rather, it is more true to state that the ideals of the Anglo-Scottish Enlightenment and political beliefs shaped by the English Civil War and Glorious Revolution created an environment that exposed the immorality of slavery and established the political grounds for ending the slave trade, and eventually the institution of slavery in areas of Western European influence.

It was not a simple process, and required painful conflict to negotiate the conflicts and contradictions between the liberal ideal and the self-interest of those who owned human chattel, but ultimately rather than allow slavery to drive the growth of the nation, the new United States became a leader, along with their cousins in the Anglosphere, in the efforts to end the brutal and illiberal practice of slavery.

The New York Times does a disservice to its readers with the 1619 Project by presenting a simplistic and misleading story of the complex role that the institution of slavery played in the history of the United States, and it largely ignores the role that the underlying values of the Anglo-Scottish Enlightenment that undergird the new nation played in ending slavery and the slave trade.

Political correctness is most pervasive in universities and colleges but I rarely report the  incidents concerned here as I have a separate blog for educational matters.

American "liberals" often deny being Leftists and say that they are very different from the Communist rulers of  other countries.  The only real difference, however, is how much power they have.  In America, their power is limited by democracy.  To see what they WOULD be like with more power, look at where they ARE already  very powerful: in America's educational system -- particularly in the universities and colleges.  They show there the same respect for free-speech and political diversity that Stalin did:  None.  So look to the colleges to see  what the whole country would be like if "liberals" had their way.  It would be a dictatorship.

The Simplification of English - Stage 2, The Viking Settlers

 Cache
The first written texts of Middle English in the late 12th century show a remarkable simplification from Old English, just a century or two before. Verb and pronoun endings are reduced and simplified. Nouns lost their inflective endings (which indicate whether it was the subject or object of the verb) and relied more on prepositions and word order for meaning. Grammatical gender (nouns, adjectives and pronouns having different forms for male, female and neuter genders) was lost. And a few other simplifying changes that only a linguist could understand and appreciate. See this post by Linguistics Girl for a better explanation of these changes.

Linguists tell us that simplifications of this magnitude occur in a language only when it is learned as adults by a large enough group to influence the language spoken by the natives. It wasn't the Norman French, who were too few in number and mostly kept to themselves, who initiated this change. Rather it was the Norse from Denmark and Norway who had settled in eastern Britain in the late 8th and 9th centuries. This settlement (in contrast to previous Viking raids) was more or less peaceful. They ran businesses or farmed beside their English neighbors and often married English wives.

Because of their integration into English society, the Norse had to learn English. And adults, as you will know if you ever tried, find it difficult to learn another language fluently. Evidently they learned enough to get along and their simplified version of English gradually became the new standard across the country. Historical linguists tell us that these changes began in the northeast and gradually moved south over a period of several centuries.

A story related in Caxton's prologue to his translation of the Book of Eneydos in 1490 illustrates these changes in transition. A merchant ship was stranded in the Thames estuary by calm weather and a few of the men walked to a nearby house and asked the woman there for food. One asked for some "eggys", using the new (Norse) word. The woman didn't understand and said "Sorry I don't speak French", to which the merchant indignantly replied "Neither do I". Another merchant came to the rescue and explained that he was asking for "eyren", the old English word (singular "ey"), which the woman understood. You can read the story in Caxton's words here (page 2 starting line 25). He told the story to illustrate the predicament of English publishers in having to choose a dialect in which to print. It took over 200 years from the 14th to the 16th centuries for the word egg to become standard across England.

Norse also contributed many words to the English vocabulary. The most amazing are the pronouns they, them and their, replacing the Old English equivalents. Borrowing of pronouns is very rare and shows how significant the influence of Norse was on the core of the English language. Other core words include get, both, take, and want. Still other words are sky, skin, knife (and many other sk and kn words) and, as described above, egg. In many cases the Norse word was added, creating a synonym, rather than replacing the English word. Sometimes the adopted word took on a slightly different meaning, such as skirt (Norse) and shirt (English). Note that these words seem very English; they don't seem borrowed at all. Two reasons for this - Norse is another Germanic language so its words are more similar to English words than French or Latin words would be; and they were borrowed so long ago that they have become "Englishified" over time.

So English has two stages of people learning the language as adults and simplifying it in the process. First some people (possibly Semitic-speaking) in northern Europe learning Proto-Germanic (discussed in my previous post), then the Norse settlers in northeast England learning Old English. For them, all we native English speakers should be grateful, and those learning English as a second language even more so.

The Simplification of English – Stage 1, Proto-Germanic

 Cache

While our children were in high school we hosted several European exchange students in our home for whom English was a second, third, or even fourth language. I was surprised when they told me that they considered English an easy language to learn, or at least less complicated than their own (French, Polish, German and Hungarian). What they meant by this was the lack of gender for most nouns and the simplified verb forms, not our beloved illogical English spelling.

John McWhorter, in “Myths, Lies, and Half-Truths of Language Usage” (The Great Courses), explains two quite different stages in the development of English where simplification occurred. The first occurred at the Proto-Germanic stage and therefore affected all the Germanic languages. The second occurred between Old and Middle English. In this post I’ll explore the first.

Compared to the other branches of Indo-European (e.g. Latin, Greek, Celtic, Persian, Sanskrit and Slavic), Proto-Germanic is different in several striking ways. One was the shift in consonants which is known as Grimm’s Law (discussed in an earlier post) where “p” becomes “f”, “k” becomes “h” etc. Another was a significant loss of complexity of verb forms. Where other IE language families have different verb forms for I, we (you & I), we (you, I & others), you (singular), you (plural) and they, PG had only one “we” and had the same verb form for “we”, “you all” and “they”. Verb tenses were also simplified to four (present, past, subjunctive and passive) from six in Indo-European. There were also some internal vowel changes in verb tenses introduced to Proto-Germanic (which I don’t understand so won’t attempt to explain here). Then there is vocabulary – many Germanic words were borrowed early on from the neighboring Indo-European languages of Roman and Celtic, but up to a third of Germanic roots are believed to be of non-Indo-European source.  What was going on here?

This type of language change (significant simplification) is not the normal pattern. In fact it is only seen when a language is learned by a group as adults. Who could these adults be?

First keep in mind that nearly all of the wide distribution of Indo-European languages is the result of imposition of the language on existing inhabitants by an introduced ruling class (either military or mercantile), rather than by mass migration of Indo-European speakers. See my post on the PIE Homeland. It had been proposed by Colin Renfrew (and others) that the Indo-European languages were introduced to Europe along with agriculture by farmers migrating west and north from Anatolia (modern Turkey). It made a nice neat theory but turned out not to be true – agriculture preceded IE languages by several thousand years in Europe. There were therefore, by the time the Indo-European language was advancing up the Danube into northwest Europe, farmers settled there with their own languages, whatever they may have been. It was these people who learned Indo-European as adults and adopted it as their own.

There is some linguistic evidence suggesting that these northwestern European people who learned Indo-European, and made it into Proto-Germanic, spoke a Semitic language (of which Arabic and Hebrew are members). Semitic languages are rich in the internal vowel changes of the kind seen in Proto-Germanic verbs; the fricative consonants “f”, “h”, and “th” introduced to Proto-Germanic as explained in Grimm’s Law are common in Semitic languages, and a few of the non-PIE Germanic roots seem to have a Semitic connection. This Semitic influence theory, promoted by Prof. Theo Vennemann, is quite controversial.

One theory to explain a Semitic influence on Germanic languages has the Phoenicians, a Semitic speaking sea-faring people who are known to have reached Portugal, to have sailed all the way around to north-western Europe – the Netherlands perhaps or even Denmark. This is highly speculative at best, as there is no archaeological evidence and so far to my knowledge no genetic evidence, to support their presence that far north. My theory (and you saw it here first) is that some influence of Semitic languages had accompanied agriculture as it made its way from the middle east to northwestern Europe. One of Bryan Sykes' maternal ancestors of modern Europeans described in his 2001 book " The Seven Daughters of Eve" is Jasmine who originated in the middle east and is associated with the spread of agriculture into Europe. Her genes spread into Europe and it seems quite likely that her language did as well, hundreds of years before the introduction ofGermanic Indo-European languages.

Whoever the first speakers of Proto-Germanic were, we owe them our gratitude for helping to simplify not only English but every other Germanic language spoken today.

The next stage of simplification for English, which occurred during the transition from Old English to Middle English, is credited to, of all people, the Norse Vikings who settled in northern England. But that’s a story for another week.

Syamsuir, warga Bendungan Hilir, Jakarta Pusat, kini tak bisa bicara lagi. Pasalnya, ia pernah terkena kanker pita suara. Sebabnya? Tak lain karena dia perokok berat selama 30 tahun. Satu hari tiga bungkus rokok ia sulut.
yamsuir bekerja sebagai tukang reparasi jam. Penghasilannya tak seberapa. Jadi, untuk kebiasaan merokok ia nyaris menghabiskan sebagian besar penghasilannya. Akibatnya?
Bayangkan saja Road Map Industri Rokok justru menargetkan penambahan konsumsi rokok.
Target 10 tahun meningkat 40 miliar batang. Sebanyak 40 miliar batang rokok dikonsumsi 10 juta perokok. Artinya, dalam 10 tahun direkrut 10 juta perokok baru. Bisa dikatakan dalam satu tahun ditarget 1 juta perokok baru atau 249 perokok baru per hari, kata Setyo Budiantoro dari Tobacco Control Support Center Ikatan Ahli Kesehatan Masyarakat Indonesia (TCSC-IAKMI).

Kadar Nikotin
E-Cartridge vs Rokok
0.1ml E-Liquid (Cairan E-Cig) ≈ 1 Batang Rokok
Secara normal, sebatang rokok memerlukan 12-15 hisapan untuk
menghabiskannya, sedangkan 0.1 ml E-Liquid memerlukan sekitar 12-15

SANGAT DISARANKAN selalu ready cairan refill kemanapun Anda & jaga suhu atomizer + berikan jeda/hisapan agar unit atomizer awet & aroma tetap terjaga dengan MAXIMAL/sempurna.

Penanganan unit yg bermasalah: Jika LED menyala tp atomizer tdk hangat, artinya: baterai rusak/atomizer yg rusak. [PERHATIAN: unit JANGAN terus dipakai jk cartridge sdh kering(indikator:asap makin brkurang/rasa hambar),krn bs merusak atomizer yg tdk terbasahi] Coba pin atomizer ditetes langsung dng cairan refil(2-3tetes), tunggu 5-8detik,lalu coba hisap(PELAN tapi konstan,& mhn dicatat, demi keawetan unit, baiknya hisapan TIDAK > 3detik &beri jeda 5-10dtk/hisapan). Jika msh,tlg unit diretur ke kami unt pemeriksaan teknis(dng instrumen khusus) &akan kami ganti dlm 1x24jam.

Gejala Atomizer terasa lbh panas
Atomizer lbh panas krn :
1. Terlalu sering hisapan panjang tanpa jeda(harus kasih jeda minimal 10 detik antar tiap hisapan agar pin atomizer tdk cepat berkerut krn overheated).
2.Cairan dlm cartd mau hbs, jd atomizer tdk mendpt "coolant" dr cairan refill. COBA hisap dng arah cerutu menghadap ke atas(sudut 30 -45derajat),agar sisa 'tumpahan' cairan dlm casing atomizer bs tertangkap pin atomizer) & SEGERA CEK cartd jk asap mulai tipis, mgkn cartd kering di permukaan atas busanya, teteskan lg hingga permukaan atas cartdg terlihat basah.

Jika asap mau banyak, dalam pemakaian rokel, tipe apapun itu, HINDARI menghisap dengan cepat, tapi hisap dengan pelan(jk bs,tanpa suara)TAPI KONSTAN, nah dijamin asap lbh banyak, tapi JANGAN LUPA: beri JEDA minimal 10dtk/hisapan! Ingat, ini alat elektronik sensitif,&butuh proses melewati bnyk komponen&ruang proses. Baterai yg lemah pasti berakibat asap yg sedikit pula.

1. Food and Drug Administration (USA) /Administrasi Makanan dan Obat USA

Thread: Blue Water Navy:: Rules:: Setup and invasion track

 Cache

by mitchellje

Hello,

I have a question regarding setup for the 1983 tactical surprise scenario:

1. Do any Soviet troops start on the Denmark invasion track, or must they be landed there?

2. When troops land on Denmark, are they placed on the At Start box?

Rule 18.0, Amphibious Landings:

3. If Soviet troops have advanced past Bodo, and more troops land there, they don't get -2 dice since there are no Soviet troops ashore in the landing location?

Rule 20.0, War & Invasion Tracks:

4. With regard to the Invasion Tracks rule, "If the number of Troops is double or more, advance one box and then make the check again in the new box to see if the marker advances another box." If 4 Soviet troops are in the Norway 2 Bodo box, they'll advance all the way to Orland in one turn, right? Unless NATO lands troops soon, with 4 Soviet troops in Bodo they'll be able to get to Oslo in only 2 turns. Am I understanding this correctly?

I'm setting up the game and looking forward to giving it a go. I served on an Ethan Allen class sub in 1983, and I look forward to seeing how it performs in the game.

CO2 Could Power Planes, Trains, and Ships Someday

 Cache

From left: Researchers Christopher Graves, Michal Bajdich and Michael Machala work on the development of a new method for converting carbon dioxide into carbon monoxide for carbon-neutral fuels. (Image source: Mark Golden)

While researchers have experimented with using alternative fuels for large modes of transport such as airplanes, so far they haven’t found a truly viable option.

That could change thanks to new research from scientists at Stanford University and the Technical University of Denmark (DTU), who have developed a new method for turning carbon dioxide into energy-rich carbon monoxide.

This crucial conversion is the first step to transforming carbon monoxide into nearly any liquid “carbon-neutral” fuel and even synthetic gas and plastics. The researchers believe their method could lead to cost-effective ways to more broadly convert larger quantities of carbon dioxide into carbon monoxide for the production of carbon-neutral fuels. Lowering costs and other barriers could lead to viable fuels for even heavy modes of transportation, which require energy-dense fuels.

The latest breakthrough was led by William Chueh, an associate professor of materials science and engineering at Stanford, and Christopher Graves, associate professor in DTU’s Energy Conversion & Storage Department. Theis Skafte, a DTU doctoral candidate at the time, also participated in the work, which took place at Stanford. The team published a recent study on their work in the journal Nature Energy.

Chueh and Graves had been separately working on high-temperature electrolysis of carbon dioxide for years, but the breakthrough came only when the teams put their heads together, said Skafte, now a postdoctoral researcher at DTU.

“We achieved something we couldn’t have separately – both a fundamental understanding and practical demonstration of a more robust material,” he said in a press statement.

Removing Key Barriers

The Stanford/DTU research team used electricity and an Earth-abundant catalyst, cerium oxide (also known as ceria), to convert carbon dioxide into carbon monoxide. Unlike other catalysts used in this process, cerium oxide is much more resistant to breaking down.

Plants transform carbon dioxide to carbon-rich sugars naturally, but scientists still have yet to find a commercially viable artificial electrochemical route to turn this gas into carbon monoxide. Current devices developed to do this use too much electricity, convert a low percentage of carbon dioxide molecules, or produce pure carbon that destroys the device, according to the researchers.

For their approach, the Stanford-DTU team built two cells for carbon dioxide conversion testing – one with cerium oxide and the other with conventional nickel-based catalysts. What they found is that the ceria electrode remained stable, while carbon deposits damaged the nickel electrode, which substantially shortened the catalyst’s lifetime.

“This remarkable capability of ceria has major implications for the practical lifetime of CO2 electrolyzer devices,” Graves said in a press statement. “Replacing the current nickel electrode with our new ceria electrode in the next-generation electrolyzer would improve device lifetime.”

Brexit: Boris Johnson claims EU has not explained in detail why it objects to his alternative backstop plan - as it happened

Rolling coverage of the day’s political developments as they happen

If I may put the point another way, the government accepts that in executing its political policy it must comply with the 2019 Act. That being the government’s clearly stated position before the court, there is no need for coercive orders against it or against the prime minister to be pronounced. The court should not pronounce coercive orders (or decree for interdict) unless it has been established on the basis of cogent evidence that it is truly necessary for such orders to be granted. In my opinion, that has not been done in the present case.

I would add only this. I approach matters on the basis that it would be destructive of one of the core principles of constitutional propriety and of the mutual trust that is the bedrock of the relationship between the court and the crown for the prime minister or the government to renege on what they have assured the court that the prime minister intends to do.

“Ulster says No,” is one of the historic cries of unionism. The DUP’s Sammy Wilson has inverted that in a statement - one of several we’ve had from the party recently - strongly criticising the Irish government for its stance on Brexit. Wilson said:

It seems the ‘not an inch’ approach in Dublin will lead to no deal. How times have changed. Its now a case of ‘Dublin Says No’.

The DUP has worked with the prime minister to place a reasonable proposal on the table. It may not be perfect but it’s a fair deal. It recognises our unique situation and respects the referendum result ...

In response to another urgent question Conor Burns, an international trade minister, has told MPs that the government will publish its plans for the tariffs that would apply in the event of a no-deal Brexit “shortly”. That may mean tomorrow.

Theresa May’s government published its own tariff schedule for no deal, but the new government will take a different approach.

In the Commons James Duddridge, the Brexit minister, has just said that his boss, the Brexit secretary Stephen Barclay, is going around Europe “whipping up support and enthusiasm” for the PM’s Brexit deal.

(If Barclay is supposed to be whipping up enthusiasm for the deal, there is precious little evidence so far that his mission is having any success.)

These are from Dale Vince, the businessman who took the case to the Scottish court of session calling for a ruling saying Boris Johnson would have to obey the Benn Act, along with Joanna Cherry and Jolyon Maugham.

It might not look like it, but we won today. pic.twitter.com/9ecm#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comWqRqmA

It was always my understanding that we couldn’t actually lose this case, because; either the court would issue the injunction obliging BJ to uphold the law - or he would give clear undertakings to the court that he would do so. That’s what happened today…

In her question a few minutes ago Jo Swinson, the Lib Dem leader, said the government’s refusal to publish the legal text would prompt fears that the government was prepared to lower standards. Surely the public had a right to know if the PM was prepared to sacrifice the quality of food on supermarket shelves, the rights of workers to take holiday and the rights of children to breath clean air?

James Duddridge, the Brext minister, replied:

Quite frankly, that’s a load of rubbish.

That is not our intention. And our constituents, if they are worried and scared as a result of what the Liberal Democrats say, that is a terrible thing.

The Labour MP Tonia Antoniazzi asked if the DUP had seen the full legal text. Why would it be right for them to see it, but not the other opposition parties.

Duddridge said he would not comment. He said MPs who had been ministers would know that, in a negotiation, different people see different bits of text.

In the Commons Hilary Benn, the Labour chair of the Brexit committee, said something did not add up in relation to what James Duddridge said about there being no need for new infrastructure in Ireland. He said Boris Johnson told the BBC last week there would be a system of customs checks away from the border. But the plan published last week said customs checks would be carried out at traders’ premises, or other designated locations. And it said goods would be under customs supervision as they crossed the border. So how can you have customs checks with no customs infrastructure?

Duddridge replied:

The government are looking for a tailored solution.

Duddridge is responding to Starmer.

He says what the PM said in the Commons on Thursday last week about there being no need for any new infrastructure anywhere was correct.

Starmer is responding.

He says MPs have not seen the 44-page legal text. That means they have to guess, or, even worse, take the PM’s word for it.

Sir Keir Starmer, the shadow Brexit secretary, has just asked his urgent question on when the government the legal text of its new Brexit plan

James Duddridge, the Brexit minister, is replying.

The SNP has today announced it is setting up a social justice and fairness commission, which it says will show how Scotland could use independence to create a fairer society. It is intended to complement the work of the SNP’s sustainable growth commission, which reported last year. Shona Robison, the former Scottish government’s health secretary who will convene the commission, said:

Independence is fundamentally about creating a better Scotland.

The social justice and fairness commission will explore in detail how we can use the powers of independence to end poverty, tackle inequality and improve the lives of families across Scotland.

@theSNP has announced the membership of a Social Justice and Fairness Commission to build the case for independence – showing how, with full powers, Scotland can tackle poverty and create a fairer society. pic.twitter.com/l#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comDo7r0oTAS

Plaid Cymru has confirmed that it would support Jeremy Corbyn as leader of an interim administration to prevent a no-deal Brexit. A Plaid Cymru source said:

It’s not about who, but about how we stop a disastrous crash-out Brexit. This is about policies not personalities.

The focus now must be on ensuring that the anti-no deal legislation is enacted. We cannot afford to do anything to jeopardise that – that includes playing party political games over who should lead a caretaker administration.

These are from ITV’s Robert Peston.

UK is leaving EU on 31 October without a deal, that EU is poised to reject Johnson’s offer. Without the EU state aid constraints, Treasury could pump money into any businesses affected by no deal that need temporary support

Here is a bit more detail about this. A statutory instrument confirming that the UK would keep the existing EU rules on state aid was supposed to be pushed through tomorrow. This has now been pulled by Downing Street. What is now being debated by ministers and officials is...

"whether and when to pull the existing state-aid statutory instrument and effectively have no state aid regime from 31 October" - which would not need primary legislation, says government official. As I said earlier, this would give Johnson maximum flexibility to help...

businesses damaged by a no-deal Brexit. And Labour is unlikely to kick up a stink, since Corbyn and McDonnell have always been iffy about EU state aid rules, which they see as limiting the freedom of a Labour government to run an interventionist industrial policy.

This is from the SNP MP Joanna Cherry, one of the people who brought the case to the Scottish court of session in an attempt to get a ruling that Boris Johnson must comply with the Benn Act. She said:

As a result of this important court action, we have forced the Tory government to concede that the prime minister will comply with the law, and promise to send a letter requesting a Brexit extension and not frustrate the purpose of the Benn Act.

However, given Boris Johnson’s slippery track record of acting unlawfully, and the contradictory statements issued by the UK government - we do not trust the Tory leader or believe he can be taken at his word to obey the letter and spirit of the law. As such, we will appeal the decision, and expect that appeal to be heard tomorrow.

A senior member of the Home Office’s drugs advisory panel has quit, claiming political interference is undermining its independence. Prof Alex Stevens, who worked on the Advisory Council on the Misuse of Drugs (ACMD), has posted a thread on Twitter explaining his decision, which was revealed by the Guardian.

I have resigned from the Advisory Council on the Misuse of Drugs. Recent political vetting and
exclusion of suitably qualified applicants to join means that the ACMD is losing its independence. A thread to explain follows…

Here is a Guardian video of the Extinction Rebellion protests around Westminster.

This is from Neale Richmond, an Irish senator and Fine Gael Europe spokesperson, explaining for the benefit of Boris Johnson (see 12.32pm) what the EU thinks the problems are with the UK’s Brexit plan.

1) Creates a Customs Border
2) Only partial regulatory alignment
3) Stormont veto (maj only needed in one community)
4) No legal guarantees
5) Technology isn’t in existence
6) Contrary to Dec’17 declaration
7) Far removed from backstop

Bruno Bonnell, a French MP for Emmanuel Macron’s En Marche! party, told Emma Barnett on Radio 5 Live this morning that Boris Johnson’s Brexit plan was “almost like a joke”. He explained:

It’s not a final version - it’s almost like a joke. We don’t even understand it ...

This is not a genuine offer. This is clearly a political manipulation to put the responsibility of a no-deal Brexit on the EU’s side.

First of all, what he is suggesting right now is a very complex process, and even more complicated than what is proposed by the backstop.

Secondly, it’s again a last-minute proposal, as if he wanted to force the issue and put the responsibility of a no-deal Brexit onto the EU’s shoulders.

The European commission said it plans to “take stock” later this week in terms of making an assessment of the UK’s Brexit plan. At its regular, daily briefing, the commission’s chief spokeswoman Mina Andreeva said:

Talks will continue today and this week in order to give the UK the opportunity to present their proposals in more detail and then we will take stock with member states and the European parliament throughout the week.

And, as we have said before, everyday counts in these talks.

Labour MP Stephen Hepburn has been suspended from the party following a complaint of sexual harassment, the Press Association reports. It is understood his case has been referred to the national constitutional committee and he has been suspended pending that process.

Ian Jones from the Press Association has filed this, looking at four potential dates for the general election.

Time is running out for a general election to take place before the Christmas season.

The earliest date for polling day is probably Thursday November 28.

The Green party has proposed the legalisation of drug use in the UK and the establishment of a regulated market with tightly-controlled specialist pharmacies selling currently illegal substances.

It appears to be the first time a UK political party has gone so far as to call for the radical change in drug policy, and it comes amid heightened concern over the exploitation of teenagers by county lines drug gangs and record drug-related deaths. Dr Alex Armitage, the Green party candidate for Hackney North and Stoke Newington who is leading on the policy told the Guardian:

Our policy stems from the fact that we’re recognising more and more that the prohibition of drugs is a complete and utter failure, particularly for people marginalised in society.

It doesn’t matter if you’re dealer recruited into organised crime group after being excluded from school, or a person who was abused as a child who uses heroin to numb the pain or whether you live in an affluent area and worry about your home being burgled by people who need to steal to enable their drug use. It’s an issue that affects everyone in society in one way or another.

Here is some Twitter comment on the Scottish court judgment.

From the law lecturer and Times journalist Raphael Hogarth

The Court of Session holds there's no need for it to force the PM to comply with the Benn Act and seek an extension, given that his lawyers said he would. But it also fires a warning shot: the PM had better not renege and destroy "core principles of constitutional propriety". pic.twitter.com/c1#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comISLS0WdB

Key para of the Scottish judgment is here: there can be no doubt that PM accepts he must comply with Benn Act, and that he will not frustrate its purpose. https://t.co/#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comCWdChBPGgd pic.twitter.com/3de#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comOtPy1zV

Paragraph 43 looks like the important one

The government's assurances are legally sufficient, so *no* order needed

Looks like government has now boxed itself into making the application under the Benn Act in the event of No Deal

Case did well to get those promises, so bravo pic.twitter.com/#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comKWmFqVO5xN

If the government now breaks the law, it also will be breaching these "clear and unequivocal" averments to the court

Not a Scots lawyer, but that looks like enough for an order to be made later this month, if need be

So, in essence

As per my analysis a few days ago, No 10 headed off prospect of a court order by making express statements to the court

That could not have been done lightly or without full legal advice

No 10 Ten knew what it was committing to, even if it pretended otherwise

Here is a link to the full text of the Scottish court’s judgment.

These are from Jolyon Maugham, the lawyer who has lost the case in Scotland intended to get the court to issue an order compelling Boris Johnson to comply with the Benn Act.

In short, we've lost. THREAD

The Judge has decided that because the Government accepts that it will send the letter and not frustrate the purpose of the Act, it is "neither necessary nor appropriate" to make orders. pic.twitter.com/c#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comTArzEkocC

The Judge adds that the Government's position is underpinned by the fact that the Advocate General for Scotland (the PM's 'man in London' if you like) is an officer of the court. pic.twitter.com/hfg#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comFJ2E2hw

The true heart of the Court's reasoning can be seen in this passage. The true question raised by this case (see next tweet) is whether the Government is committed to this "core principle". pic.twitter.com/k7j#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comYHlpwqz

I expressed this dilemma here (on Friday). I would rather live in the world the Court believes continues to exist. But I doubt we do. https://t.co/#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comPVgXpPjlkl

As we have extracted promises from the Govt, the question whether this loss matters depends on whether you think I am right or the Court is right. But, on any view, there are now risks of an unlawful Brexit that would not, had the decision gone the other way, have existed.

I expect the Inner House of the Court of Session tomorrow to hear our appeal. /ENDS

Here is James Cleverly, the Conservative party chairman’s, take on the Brexit crisis.

There are five urgent questions in the Commons today.

5 UQs TODAY from 3:30pm

1. @Keir_Starmer to ask @SteveBarclay to make a statement on when the Government intend to publish the full legal text of their proposed changes to the Withdrawal Agreement and Political Declaration.

2. @ChrisLeslieMP to ask @trussliz
to make a statement on the publication of the UK’s Schedule of Tariffs in the event of a no-deal Brexit.

3. @DavidMundellDCT to ask @trussliz on US intention to impose tariffs of 25% on Single Malt Scotch Whisky and other UK products on 18 Oct

4. @DavidDavisMP to ask @patel4witham on Henriques’ report into Met’s Operation Midland

5. @TulipSiddiq to ask @DominicRaab to make a statement on the case of Nazanin Zaghari-Ratcliffe, following release of one British-Australian national who was also imprisoned at Evin Prison

During his interviews at Watford hospital Boris Johnson also said he was willing to speak to President Trump about the American diplomat’s wife who is using diplomatic immunity to escape criminal proceedings in relation to a car crash that killed Harry Dunn, 19, in Northamptonshire. Johnson said:

I think everybody’s sympathies are very much with the family of Harry Dunn and our condolences to them for their tragic loss.

I must answer you directly, I do not think that it can be right to use the process of diplomatic immunity for this type of purpose.

Anti-Brexit campaigners have failed in an attempt to force Boris Johnson to ask for an extension to article 50 if he is unable to get a Brexit deal through parliament, my colleague Severin Carrell reports. His story goes on:

Lord Pentland, sitting in the court of session in Edinburgh, rejected their request for a court order instructing the prime minister to seek an extension if he cannot get a deal passed by the Commons this month.

Related: Court rejects latest request to force PM to ask for Brexit extension

Boris Johnson has also restated his claim that the UK will definitely leave the EU on 31 October - even though MPs have passed the Benn Act, which is intended to stop that happening. Asked about the Scottish court case about whether he must send a letter requesting an extension in the event of there being no deal, Johnson said:

We will study any judgments, of course, very closely, as we always do. We will respect the law. And we will leave the European Union on October 31. Clearly, that’s what the people of this country voted for. I think most people just want just to get Brexit done.

The court of sessions judgement on Brexit will be out at 12.45pm, the lawyer Jolyon Maugham says.

Right. Have been sitting here wondering whether I dare 'go see a man about a dog'. Court has rescued me from my dilemma by saying the decision will be published at 12.45.

This is what Boris Johnson said at Watford hospital when a reporter asked him if his Brexit plan was “dead in the water”. He replied:

Our proposal is very fair, very reasonable. What it does is respect the Good Friday agreement, the peace process in Northern Ireland. It makes sure there’s no hard border, no checks at all at the border between Northern Ireland and Ireland. It also goes further in allowing Northern Ireland and Ireland in alignment, both for agrifoods, for cattle and so on, but also for industrial goods as well. That’s a big step forward, big advance, big compromise by the UK government.

What we are saying to our friends is, this is a very generous, fair and reasonable offer that we have made. What we would like to hear from you now is what your thoughts are. And if you have issues with any of the proposals that we’ve come up with, then let’s get into the detail and discuss them.

Well, I spoke to both Antti Rinne, the Finnish prime minster, and to Emmanuel Macron yesterday. And I think they can see that there is an argument now for pushing on and getting on with some substantive talks on the detail of what we are proposing ...

The issue is, what is the EU’s objection [to the UK plan]. We haven’t really heard the detail from them about what they think the problems are. It is time for use to get together and really thrash this thing out.

Boris Johnson has been visiting Watford general hospital this morning. Looking at the photographs from the visit, it seems that for the second time in a week he’s been engaging in mug politics - getting your chinaware to do your political messaging.

I got my coffee in the end. pic.twitter.com/#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comF5cDVZHhHA

The lawyer Jolyon Maugham has a useful Twitter thread on what to expect from today’s court of session Brexit judgment. It starts here.

A short thread, in advance of the decision today, on where things are with the Scottish proceedings. THREAD

I’m just back from the Downing Street lobby briefing, and nothing was said by the prime minister’s spokesman to suggest that Boris Johnson thinks there is much chance of the UK reaching a Brexit agreement with the EU this week. Johnson is due to hold telephone calls today with the prime ministers of Sweden, Denmark and Poland, but the spokesman did not announce any plans for Johnson to hold face-to-face meetings with his EU counterparts and he would not deny a report saying a meeting with Angela Merkel, the German chancellor, has not taken place because Merkel’s office could not find a slot for him in the diary.

There was a stage when Johnson was claiming that the UK was making significant progress in its talks with the EU. But the spokesman was not using language like that this morning, although when pressed he said that the EU did view the publication of the UK plans last week as a “step forward”.

We are ready to talk with the EU at a pace to secure a deal so that we can move on and build a new partnership between the UK and the EU, but if this is to be possible the EU must match the compromises that the UK has made.

#NorthSeaNeighbours – Frank & honest discussion today with @SteveBarclay as good neighbours do. Important questions still remain on UK #Brexit proposals and more realism and clarity necessary this week. Full support for @MichelBarnier pic.twitter.com/7#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comA0KUUmdb2

These are from ITV’s Robert Peston.

So believe it or not, the 21 Tory MPs expelled from the parliamentary Conservative party, plus Rudd who quit, today refused to support opposition MPs who wanted to put down an SO24 motion that would have allowed MPs to seize control of parliament’s business on any day between...

now and Brexit day on 31 October. Labour and SNP had ordered all their MPs to London to support the motion. But now it won’t be put on the order paper till next Tuesday, if at all. The point of the motion was to give MPs the power to pass whatever legislation they thought they...

need to stop a no-deal Brexit on 31 October. But the Tory rebels apparently now buy the Johnson and Cummings argument that MPs flexing their collective muscles to stop a no-deal Brexit is undermining their chances of getting a deal. But as I reported earlier, there is next to...

no chance of the EU accepting Johnson’s offer anyway (see https://t.co/3#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comD5abBMm2p). So Cummings and Johnson will be chortling into their coffees as we speak. And business in the Commons today will be of magnificent unimportance.

On the BBC’s Westminster Hour last night Lee Rowley, a Tory Brexiter who voted against Theresa May’s deal three times, said he did not think leave voters would blame Boris Johnson if Brexit were delayed. He explained:

I think the British people have more or less clocked what’s going on here. And I was out in my constituency, North East Derbyshire - 60% leave seat, formerly Labour-held for 80 years – this weekend. I lost track of the number of people who said to me on the doorstep –we know what’s going on, Boris is trying to get a deal and he is also trying to get us out. And if he doesn’t achieve that, and Boris is clear that he is going to do that, but if he doesn’t, we know where the problem will be. Because it’s the same problem that’s been there’s been for the last two years. Parliament doesn’t want to leave.

One of the key questions in British politics at the moment is whether pro-leave voters will blame Boris Johnson if Brexit has to be extended, and line up behind Nigel Farage’s Brexit party at the general election, or whether they will give Johnson the benefit on the grounds that at least he tried.

As Mujtaba Rahman says in his Eurasia briefing (see 9.57am), No 10 used to think a Brexit delay would be disastrous for the Tories electorally, but now they have changed their mind. Rahman says:

The election could turn on this question: how damaging will an extension be for Boris? His strategy is to make enough gains in Labour-held leave areas in the North and Midlands to offset likely losses to the SNP in Scotland and the pro-Remain Lib Dems in the South. This gamble would be compounded by an extension, which would likely play into the hands of Nigel Farage’s Brexit party, who would cry betrayal. To win a majority, the Tories need to further squeeze the Brexit party’s vote.

Initially, Boris allies were nervous about the impact of an extension. But during last week’s Tory conference they became confident that the “Farage factor” would not scupper Johnson’s chances of victory. They were cheered by opinion poll and focus group findings that the PM would not be blamed for the latest delay to Brexit. As one aide said: “The public see him as Mr. Brexit and the only one who can deliver it. They know who is responsible [for delay] and we will keep reminding them of it.”

So far, confidence in Mr Johnson’s handling of Brexit — and indeed his party’s standing in the polls which, according to Opinium’s latest poll, is, at 38 per cent, higher than at any time since last February, before Mrs May failed to deliver Brexit — has not suffered in the wake of what are already diminishing expectations among voters that Brexit will be delivered at the end of the month.

According to YouGov, at the beginning of September, three in five (60 per cent) Leave voters thought it likely that Brexit would have happened by October 31, while only about one in four (27 per cent) thought it unlikely. Now only about a half of them (49 per cent) expect Mr Johnson to meet the deadline.

My money is on Johnson and Cons losing blame game fwiw. BXP voters are low attention and low trust, when Farage announces “he has failed, he has betrayed Brexit” on Nov 1st that’s who they will respond to. https://t.co/7n#utm_source=googlier.com/page/2019_10_08/151996&utm_campaign=link&utm_term=googlier&utm_content=googlier.comGG00QJaS

BXP does best among white voters with low formal educational qualifications. Such voters tend to express lower interest in politics, score lower on political knowledge etc. Less likely to be following things day to day. Therefore less likely to know detail of why Boris faile..d

I'm just not convinced Brexit Party voters will abandon Boris Johnson if extension happens. Why?

78% approve of his handling of Brexit
75% say MPs SHOULD vote for deal
74% approve of job as PM
64% say "surrender" acceptable language
59% "more positive" of BJ since conference

Were Johnson and his team to successfully recruit Brexit party voters [at the general election] then they would likely win sizeable majorities. If Johnson won back half of the Brexit party vote then he might win a comfortable majority, with 348 seats to Labour’s 201. If he goes further and wins back three-quarters of Farage’s Brexiteers then the number of Conservative seats increased at around 370 to Labour’s 185 - a commanding majority.

Might this actually happen? We do think that the Brexit party vote is softer than some think, for a couple of reasons. First, when these voters are asked who would make the best prime minister - Johnson or Corbyn- they break 84% to 1% for Johnson. Lord Ashcroft asked a slightly different question, whether they would want to see a Conservative government led by Johnson or a Labour government led by Corbyn. 94% opted for a Johnson government. A campaign that inevitably presents voters with this simple binary choice would likely see many Brexit party voters conclude “Johnson”.

Mujtaba Rahman, the Brexit specialist at the Eurasia consultancy who produces regular briefing notes based on what he’s been told by insiders in London and Brussels, has issued an update on the state of play this morning. He says he thinks the chances of the UK and the EU agreeing a deal this week are now “close to zero”, and that the chances of a no-deal Brexit happening on 31 October are also “extremely small”. We’re heading for an election, he assumes.

Here’s an extract.

UK ministers admit privately there is little prospect of agreement. As one put it: “If the consent mechanism [on regulation] were the only problem, then a deal would be doable. But if we say Northern Ireland must be in the UK customs territory and the EU says it must be in the [EU] customs union, the problems are insurmountable. That’s where we are.”

Downing Street’s official line remains that the UK will leave on 31 October with or without a deal. At the same time, it insists the government “will obey” the Benn Act approved by parliament, forcing Johnson to seek an extension to UK membership if a deal has not been approved by parliament by 19 October. Ministers refuse to say how these contradictory positions will be reconciled. Some admit privately they do not know.

This is from my colleague Severin Carrell.

Seems @DaleVince @JolyonMaugham @joannaccherry #BennAct decision won’t be published until noon, in writing. No #courtofsession hearing with Pentland today, says @JudgesScotland press office

The lawyer Jolyon Maugham says he does not know what time the Scottish court judgment will be issued. I had been told 10am, but that may have been duff information.

A decision of the Outer House of the Court of Session is expected today but we are not expecting a hearing. It will be issued to the parties and published in the normal way. We do not, as matters stand, know the time at which it will be issued.

Politicians spend a lot of time in interviews dodging questions, but mostly they are not very good at it. They could all learn by watching Jennifer Arcuri, the American businesswoman at the centre of the scandal over claims that Boris Johnson improperly helped her company with grants and trade mission access when he was mayor of London because they had a very close friendship. She has given an interview to Good Morning Britain this morning, and she managed to give a non-answer that made her look strong and assertive, not weak and evasive. This is what she said when Piers Morgan asked her if she had ever had an intimate relationship with Johnson. She said:

Because the press have made me this objectified ex-model pole dancer, I am really not going to answer that question ... I’m sorry, I am not going to be putting myself in a position for you to weaponise my answer. I’m being used as a pawn. This entire thing is a crazy charade.

‘It’s really categorically no-one’s business.’
